The Montreat Council on Communist, Progressive, and Socialist Affairs is a multinational advocacy group that monitors and reports on the activities of known left-leaning states, specifically those with affiliated Communist Governments or those states who identify as either Progressive or Socialist. The institution, based out of Montreat, Azura is one of the most wealthy independent organizations devoted to the prevention of the expansion of Communistic ideals and practices from spreading into the developing third world or destabilized global powers. The Council possesses the authority to create, maintain, and uphold a fully equipped, modern paramilitary force with which it can actively confront the Communist menace, and drive it back from whence it came. Peace is the profession of the Montreat Council, but Marxist-Leninist overtures will not be tolerated in the world geopolitical climate.

■Capitalists and Communists Cannot Coexist in the World Forever.
This is the first rule of the Montreat Council. All member-nations shall adopt this resolution as their formal diplomatic policy regarding Communist nations, or any form of state that considers itself a stepping stone to Communism (Progressivism, Socialism). The end result of all Communist-leaning ideologies is the complete and total subjugation of the entire world under the Communist ideal; any true Communistic state will have this as its primary goal, and any such state that refutes such a nation has engaged in deceit, or is not truly Communist.
■Capitalist Nations Must Promote the Strength of the Ideology.
This is the second rule of the Montreat Council. All member-nations shall adopt this resolution as their formal diplomatic policy regarding diplomatic geopolitical issues. The virtues of Capitalism must be extolled throughout all the world, so that developing nations may see the light of our shining city, and not be tempted by the lurid, malicious promises of Communistic, Progressive, and Socialist states. Capitalist nations must utilize the principles of freedom and liberty to prevent the ethical, financial, and moral decay that results from a broken, destitute, Godless Communist state.

This is the third rule of the Montreat Council. All member-nations shall adopt this resolution as their formal diplomatic stance on the world socioeconomic and geopolitical stage. History has demonstrated the fallacious concept of a purely Marxist-Leninst state as a viable economic model for success. State-controlled, planned economies cannot thrive where free markets exist, and free markets are the only check against totalitarianism that runs rampant in Communist societies. All Communist states that survive today do so because they have begun to relieve their economies from their draconian oversight.
■The call to defend free Capitalist societies must always be heeded.
This is the fourth rule of the Montreat Council. All member-nations shall adopt this resolution as an official governing policy of their standing military defense forces. Successful Capitalist societies must work one with the other in order to check the rapid expansion of Communistic, Progressive, and Socialist ideals into the interminable plight of our Third World neighbors. We cannot stand idle by while Communist nations engage in missionary work, luring unsuspecting converts into their Hellish trappings with promises of a faux-equality and the necessities to survive. Capitalist nations must actively engage the Communist menace, or risk losing all.
■The call to defend free Capitalist societies must always be heeded.
This is the fifth rule of the Montreat Council. All member-nations shall adopt this resolution as an official governing policy of their national military and treasury. The Eternal Realm of Azura maintains a long reach into the world, but it cannot in and of itself fight back the tide of the Communist menace by itself. Member-states who seek to enlist in the promises of the Montreat Council must be willing and able to support its institutions, even its endeavors with monetary contributions and the promise of military assistance to all member-states who are enjoined to this Council, even the establishment of a Peacekeeping Force to be organized henceforth.
The Montreat Council on Communist, Progressive, and Socialist Affairs maintains strict admission requirements for all nations that seek to entertain the values and custom of this organization. To protect against the ill-sought, unwarranted infiltration of spy cells amidst our ranks, this Council has adopted a secure admission process into its own for the benefit of all nations, past and present who seek to enjoin themselves to our cause. Adherence prior to a state's application process and continued adherence following admission are required at all times, lest the offending parties be cut off from the Council. Nations who are called upon to serve in executive offices of this Council are free to abstain from participating in those offices; however, all states shall take heed of bylaws passed by executive officers with the permission of the permanent council head, New Azura.

♦ All member-states will contribute no less than a regiment [5,000] of military personnel to the Council Peacekeepers.
♦ All member-states will financially & militarily support other Council nations if called to do so by a General Resolution.
♦ All member-states will acknowledge General Resolutions as an alert of aggressive military hostilities against the Council.
♦ All member-states seeking exemption from these policies must obtain written approval from New Azura first.
♦ All member-states will refrain from pursuing Communistic, Progressive, or Socialist goals while present in the Council.
♦ All member-states will be expected to notify the Council at large of major Communist deployments or engagements.
♦ All member-states will tolerate the differing ideologies present in the Council for the good of our noble calling.
♦ All member-states will note that this Council is formed only to confront the Communist menace to the world.
♦ All member-states are free to engage in various diplomatic talks with other Council states at their own discretion.
