The First Dh'arconian Empire of Milograd does henceforth declare, through its High Command, that the Allied Nations Treaty Organization is a threat to the sovereignty of any and all states and thus condemns the aforesaid organization. It is the intent of the First Dh'arconian Empire to ensure that its right to isolation is ensured - Yohannes, as a founding state of the Allied Nations Treaty Organization, has historically endorsed and declared intent to commit acts of reckless interventionism against Milograd. The "Imperial Declaration of Open Border Policy," as declared by the leadership of Yohannes, stated that Yohannes would enforce that any and all states participate in free trade with Yohannesian economic partners and itself. Any state, especially Milograd, reserves the right to trade with whom it wishes.

With that said, it is entirely possible and likely that the states and members of the Allied Nations Treaty Organization will, in the long run, adopt similar policies due to political pressure conveyed through this treaty organization. Therefore, while the First Dh'arconian Empire of Milograd will not interfere with the affairs of the Allied Nations Treaty Organization, it wishes to convey its intent to exterminate and annihilate the entirety of any ANTO state's civilian and military population in the event that they threaten the sovereignty or isolation of the Dh'arconian Empire. OOC: This post, though less than formal, does not imply that I harbor legit bad feelings to any of the parties involved. I try not to get too emotionally wrapped up in NationStates, and though I sometimes fail (like last night ), I try to play everything as fairly as possible. So this post is not meant as a character-attack on the participants, but an attempt to circumvent what I think to be an inadequate measure undertaken by one nation to cover the rather presumptuous threats of another.


There is a brewing situation in Adrastos. As you may or may not know, the territorial sovereignty of the Yohannesian Crown Commonwealth Realms was directly threatened by an entity known as the National Socialist City of Cologne, who stated their intent to invade and occupy Yohannesian territory in Adrastos. Two parties cognizant of the situation: the Free Republic of Lamoni and the Grand Cailene Crown Republic of New Azura threatened to intervene on behalf of the Yohannesian Commonwealth, should Cologne continue with its planned invasion of Yohannesian territory. On the part of Lamoni, their intervention was directed as a result of their partnership with Yohannes in the Inter-regional Economic Co-operative Zone [ICZ]. On our account, New Azura intervened not only as a result of its membership in the Inter-regional Economic Co-operative Zone [ICZ] and ANTO, but as an allied state through the auspices of a mutual assistance treaty between the Yohannesian Crown Commonwealth Realms and the Grand Unity Nexus, along with regional commitments inferred from our presence jointly in the Gholgoth Regional Alliance. We retain complete authority to act in whatever manner necessary to ensure our treaty commitments are upheld to the highest letter of the Law, and sought in good faith to act according to this purpose.

Now, after a Declaration of War was sought against the offender, a third party intervened, claiming that national sovereignty of Cologne had been transferred peacefully to their Government (New Celisia), and that as Cologne was now a Protectorate, there was no need for a war. New Azura, sensing a dangerous hidden agenda, made overtures for a recognized cease-fire and peace accord with the National Socialist City of Cologne through a proposed treaty that would have brought about a peaceful conclusion to the current conflict. Via telegram, a negative reply was received from Cologne in lieu of accepting the treaty, and the nation of New Celisia claims that any further attack on Cologne would be a violation of the principles of ANTO, considering it would be tantamount to "attacking a peaceful nation". 2. — Will invest capital resources into the construction of new infrastructure within the National Socialist City of Cologne to help establish a more proper code of ordinances for future development.

1.: We follow New Celisia, and New Celisia only. Should they deem it appropriate to attack Yohannes, any of or allies, or in any way aid people who deem an attack necessary, we will support them.
2.: We deny to pay you any more than 3.000.000 USD $, which our government even deems too much, as we are not responsible for sending out these vessels, it was New Azura who declared the war, and should be prepared to pay for their own expenses in such an act. We aligned ourselves to a powerful governing body that we will, under no circumstances that do not mean a breach of contract, abandon. The declaration upon the City-State of National Socialist of Cologne is void and null, as there is no such City-State left in existence and we did not declare war upon New Azura.

3. We signed a legal document, abolishing us of our full sovereignty. Should this contract be broken by the unwritten changes that would be of an other country governing the lands of Cologne, we will no longer consider ourselves as an protectorate of New Celisia, thus becoming a sovereign nation again.

