Ryan Manning put his palms to his face as he leaned back in his chair. What had happened in the past few hours? His serene office was uninterrupted by the chaotic and frantic bustle and chattering that was going on outside. The senate and the rest of the Old Government had relocated to the island city of Dovesdale, a suitable government retreat that was now guarded by what remained of the military that was still loyal to the Head Senator.
Approximately four hours ago, two simultaneous uprisings had occurred in the cities of Cohina, Lumminense, Nenker, and even Askern. Normally, two organized revolts like this would have been orchestrated under the same banner, but this time, they were not allies. It was quite the opposite, really.
A group of approximately 3 million Ponyist and Dovish monarchists had overwhelmed local security forces in Nenker and Lumminense and taken control of the city, gathering Dovish military equipment from the local garrison of about 5,000 human legionnaires. Their goal, as they had stated in a roughly put together communiqué, was to exterminate the Old Government and establish an anti-human monarchy.
Meanwhile, in Askern and Cohina, a group of some 5 million theocratic communist rebels calling themselves the “Free Conclespian Army” took over and fortified the city, repelling repeated pro-government counterattacks. The rebels declared their objective to be to “liberate” the underprivileged and the lower-class citizens of Conclespia in the name of their Glorious Savior. No one knew who exactly he was, but government analysts presumed that he was being worshipped as a god.
The Head Senator snapped out of his reverie as the office's phone rang abruptly. Concerned with other matters, he put the call on hold and hurriedly began to draft a communique.

Dear Coalition Nations,
On March 10, 2012, the Consortium has experienced two simultaneous uprisings in the cities of Cohina and Askern, which have been taken over by approximately 5 million theocractic communist rebels, and Lumminense and Nenker, where about 3 million Dovish and Ponyist monarchists have overwhelmed local security forces. However, we do not know the exact strength of the rebel forces but what we do know is that our forces alone are not enough to suppress two rebellions at once. We hereby ask for your assistance and support in containing and stopping these rebellions which includes:

Assistance in Evacuating Civilians
Provide Humanitarian and/or Military Supplies
