Because other player nations are generally much less willing to cede land than NPCs. At least on the main continent it also creates more borders between player nations by filling in the gaps, making future interaction easier.

Well I mean if you get into a planned war with someone, I don't see why they wouldn't be willing to cede territory as long as your bro about it in OOC. What's the point of playing if all you're gonna do is RP conquering natives a million times?