In response to what you stated as a legal fact that New Azura would be accountable for in Cologne;

We will not stand for foreigners to enter our nation, other than those of New Celisian-governed lands. Any foreigner who attempts to enter the country under any circumstances is allowed to be shot on sight, as described in Paragraph 7, 13, 4, "National Socialist Law".
We reserve the right to do this as long as our National Socialist Party is in charge. Under New Celisian Law, we are allowed to maintain our strict policies of immigrants and genocide. New Celisia is responsible for the Foreign Affairs in our name.

We also do not tolerate the section of ,,New Infrastructure''. We are a nation that is very proud of its culture. New infrastructure would hurt this culture.

Thus, New Azura is prepared to take the following stance. The nation of New Celisia has no standing to criticize New Azura's attempt to categorically define the policies and mission of the Allied Nations Treaty Organization. Therefore, the New Azura position is as follows: because a Declaration of War was made against the National Socialist City of Cologne, and no peace accord was ever reached, then the Grand Cailene Crown Republic is still technically at war with the National Socialist City of Cologne. Cologne's subjugation as a Protectorate occurred after my Declaration of War, which in our eyes renders such transition of power without the consent of a warring party to be unlawful. Therefore, the Grand Cailene Crown Republic will not recognize the sovereignty of New Celisia to claim territorial rights over a party who has made punitive threats to New Azura or her allies. The Azuran Government will thus continue on its mission to dismantle the National Socialist City of Cologne's military apparatuses, and assume complete control over the territory should a peace accord not be procured beforehand. If the nation of New Celisia wishes to broker such a peace accord, New Azura would be receptive to it; however, we do not recognize New Celisia's right to speak on behalf of the National Socialist City of Cologne, nor do we recognize their claim of sovereignty over the territory. If New Celisia's military forces seek to intervene or deliberately attack the Azuran Military in its mission to bring Cologne to justice, it will be inferred as an Act of War by a third party, unprovoked due to our official stance as stated above, requiring the full and total engagement of New Celisia per our military capabilities in Adrastos. We cannot as an alliance allow provocative nations to hide behind the protective graces of another without righteous justice being done upon them for their crimes.

New Azura will endeavor to bring a peaceful conclusion to this situation at the earliest possible convenience. As of now, however, a State of War exists prior to any exchange of territory rights, thus we refute as per our right by the Letter of International Law any such agreements. We hope, and we pray that the member-states of ANTO will not only support this decision in words, but with a full and total effort to support our stance physically through assurance of military and financial support should this conflict escalate. We operate with the righteous cause, and will see this conflict through to the very end in the name of justice and liberty for all citizens of the Allied Nations Treaty Organization. OOC: My major problem with this set-up is that, because New Azura declared war on the National Socialist City of Cologne, that it should have been included in any decision regarding the fate of that nation when no formal peace had been declared. New Celisia, despite good intentions, interjected themselves in such a way as to negate the canon that was being established between two nations, and has essentially left our nation hung out to dry as a result. Considering Cologne's continued defiance, and considering ourselves a grieved party because of this lack of consideration, we took the steps listed prior to this post as a measure of defense ICly for what we believe to be the policies ANTO was founded to uphold. It is also my belief, though I speak this without malice or ill-will, that the National Socialist City of Cologne got caught with their pants down, and ran to the safe haven of a stronger nation when they realized just how screwed they were in a war with New Azura. Because New Celisia and Cologne are in the same region, I believe there was a deeper connection that produced this less than rotten deal. So I don't acknowledge it, and formally request New Celisia reneg on its territorial claim, and work with New Azura as ALLIES to produce a claim that benefits the WHOLE of ANTO, not just the one.

We note that the ongoing crisis in Adrastos has presented this organization with a situation that will have major repercussions if not addressed in time. As member of ANTO, The Hegemonic Union has deemed it necessary to call the central government for a emergency meeting to create a formal stance on the current situation. Having decided on our stance, it is my duty and honour to present our views on the matter as follows.

We acknowledge that the Grand Cailene Crown Republic of New Azura was correct in its response to the National Socialist City of Cologne. Who openly displayed aggressive intent towards sovereign territory belonging to the Yohannesian Commonwealth, both in mobilizing military forces to the area and declaring an ultimatum.

