Greetings,

Miteria would like to formally invite a delegation from the strong nation of Inesea to the Miterian capital city of Tessellasia for the purpose of discussing a possible economic and military partnership. Both of our nations are in need of allies, so it would only make sense that we come together to meet each other's needs. Miteria and Inesea could become dear friends going into the future. A friendship between our nations could ensure powerful growth as well as a deterrent to those forces that would wish to see our nations collapse.

Miteria and Inesea are of but a few bright torches of democracy and republican ideals in a world mostly covered by a dark veil of dictatorships and thrones held by unelected men and women. While neither of us seek to tell these nations how to conduct themselves, nor do we wish war with them, it is important that we establish ourselves as nations that will endure for centuries to come.

It is the wish of the Miterian government that we hold these discussions in a few short weeks. The venue will be the presidential palace, which we are sure you will find to your liking. Please respond with all possible haste.

President Austilly was ecstatic. He had just been delivered the Inesean response to his invitation for talks. The letter was certainly shorter than he would have preferred. It made him wonder if Inesea was really serious about these talks, but none the less Inesea had stated that they had some the same visions as Miteria for the future. After consulting with several advisors, he began to draft a response. This time he would make sure that Inesea would say if it were ready for the talks. He would set the date for just a week from the day after the message would arrive in Inesea.

Dear High Aristocra Frombi,

Miteria is very pleased to have received your response so quickly. We look forward to these talks. So much so that we wish to schedule them for just eight days from today. If you yourself cannot attend, we look forward to whomever will represent the great the nation of Inesea.

All four of the issues that Inesea wishes to address, Miteria also wants to discuss. The only that we see being a center of much debate id the duel controlled city. We do not share a common boarder to build such a city, so it will need to be either a colony or located in one of our nations, but let us save this discussion for the conference.

Please respond to the letter with a complete list of all members of the Inesean delegation. You must be aware of how important it is that we have proper accommodations for all those attending this conference, and we need to be made aware of who we are going to accommodate.

Formbi was ecstatic. The Miterians had accepted 3 of the 4 proposals and were debating the 4th. However, he wondered if the Miterians were debating the curtness of the message. It was tradition to send brief messages, but perhaps an exception could be made.

President Austilly sat on one side of a long oak table conference table with his ministers of War, Trade and commerce, and Foreign Relations. Across from him sat the Inesean delegation. The last several hours had been spent answering questions for the press and making lengthy speeches. Now the conference doors in the presidential palace had been closed and the deliberations could begin. The President looked from face to face down the opposite of table. He opened his armes in a welcoming gesture and began to speak.

"My friends, welcome. I must say that I am truly happy you could be here with us. I would like to start with first item on our agenda: the duel control city. We Miterians have our own thoughts on the matter, but first we would like to hear yours. Where does you nation foresee this city being placed? And how would it be governed effectively with two leaders?"

Prime Aritocra Buckley replied, "We have two possible locations. Each is a City-State, founded by Inesean explorers. They are located on opposite sides of the Vitus Ocean. We have sent each cities Aristocra and Councilman a telegram asking if they'd like to host the Dual City." "As for the cities control, we were thinking of a Troika. One Inesean, One Miterian and One Outsider OR a second Inesean or Miterian, elected every other year" Added Diplomat Tzsu. "Te Issue of most improtance to us, is the construction of a railroad. Inesea would cover all costs except for those endured in Miteria. This railroad wuld be a major trade and transport artery, completely skipping Sri Tschow and it's tariffs" stated Aristocra Hark.

"I think you must enlighten me," said the President "Are you saying that these city-states exist beyond your current boarders? Because I was unaware of any Inesean colonies, and it makes me wonder if you had these colonies approved by the international community. I know you wish to discuss the railroad, but we first must settle this matter. Miteria had the idea that we could possibly establish a duel control colony, instead of a city, equidistant between our two nations. It would be on the shore of the Vitus Ocean and could be then connected to our nations using the rail line we intend to build."

OOC: What I'm getting at, is that it sounds like you are randomly establishing colonies, without the approval of the group. There will be a colonization thread shortly. Until then, these city-states need to be located within your current boarders.

OOC: They are Independant Inesean settlements along the Vitus Ocean. They are neutral and do not belong to me. Tthey are unnfficial and VERY small. We would "Persuade them at a later date"

At that moment there was a knock at the conference room door. All in attendance turned and looked toward the source of the noise. One of the Presidential body guards opened the heavy oak door and a government messenger strode in. He was wearing a bike helmet and was clearly sweaty. The man was obviously new to his job as he was very uncomfortable to be in a room with so many dignitaries. He approached the President.

