But she's Madokami. Wouldn't she know how to control her power? For the radar operators, it may look like residual magic when she suppresses it, if not entirely indistinguishable. Though, this has more to do with showing Daniel she's not here to crucify him. If anything, why couldn't they detect him?

They'd assume he's just another Witch.
And while I see your point, they'd probably be suspicious, as many other high-power Witches suppress their power, the Queen, the Princess, and Erica Hartmann among them, and it'd look pretty similar to what they would be seeing.

Nation background in brief:
The Oldest nation in the world, stretching to the tips of Anatolia to the mainland Far East, Minroz is a massive, ancient land ruled by the hereditary monarchy of Mongol, Manchu, Persian, Turkic and Chinese nobility, which have gradually become synonymous with each other. The authority of the Holy Minrozian Emperor is unquestioned and absolute.
Minroz is a vast theocratic society, supported by broad foundations of Clan mega-corporations, sprawling patchworks of vassal nations and semi-independent allied states. For five millennia, it’s always the leading civilization, outpacing the rest of the world in science and arts. It’s dominance in Asia is unrivalled and unchallenged, enjoying its glorious status as an ancient superpower but these days are long gone. Minroz’s history has since been turbulent, with challenges by rebellions, natural disasters, corruption, separatism and lately, foreign incursions in its territories, not to mention humiliated by ‘upstart foreign barbarians’ and losing their original homeland Mongolia, only to be occupied by ancestors of Hetland, a sore subject for many today Minrozians.
This awakened the Minrozian people to the possibility that they might become just another province in one western empire or another, leading them to pursue a massive modernization program under the visionary leadership of their new Emperor, Altanmurr Merrmesh Khan.
With this revitalized spirit, the Minrozian nation experienced a revival, fuelled by a yearning for the golden age of the Minrozian Empire. However, in the 1830s they came to realize further expansion would come at a price, which would need to be paid in new lands and resources. The Emperor wisely chose to turn his steadily growing armies westwards and northwards, allying with the peoples of the Himalayas and Central Asia to begin a massive campaign of expansion throughout the Middle East, South-East Asia and Northern India while simultaneously absorbing the failing Empires of the Ottomans and Persia. With its newly-developed, modernised navy, the Minrozians conquered parts of East Africa, Sri Lanka and Philippines.
By 1855, the new Minrozian Empire would stretch from her homeland to Central Asia and Northern India, reaching to the border of the Ottoman Empire, then occupying central Iraq. By then, European armies had overrun the Balkans and were now looking to add the Turkish mainland to their list of conquests, and so the Ottomans were forced to turn to these newcomers in hopes of working out a deal to save their nation.
The gambit worked perfectly, though at a cost. In return, the Minrozians gained the foothold they needed in the Ottoman government to begin the assimilation of Turkish lands, formally annexing them and transferring all but regional governmental administrative powers from Istanbul to Zhongyang in 1911.
The death of the Great Emperor in 1878 was met with a week of mourning still honoured in Minrozian lands to this very day, though his passing paved the way for new constitutional reforms in Zhongyang, leading to a balance of power struck between a Grand Council of Lords, selected from various lands under the Empire’s control, and the Emperors’ successors.
Today, the Qing Empire is ruled by the benevolent yet autocratic Merrmesh Clan, also known as the Golden Family. By virtue of its sheer size of their territory and population, the Minrozian Empire is capable of fighting several entire nations at once. However, Minroz is having troubles in many of its conquered territories by local rebels and half of the Empire’s populations are in state of poverty, mostly in colonial territories because of extensive military conquests and brutal suppression of the dissent. Therefore, dismissing the thoughts of her future expansion and focusing on national developments instead. Not only that, competing with Western powers and her Eastern Neighbors.
Despite this, under the leadership of the idealistic new Emperor Tesisuri, the Minrozian Qing Empire is still one of the most technology-advanced and modernized nations on Earth, fielding the largest army ever to march across its surface and holding the dubious honour of being one of the nations, known to possessing most nuclear weapons.

It's incredible the number of anime and games that brings kami at a certain point. I haven't seen Puella Magi but in terms of dieing for our sin I have already a faved one, and it's totally no her.