However by handing over its sovereignty to the D'Dareian Imperium of New Celisia, this organisation now faces a dilemma, as two members states now face a potential war against each other. Which is contradictory to the charter of ANTO. Wisely did the Grand Cailene Crown Republic offer peace. But the National Socialist City of Cologne has refused that peace offer due to their disagreement with several of the draft treatie's terms. We see that the declaration of war still stands, and will not reside until a formal peace is created. This does not in our eyes subside by handing over one’s sovereignty to an member state of ANTO.

To avoid breaking down diplomatic talks and thus escalating this conflict we propose the following solution. The Grand Cailene Crown Republic of New Azura should change the draft to exclude condition 3. “— Will agree to surrender one's sovereignty to a joint cooperative of the The D'Dareian Imperium of New Celisia and the Grand Cailene Crown Republic of New Azura, sharing equal control as overseers of the new Protectorate of Cologne.” A measure we believe will unnecessarily complicate the peace proces.

But the National Socialist City of Cologne shall pay the reparations for the expense caused by their own actions to the Grand Cailene Crown Republic of New Azura, in its entirety. Or we will see no future for a peaceful solution.

Most of all we wish to request that the D'Dareian Imperium of New Celisia explains itself before the organization and presents its own views on the matter. So that we can work together to end this crisis.

"My Lord... the Council of Notables is in agreement with you, but..." The one minister, Nicholas, spoke hesitantly and paused to glance at his colleague before continuing. "But the Lansraad is less pleased. It is, as you know, made up of minor houses mostly and they view any sort of national treaty as a threat to their sovereignty. They feel that it is the duty of individual lords to conduct such treaties and is not the place of the Prince-Elect."

Prince-Elect Gregory of House Borion shook his head and pulled the napkin out of his collar. He had lost his appetite. As he pushed away the swan he had been eating, he addressed his ministers. "I don't see the problem. I do not need the approval of the Lansraad for foreign affairs. I have the approval of the Council of Notables, you said?"

"Yes, my liege."

"Well then. No problem, as I said." The ministers glanced at each other once more before the second minister, this one named Joseph, spoke to the Prince-Elect. "My Prince, I fear that you underestimate the magnitude of the displeasure in the Lansraad. As you know, on a four fifths vote, they can depose you..." This hint shocked Gregory. The aged Prince-Elect had ruled now for nearly forty-two years (it was extremely difficult to un-elect a Prince-Elect) and the threat of deposition had never even been fielded once until today.

"How many votes do they have?"

"Your enemies are canvassing as we speak." Gregory stared at the door, seemingly imploring it to grant better news. He turned to Nicholas and said, "We will go to the Lansraad. Strike my banners."

"Your banners, my liege? Such will be seen as a declaration of war against the Lansraad."

"The ceremonial banners. I want display, not blood."

"I will muster the halberdiers and arquebusiers, then. An escort of seventy-seven ceremonial guards ought to be appropriate, as that is the number of authority. They should be ready to march soon." Nicholas finished Joseph's thoughts, "And I will prepare the escort. All in all we ought to be ready in... an hour?" Joseph nodded.

"Good. I will dress in my regalia, I think. Bloody well time someone reminds them who is the Prince of this nation."

Roughly an hour later, the main street of the capital, Terra Antiqua, was closed in order that the Prince-Elect may proceed, in ceremony, to the State Building. The standard of House Borion, a bear emerging from a cave, fluttered everywhere. And all was silence. The very city itself seemed to understand the gravity of the matter at hand. When he arrived at the State Building, the first thing that Gregory noticed (though his ears were starting to fail him) was a distant roar. As he walked along the colonnade, he approached a doorman. "What is this racket?" The doorman gave a knowing smile, put his hand on the doorknob next to him, and said "That, my Prince-Elect, would be... The Lansraad." As he said the word, he flung the door open and the dull roar became an utter cacophony as it lost the oaken barrier between it and the Prince-Elect's ears.

Gregory entered, in awe. He had never been to the Lansraad before. He had sat in on the slightly more prestigious Council of Notables, but never this. So this was where all fiscal policy originated from. It was enormous. The large, circular chamber he was entering was divided into four quadrants, all of which seemed to be competing to be louder than the next over. Placards and small standards bore the sigils of hundreds of houses and the rows were awash in color. Some shouts, in particular, caught Gregory's attention. Namely one representative, who seemed to be representing a Minor House sworn to House Impian, shouted "Treason! Treason! Treasonous scum!" at a representative who was attempting to speak on the platform at the center of the circular chamber. The Lord-Speaker of the Lansraad was banging his gavel noisily for order. It came of its own accord. It took one person to notice Gregory. Then they all noticed him. And they all went silent. Some had sneers on their face, others looks of anger, still others looks of downright fear. But none could beat the face of the Lord-Speaker. A condescending, venomous smile was splayed across Quentin Tirral's face. House Tirral was no friend of House Borion. But by the time Gregory had finished speaking, so true did his words ring, that Quentin's face turned to one of sourness. For after Gregory had made his case, even House Tirral could not vote against Gregory's continued reign. And so Gregory left the Lansraad victorious.