"Mr. President," he held out two pieces of paper, "I have these two messages for you. Both sent within the hour." The president reached for the papers and as soon as he had them in his grasp the messenger left room as fast as he could without sprinting.

After reading both letters, the President looked up at the many people in the room and said, "Ladies and Gentlemen, it appears as though the fine nations of Rosswood and Khamul would like to join our humble conference. If it sits well with all, I would like to move that we postpone the conference for five days in order to allow representatives from both nations of join us. Do I have a second?"

"I second that." Said the Miterian Minister of War.

"Very well then. We shall reconvene in five days time with two more nations present."

1 week later.

Finally, thought Buckley as he entered the council room, we are making progress. In the space of a week, Representatives from Khamul, Rosswood, and Mishmahig had arrived. Now, talks were resuming and, during the hiatus, the Inesean New Transportation Company had drawn up plans for a inter-national rail road. After taking his seat at one head of the table, Buckley arose and said. "My fellow delegates, we gather here today to discuss the futures of our grand nations. On the Agenda, we have 4 articles to adress. First, the establishment of a multi-national city, second, the creation of an international rail road. Third, a trade sphere agreement, and finally, the creation of a mutual defence pact." Prime Aristocra Buckley then gave the seat over to Aristocra Hark. " Fellow delegates, esteemed gentlepersons, I am aware that much skeptisim has been thrown at the multi-national city. However, I believe that a good location for this city to be the junction of aforementioned rail road. Which brings me to my first proposition. We have drawn up plane for a rail road."

Minister Helgraf of Khamul looked upon the suggested rail plan with interest. "I believe this is a good plan, and also suggest perhaps water based trade routs between our nations. We all have open coasts, and I believe that multiple ways of transporting goods will prove effective in times of war or other disasters. He made said editations to the map.

Hark studied the map. "The Sri Tschowians will attack all ships going by there islands. That means convoys or Blockade" said Diplomat Wu, "We, Inesea, do not have the navy to deal with a convoy. However, That will not be forever. As for a Mutual Defence Pact, who is interested?"

The President had remained silent for the last few moments simply listening to the discussion on the railroad. He now felt it was appropriate to share Miteria's carefully thought out and designed vision for the future. He and his advisors had spent the last week working on how exactly to construct their vision. After many hours of talks, they feel they had come up with something that benefited every nation.

The President rose from his seat and began to speak. "My friends, let me first say that it is truly my great pleasure to bring all of our great nation's together for the first time in our collective histories. That said, let us get right to the discussion." The President reached beneath his seat and unrolled a large map.

"Friends, this is the Miterian vision for our collective futures. As you can see it is fairly uncomplicated and also straightforward. We need not waste excessive amounts of money building spur lines off of our main international rail line. Let each individual nation build those as they see fit to their own specifications. Instead we should build one main line that will run from Khamul in the north to Mishmahig in the south. It would run as close to the coast at all times in order to hook into as many port cities as possible. The line would consist of three parallel tracks with one completely dedicated military transport. This way if any nation in this proposed alliance were to be attacked, all of the other countries could quickly rush to its aid." He paused and looked around the room to see how the other delegates were taking the news. After a few breaths, he continued. "Along the vast unclaimed gap of land between Miteria and Inesea, instead of simply having a multinational city, we would establish a multinational colony. The resources of which could be divided and enjoyed by all in the alliance. With five nations in this alliance, we would each get one vote to say what does or doesn't happen to the colony, military commitments, trade agreement, and the rail line. And because there are five participatory nations, there could never be a tie." The President lowered himself onto his chair and awaited a response.

Miterian-Inesean Summoned Conference


The delegation from Mishmahig had spent most of the conference in silence, listening to the debates and the arguments raging around them with interest, absorbing and speculating at each nation's motives and hidden agendas. When pressed for their position, they declined to answer, or shifted the inquirer to a separate topic, subtly directing attention away from the Dominion of Mishmahig's lack of a response, for one very simple reason. They did not have a response. For the first time in nearly a decade, a Mishmahigian diplomatic delegation was without direction, without focus, and the members were extremely unease. Only their well-trained bland expressions kept the other delegations from knowing the sheer lack of confidence in the normally arrogant Mishmahigian diplomats.

The reason for their unease was simple---they were unprepared. The missive from Miteria had cited the major points on the agenda, or so the Foreign Affairs Office had believed, and they had prepared accordingly, only to be blindsided by the unprecedented proposal of the Holy Dominion of Inesea---the construction of a multinational city. A hasty communique had been dashed out and an urgent response requested. For the past few hours, the Mishmahigians had been on tenterhooks, dreading the moment when the conference came to a vote, praying for relief every time a new aide opened the door to the conference center. At last, they had their answers, and at last, the hours of agony were finished. The bureaucrats in Evenstead had reacted with unusual speed, motivated by Archpriest Meza's personal directives.

