It was a normal day in the bustling coastal urban center of Al-Sharjah, a major desert city with a striking skyline dominated by cranes and centered around the Burj Arabia, the 830-meter-tall building that towered over all the others in the nation. It was a beautiful city; with an artificial marina and canal alongside brilliantly designed buildings engineered by the world's top, most creative architects, it was quickly becoming a center for urban development and commerce in the northwestern United Republic.
The city was just twenty years ago a vast, empty desert landscape with a few small structures spread far apart. As oil was discovered nearby the city slowly began to attract attention across the country, although the state's governor at the time, Adil bin Sheikh, fully understood the risk of the city becoming a boom town and subsequent ghost town. Eager to establish it as a future center for commerce, the state government began to diversify its economy and offered businesses across the world to move their headquarters to Al-Sharjah. As the city became a postindustrial economy its growth literally went on steroids. Architects around the world, whose designs would otherwise be denied in cities such as Chaleur (the financial center of the United Republic), came to Al-Sharjah to show off their talents. The city became dominated by construction projects as unique and innovative buildings and designs made their debuts there.
The construction was not limited to buildings and skyscrapers, either. Bridges, a canal, a marina, "Palm Jumeira"-type structures, and a beautiful new international airport earmarked the next decade as the city became one of the fastest growing cities in the world. Immigrants from around the world came to the city in search of jobs, eventually dominating the urban workforce. As the city became a home for major worldwide sporting events and innovative attractions, it also turned into a major center for diplomatic communication, as several world diplomats chose it as their vacation zone. Tourism became one of the city's most powerful industries, leading it away from an eery conclusion as a ghost town.
With these diplomatic meetings came the Treaty of Al-Sharjah, a working treaty designed to develop a sophisticated agreement between two alliances: the International Coalition for Expansion and the Neo-Terran Alliance. A treaty first proposed by representatives of the Neo-Terran Republic of Doppio Giudici, it was intended to unify the two organizations under a single banner, allowing both alliances to work in unison to accomplish their widely similar goals.
The summit regarding the treaty was to be held in the Burj Arabia's 94th (out of 163) floor. The building, which was largely empty (primarily due to the ludicrously expensive costs for owning floorspace there), was a perfect fit for such a meeting. Although a major tourist attraction, the tall building provided a clear view of the nearby ocean and the rest of the city. Diplomats attending the meeting could easily go to the At the Top tour, taking them to the 124th floor (the highest for non-tenants) where there were digital binoculars, attractions, and souvenirs.
During the meeting, however, it was all business.
"After talks with the honorable representatives of Doppio Giudici, we, in the interest of ICE and the United Republic of Emmeria, propose the following rendition of the Treaty," said the Emmerian representative James Beckham, a tall, white man with brown hair who looked in his early 30s.
Treaty of Al-Sharjah
The occasion has been deemed proper for establishing a Treaty between the International Coalition for Expansion (hereinafter "ICE") and the Neo-Terran Alliance (hereinafter "NTA").
This document is inherently constructed for the further development of inherent liberties and civil rights around the world; to ensure that citizens' rights are protected by their national governments; to assure peoples of the world that these rights will not be violated by said respective governments, who exist only to serve the masses; to establish an eternal, lasting friendship between our two organizations; to reduce the difficulties faced in order to satisfy the goals of said organizations; and to secure the blessings of peace and security to all of mankind alongside the restoration of the inviolable Liberty of the people.
This Treaty establishes a bilateral non-aggression pact, whereby no member nation of either party is permitted to actively pursue hostility with that of the other in the name of its respective alliance without the fear of invasion for treason; initiates defense agreements to aid the other party militarily in its actions should the alliance providing the aid accept the other's actions as being performed with a just cause; and proposes the bilateral exchange of technologies, logistics, intelligence, assistance in organization, and operational concepts to facilitate effective military capability.
Effective from the signing of this document, no savagery will be acceptable in or outside either alliance's respective spheres of influence.