We would have the Noble Republic of The Blue Plains, and all of her sworn dependents join your alliance. Such an alliance, being presided over by a like-minded nation, appeals to us. We are a Noble Republic, as opposed to a Democratic one. There is a democratic element, but on all but the most local levels it is solely in the hands of the nobility. Small-folk are rarely involved in politics except as the representatives of noble houses.

Thus saith Prince Gregory II who was, on January 5th, 1970, elected rightwise Prince of all The Blue Plains. He is recognized by all who are legitimate as the senior ruler of House Borion and all its cadet branches. He is the liege lord to House Hydewell and House Martin, and all other Minor Houses sworn to House Borion. He is Prince to all Houses, both Major and Minor. Not but a few days ago an altercation occurred between a nation state of my region, and three nations of ANTO. The National Socialist City of Cologne claimed half of a small island within the White Sea, south of the Yohannesian territory in Adrastos. Said ultimatum was given by Cologne, and was all but a declaration of war. As a member state of this Alliance, and a nation that resides within aforementioned region, I attempted to dissolve said military affair by diplomatic means. I will admit that although said threat was given to nations that primarily reside outside of my region, that my goal was to keep this event isolated, and for that it to end quickly. Delegations were sent to The National Socialist City of Cologne, and our governments came to a consensus that said nation would become a territory of New Celisia. They would be allowed to remain semi-autonomous, but would be required to join military conflicts as requested by the Celisian Imperator, and would allow for the Celisian government to handle foreign affairs. The National Socialist City of Cologne has been a nation of some interest within Adrastos for quite awhile. Several nations within my region have taken note of Cologne's sporadic and self destructive behavior. This agreement that was made between my nation and theirs, was to curb any similar occurrences in the future, so that the region of Adrastos would be left in peace. Small numbers of Celisian troops have already entered The National Socialist City of Cologne, and contractors are being sought out for the construction of military bases.

In the beginning I felt that the annexation of this hostile nation was in the best interest of ANTO. I felt that said event would result in the end of this conflict, and save the lives of many individuals that would have no doubt been lost should said altercation persist. I will be honest and state that this wasn't my only goal behind said action, that part of the reasoning behind this event dealt with keeping the peace within my region. Though we have our differences, a sizable portion of Adrastos would prefer to keep foreign troops out of our region. The leader of the ARDC [Adrastos Regional Defense Coalition], Cyrupe, has already stated that they back New Celisian actions to keep the peace within Adrastos. Though this event might seem as New Celisian territorial expansion, that was not what was intended. The D'Dareian Imperium will pay for any reparations that New Azura deems fit, though we will not agree to a joint effort to govern territories within Adrastos, by nations outside of Adrastos. Though there was a declaration of war, and hostile threat, no civilians or military personnel were injured in this pseudo conflict. The only injury that I can honestly spot is that of pride. It would seem as if a smaller nation poked a larger nation with a stick, and got away from said event unscathed. Is that truly the case though? Cologne is now under Celisian rule, and New Celisia is part of an organization of nations that New Azura and other parties from this conflict also hail from.

Cologne can no longer make it's own foreign policy, and their sovereignty belongs to the D'Dareian Imperium. We should not punish such a small nation's citizens for the actions and words of but a few individuals within their government. Paying reparations for New Azurian Naval mobilization would damage their economy for some time, while it will only put a small dent in our own. Though I hope that this event can be solved without military action, should New Azurian soldiers enter Cologne, and attempt to engage forces there, my own military and the military's of the ARDC will respond accordingly. Though New Azura might not recognize that Cologne has given it's sovereignty over to New Celisia, that does not change the fact that said event did occur. We can choose to disregard the flow of a river, but should one step within they might still be swept away. Military action within Cologne by foreign aggressors will be viewed as a direct attack against The D'Dareian Imperium of New Celisia, and such an attack will be met blow for blow. We do not take threats lightly.

