Teccor, currently sits at the same 5-4, if I can count properly (I probably can't).
I'm thinking possible a plural majority for these guys? Or perhaps a discussion as to what to do? It's evident that we're at a standstill, and I would prefer that these standstills are minimized. Anyone want to discuss this on the IRC?

We used to have that, but the issue was that when people apply, you'll have essentially voting majority come together and vote when it's convenient for the membership to do so. This, of course, is generally not too bad sometimes, but we need to remember that alot of times it's not just one or two applicants applying at a time - we get quite a few applications, so it becomes really, really difficult to tabulate all the voting. By going through the application process of sending it to me, it lets me administer it in small 'bursts' which makes counting much easier.
Secondly, alot of people don't fill out the forms correctly. I usually either reject or tell people to fill them out properly before submitting them (though it does slip through occasionally), and poor form filling makes the purpose of a form kinda pointless.
Thirdly, we prefer strong OOC community before IC interaction. The Cong runs on essentially social interaction between each member. We joke, we kid, we insult, and we support each other (no homo). We're more than just an alliance of people - we're a small RPing group in ourselves, where we'll do stuff together in FT (Syndicate), in RPs (alot of our RPs have Cong members in it such as DH) or in projects. Cong, OOCly, is a unifying force for us to get together, while ICly it is perpetuation of a superstate mentality.
