"The stability of any society rests on its capacity to preserve its core strengths and in its capacity to resist outside influences which would fundamentally weaken it. Due to this, we have been able to ensure the long term stability of our Empire throughout the long years since Erid and have been able to consciously expand our influence at the expense of lesser peoples.
However, due to our conquest of other civilizations we have always been exposed to their taint as a result of our contact with then. Through the centuries there has been a gradual expansion of their corruption within our society due to their ever growing numbers among the free peoples of the Empire. Additionally, they have become aware of their increased numbers and have begun to seek to exploit this to their own advantage. This in turn has presented a dire threat to the future of our Empire.
Through the long centuries the mingling of bloodlines, namely between concubines and their masters, has given many people whom truly belong to lesser bloodlines the ability to pass as members of higher orders of society and therefore attempt to corrupt the purest of our bloodlines. These attempts though have never produced any viable results for them, though on a number of occasion middle caste houses have seen their members reproduce with these passers Therefore it is only logical to assume that in due time there will be an increasing likelihood that those of diluted heritage will ultimately be able to achieve their designs. Thus bringing an end to the long term plans of Erid by welcoming the lesser blood of the slaves to the blessed lines established by Erid five thousand years ago.
Those freed peoples of mingled or lesser ancestry pose a threat in another way in that they are more susceptible to heretical ideas. This has resulted in them turning into a veritable hotbed of dissent and treason. They further serve as a source for many of the false ideologies and treasonous thoughts leaking into our society mostly amongst the youth of the free urban castes of our nation. At the same time they are serving as a sort of leadership for slave groups which either plot outright rebellion or are attempting to bring about reform to our holy Empire.
These various things in turn compound and create a situation which can readily turn into a significant source of social strife in the upcoming generations. A weed that is maturing into a threat to our well-manicured society.
We, as the chosen of Erid and God, have a duty to preserve our society regardless of the cost and must be willing to take any measure for the greater good of mankind. For it our pureblood was to become tainted beyond repair our society will assuredly collapse as we would lose the favor of God. As without our blessed lineage intact, we are little better than the rabble of foreign nations.
Thus, to counteract this threat, is has become necessary that the freedom of all subjects of the Crown of Erid whom are not wholly Scandinvan, Jewish, or Valgardian are hereby declared to be slaves of Emperor Harald II. Those persons whom, as a result of this decree, are hereby ordered to report to the local office of the Crown and turn themselves over for immediate processing.
In addition, to their relegation to status as slaves they are hereby stripped of their status as fully fledged members of the Scandinvan Catholic faith. Though, to note, they shall be given status as associated members of the faith and that though they are of inferior spiritual status to true born people they still maintain the seem right to enter the eternal kingdom.
The aforementioned policies are also extended to all progeny of such persons in perpetuity and any attempts to appeal one's blood status are hereby banned.
To further protect the future of the Scandinvan and Valgardian bloodlines it is thus made canon law that all spawn born unto a union with even a single slave shall inherit that status as shall their descendants, the emancipation of slaves is thus prohibited, those of the noble caste can no longer raise their children born to concubines into the ennobled caste, that any talk challenging the moral legitimacy of slavery is hereby deemed heresy, that any person speaking against the status quo of the Empire is a traitor to God and Emperor, and that all persons whom refuse to accept their decree are excommunicated.