We are not to be held responsible for the actions of the Government of New Azura. We would like to state again that were has been no actual engagement between Yohanessian and Colognian troops. Your declaration of war is based upon the writing of a legal document that claims that military action MIGHT have occured. We have since recalled our submarines from the attack, before any actual hostilies were made. Again a quote ,,No actual engagement''. This means that your declaration of war is based upon suspicions that our attack would most definetly occur, without looking at the possible turnouts of said event. We can now say with a clear consience that no hostilies occured, and your Declaration of War had no correct ratification or judgement.
While it is true that we are a nation with said number of threats, and we hereby also acknowledge that the Telegram is indeed unaltered, this was a Telegram for the government of New Azura only, although not said so specifically. By publishing this telegram to the ANTO, you have significantly damaged our international reputation, and we hereby call for compensatory damages to an amount of 800.000 U.S.D.

We are bound by treaty to assist the D'Dareian Imperium of New Celisia should they be attacked, or if they wish for our military aid. We no longer maintain our highly aggressive form of expansionism and interventionism. The D'Dareian Imperium is to thank for our absence of military aggression, and should under no circumstances be held responsible for our actions before we signed the Treaty. That being said, we also believe that the D'Dareian Imperium, generous as they may be, should not be made to pay punitive damages to the nation of New Azura. We will agree upon an agreement of 1,00,- USD as a formal trade agreement to settle political unrest between Cologne and New Azura.

If a formal apology is to be made by Cologne, we ask that New Azura makes a formal apology for harming our international reputation as the result of the publication of a certain Telegram. We already admitted that this was our Telegram, but we could have been dishonest and made New Azura look bad. We chose to be honest about it, and as a result, we expect the same kind of honesty and respect from the Grand Cailene Crown Republic of New Azura.

This is obvious. As noted before by the D'Dareian Imperium of New Celisia, we do not maintain our sovereignty. Our military still exists to defend our own borders and to aid the D'Dareian Imperium in it's military actions, but indeed, we no longer have complete control over our military. We still maintain a subtantially large military, but as of the Treaty's signing, it is now used in the best of interest of the D'Dareian Imperium - And - As a result, shall not be used in any fashion that would include the attack upon another nation without the consent of the D'Dareian Imperium.

To the leaders of the Allied Nations Treaty Organization, greetings. On this solemn day, I stand in for my father, the Gran Vänæzár of the Grand Cailene Crown Republic, who is no longer with us. In lieu of a more formal missive, I am obligated to convey that an emergency committee of the General Assembly of the Saeculum has been convened to discuss the missives and proposals made by the D'Dareian Imperium of New Celisia and the National Socialist City of Cologne. In truth, we find the terms proposed by both parties to be unacceptable. That the D'Dareian Imperium would shelter such a pathetic excuse for a nation is unconscionable, and their wanton disregard for the sanctity of the right of other ANTO nations to defend themselves or their treaty commitments—let alone the inexcusable act of not informing engaged ANTO nations over a matter that would have serious repercussions—is distressing at a level that is incomprehensible to us at this time. We have no formal ties to the D'Dareian Imperium beyond our alleged mutual commitment in the Allied Nations Treaty Organization; at this time, even those ties are being reviewed, and more formal charges may be presented against the D'Dareian Imperium momentarily.

Friends of the Allied Nations Treaty Organization, we have received the blessing of the Yohannesian Commonwealth of the Allied Nations Treaty Organization and the Imperial Republic of Cyrupe of Adrastos to proceed with Operation: Iron Night. Punitive operations will begin at 1000 Hours on 17th April, 2012. It's stated objective; to dismantle the National Socialist City of Cologne's military apparatuses, to prevent it from ever becoming a major military threat in or to the region of Adrastos, and to enact punishment upon the leaders of that state, who have engaged in a series of lies and deceitful tricks to attempt to paint itself as the victim, rather than the aggressor. The Grand Cailene Crown Republic of New Azura has stated its case plainly, has provided ample evidence which demonstrates the illegitimacy of the D'Dareian Imperium-National Socialist City position, and we have secured the blessings of both ANTO members, the ANTO founder, and the regional chair of Adrastos. We require no more time to mobilize, nor time to abscond with more support. We have all that we need. Any nations who willfully enter Cologne territory after 1000 Hours on 17th April, 2012 will do so at their own risk.

The day Cologne speaks freely on behalf of the Allied Nations Treaty Organization is the day the alliance crumbles.