The leader of the Mishmahigian delegation, an aging man by the name of Tylor Baumann, rose to his feet, clutching the message from Evenstead in his hand. Clearing his throat slightly, he turned to whisper a few words to an underling before turning back to the assembled diplomats. "Esteemed sirs, the Dominion of Mishmahig has remained relatively silent on this matter, pondering and contemplating it from almost every possible perspective, and the time has come for us to present our views. First," he said, turning to the Miterian President, "is the proposed rail line. The Dominion of Mishmahig whole-heartedly approves of the construction of such a endeavor, and will gladly aide in the completion of the railway in nearly any way possible. That being said, however, we feel obliged to inquire as to where the necessary funds for this project will originate. The burden, we feel, should not rest overmuch on any one nation, nor should the citizens of any country be forced to pay ruinous fees to raise the sum."

"That is a minor matter, however, compared to the sheer size and scope of the proposals by the Holy Dominion of Inesea and the Federal Republic of Miteria. To begin with the relatively smallest issue," he continued, sipping from a small cup of water before continuing, "the creation of a trade sphere that would span Promethia and Zhao is a welcome thought to the merchants and people of Mishmahig, as it can only serve to bring increased wealth to our combined countries," he said, before breaking off into a coughing fit, sinking back into his chair. At an angry gesture by Baumann, his aide lept to his feet and continued without breaking stride. "As Ambassador Baumann was saying, the creation of this trade sphere would bring prosperity to our nations, and such an effect should not be sneered at, nor idly dismissed."

"The last two proposals are of great interest and concern to the Dominion of Mishmahig, given the severe changes they inflict upon the world, and how they go agaisnt the main Mishmahigian tenets of isolationism and independence. After hours of devout prayer and consultation with God, Archpriest Meza has come to realize that God's chosen people can no longer afford such policies, and must look outwards," he continued, turning to give a slight nod to the assembled delegations. "As such, we also whole-heartedly endorse the idea of a military alliance between our nations."

"A multinational colony, though," the aide said, trailing off slightly before resuming, "raises more concerns than it settles. How would the resources be divided? Where would the colonists originate from, and who would provide the resources and labor necessary to help construct the infrastructure? How would the governance be decided, whether through representatives, or an elected council of the people of this new colony? All of these are important---nay, essential-- questions that must be answered before we can truly vote on the issues."

With the Mishmahigian answer finally delivered, the delegation heaved, as one, an internal sigh of relief. Maintaining their bland expressions, they perused each delegation, waiting for the eventual response, as the younger aides shuffled papers and scribbled hastily in an attempt to look diligent in front of their superiors.

It would run Lissez-Faire Capitalism and be ruled by a Councimember from each nation. As for the Trade Sphere, Inesea will gladly trade grain and coal for Steam Engines" remarked Buckley. Hark added "And, we popose that each nation builds the part of the linethat is in his country, then the remainder be built by all nations, each building a 1/5 of what is left."

"I agree with the Inesean on the colony/city issue, a colony would be far to difficult. An international coastal city, to which we will ALL also provide military support if attacked." Minister Helgraf said. "And as for the rail, that is a sound idea. And for trade, we will trade crops and livestock for metal to support our navy and building the rail."

"I am glad we are in agreement on so many points, however, the issue of the multinational city, Miteria must disagree with. It seems foolish for us to send resources to support a city that will yeild little in the form of economic returns. Miteria must withdraw itself from this endeavor. The rest of you may persue it if you wish, but I must decline.

"Furthermore, I do have to agree with the Inesean plan for construction of the rail line. It makes sense that all nations be responsible for the track within their borders. All nations will benefit from the rail line equally, so each nation should be responsible for one fifth of the remaining track.

"On the matter of trade, rather than limit our trade agreement to only certain products and materials, why not simply allow free trade using the rails. We could sell space on freight shipments to corporations. The corporations, could then ship their products to whichever nation they would sell the most in. Let a free market drive our collective economy. A nation with a surplus of one resource could then allow it's corporations to grow by selling that resource to a nation with a limited supply."

Ahh.. so no colonial city thought Hark, Ahh well, it was a pipe dream To the conference, he said. "We, Inesea, feel that the Multi-National city is a luxury and should only be contemplated after all major issues are completed. So, if all are in agreement about the railroad, then may we move onto the terms of the Mutual Defence treaty?."
