Latinus's Aquilonia and Redemption America's Annui Tar are both expanding. Aquilonia is looking to take over some religious fanatics in the name of helping some friendly NPCs while Annui Tar is looking to extend its protection over sand elf NPCs and expand its sphere of influence.

All of this NPC grabbing seems kinda silly. I mean I feel like it's just a cheap way of land grabbing that makes it harder for new applicants to find good land. Why not focus on each others nations instead of swallowing up all of the grey area?

Because other player nations are generally much less willing to cede land than NPCs. At least on the main continent it also creates more borders between player nations by filling in the gaps, making future interaction easier.

Players may be willing to cede land, if everything is agreed upon and there's no arguments and people get along well OOC. As we've seen in this thread, however, everything isn't always agreed upon and arguments about who would/should win can arise. In contrast, NPCs are almost always willing to die on the swords of PCs.
There's also the fact that some NPCs are in between two PC nations and would have to be removed before those PCs get into a conflict. That seems to be what is happening between Aquilonia and Annui Taur right now.

That assumes you get into a planned war with someone who's willing to cede territory. Most are not, rather unsurprisingly. Additionally, there are still a lot of nations that don't border each other; until Nauri arrived, I had no land neighbors and my sea neighbor to the north is inactive.

From an in-character perspective, for a nation that wants to expand, weaker states (NPCs) are obviously better than player-nations as targets for conquest as well.

Well, that's what the race map is for, to determine what natives you border.

Yes and no. The Perioikoi, like many in my area, love foreign goods but members of the Brotherhood take a vow of poverty and Grandmaster Dusemer takes it very seriously. That line I wanted to establish that the Order is very rich but each member is not.
