I would use Chronotron as a general term for any particle that is out of phase with the "normal" time stream, whether naturally or, in our case, artificially.

Hmm. So when your temporal torpedos are in flight they are considered to be composed of chronotrons?

Civilization Name: The Uplifted of Niteris
Common Name: The Niteris.
Government type: Theocratic Illiberal Consensus Democracy

Government Information: The government of Niteris is very malleable, it has very little formal structure. To be blunt, drones mentally link with their nearest Nexus Hub (which is an access point to the hyperspace in which the majority of Niteris live) and debate over a certain issue, generally under the guidance of one of the Great Ones, whom the Niteris worship as gods. This process can take anywhere from several picoseconds to nearly a minute, as time does not tangibly exist in hyperspace and depending on the amount of time for all the minds to reach the nearest Nexus Hub. What us unquestioned, however, is the role of the Great Ones as the uncontested political, cultural, social, and religious leaders of the Niteris. Each Great One represents a specific piece of Niteris space, and for important decisions that effect the whole of the Uplifted, the Great Ones mentally link themselves and debate until a consensus (or very large majority) has been reached. Otherwise, the sections of Niteris space operate someone independently.

Technology focus: Psychic control, exploitation of stars/the cosmos, androids, virtual space, warp and wormhole technology, kinetic weaponry, controlling gravity, repurposing matter into other forms of matter, genetic engineering.
Military Doctrine: Deep battle, defense in depth, strategic victory to overcome tactical shortcomings.
Foreign policy: Generally peaceful, yet also very interventionist and imperialist. It's hard to describe without getting into their morality.
Technological Age: Very ancient. But do to the Niteris' unique situation, there is relatively little expansion.
FTL Age: Also very ancient. 350+ years.
FTL type: The Niteris use the Warp, which was given to them by the Old Ones. The warp is an alternate universe the Niteris accidentally created early on in their experiments with FTL travel. Rather than actually moving FTL, Niteris ships encase themselves in protective energy fields that slingshot them through the Warp, which is an inherently unstable universe that failed to really form, in which the laws of physics don't really apply. The Warp is a negative repellent universe, in so far as that it repels itself. Basically, by encasing themselves in shields made of the Warp, they travel through the Warp at extreme FTL speeds. Of course, the Warp itself can exist for only brief amounts of time when exposed to outside forces.
Warp missiles are missiles that, when they explode, create a very small, but very powerful, wormhole. Anything nearby not protected by a Warp shield gets sucked into the wormhole. Seeing as the Warp is naturally repelled by itself, it is thus attracted to things that are not itself. So anything sucked into the Warp is immediately crushed into something beyond a subatomic singularity.
Of course, the wormhole only exists for dozen or so nanoseconds, and opening it is quite difficult and expensive. Still, it works.
Military information: Niteris military is highly dependent on the rings of Interplanetary Defense Networks, which are built throughout the many asteroid belts in Niteris space and often cloaked to nigh-invisibility by the turbulent Eldritch Veil which acts as a blanket between the bulk of Niteris space and the rest of the galaxy. Celestial Armada flotillas tend to make heavy use of meteors as weapons. On the ground, Niteris troops are heavily dependent on victory. As Niteris Personnel Factories are capable of 'repurposing' corpses for materials, planetary forces tend to get stronger with every exponentially larger and stronger with every battle, and just as weaker with every loss. However, the greatest gift to the Niteris military is communication, which they are experts at.

Founding species: This is difficult to say. The Great Ones and Niteris founded together in a symbiotic relationship.
Other Species: N/A. Some immigrant races, not many.

Major Civilian industries/services: Heavy industry, programming, cybernetics, computers, artificial intelligence, things like that in general.
Society and Cultural information: The Niteris is an ancient race of synthetic lifeforms. Their home planet is actually a very large moon in orbit around a massive gas giant. Their solar system as two small stars. Several thousand years previously, the Niteris were a race of biologicals they now call the Precursors. Their planet, which was routinely bombarded with radiation from stars, made them immune to radiation. But as a result, they had relatively weak immune systems and had sparse muscle growth. To augment their weak immune systems and feeble bodies, the Precursors gave themselves cybernetic implants and 'upgrades'. Using their mastery of such things, the Precursors grew into a massive and powerful empire, belligerent and imperialistic in every way. Unfortunately, their borders soon bumped up against a different belligerent race, which they now call the Dark Ones. A war that lasted three centuries followed. The Dark Ones, far older and far more powerful, pushed deep into the Precursor Empire, who could only stem the flow by throwing massive waves at them. But their enemies preyed upon their natural weakness to illness and disease with virus bombardments, and soon enough the Precursor Empire was in full collapse, dying in droves.

In order to save themselves, the Precursors turned to robotics, transferring the collective minds and souls of their people into Nexus Hubs, rendering them relatively immortal. They built armies of platforms that individual Precursors could control and brought the Dark One advance to a halt. Wracked with dreams of vengeance, they eventually made contact with the Great Ones, an ancient race of Eldritch abominations who the Precursors began to worship as gods. Eventually, the Dark Ones were overcome, the Precursors willingly servile to the Great Ones. And thus began the story of the Niteris.

Society is built around the Great Ones. More to come later.

Natural defenses/abilities: A significant regeneration ability, powerful psychic abilities.

Information(Paragraphs): Great Ones came from one of the wormholes created by the Niteris, attracted by the Warp. The Great Ones themselves appear to be a cross between an amoeba and a starfish, with no discernible features on its quivering, multicoloured flesh other than a perfectly circular, gaping hole that serves as its mouth, filled with dozens of needle-like teeth. Their body is covered in sensory spots which serve as eyes that can see in multiple spectrums and they communicate via bio-luminescence. The species themselves are aquatic in nature, populating in great gelatinous congregations that perfectly camouflage as oceans.

Of course, it is not an ocean itself, but rather a series of giant amoeba colonies that act as organisms in their own right. The species never stop generation stem cells and are masters of morphallaxis, meaning they can rapidly heal wounds (although are still susceptible to being killed). The species itself does not age (non-senesce). Its stem cells regenerate indefinitely, although it is common for Great Ones to have to occasionally 'reverse' back to their birth form as a polyp, which has done routinely.

Well Waltinua between technology focus and tech bases we should be able to glean enough infomation to have some idea what your using. For example if you say plasma weapons and shield in your tech focus and list Halo in your bases most of us here have a fairly good idea of what your talking about. If you mention something about photon (torpedo) reactions and particle stuff and list star trek we would know what your talking about.

as for technology age thats refering to how many years you think you are ahead of modern humans, over a certian number(300 years I think) its considered your nation would have fixed alot of issues that lead to mass colonization. FTL age is asking how long you have had Interstellar travel past 40 years its assumed you have already blown through your early years of population spill over from a overpopulated homeworld. And upto a higher number its assumed you have learned the lesson and cost of expansion and dont do it any more.

Now with a population of 1 billion(I suggest 10 to 20 bil for a small nation to be on par but the your number would work great) I doubt you will have much of the huge population homeworld needing to relieve its strain so its perfect reasonable to have those numbers.

And last thing influence sphere is just small( a few dozen tightly packed system considered yours) medium( a few hundred system "considered" yours but with streatchs of unexplored systems inbetween) and large (hundreds of systems you puff your self up as owning but with vast tracks of unexplored space and maybe entire mini empires hidden within your borders that dont even know or care you exist.) You dont get to choose %.

Im pointing these things out so future issues dont come up when you realize a neighbor has billions+ populations or you run into one of the guidelines on a regular basis.
