For reference:
THE RULES OF ENGAGEMENT IN A POSSIBLE WAR BETWEEN THE MEMBER NATIONS OF THE WAR ADMINISTRATION REGION AND AFFILIATED ROLEPLAYERS

The purpose of these sets of Rules of Engagement is to prevent unnecessary losses of life and to protect the lives of innocent civilians. It will also ensure safety of any captured or wounded enemy personnel and prevent torture of any kind for any purposes.

SECTION I: Regarding Military Personnel

Article 1: All combatants must acknowledge each other’s rights to life.

Clause I: As a result, any wounded or captured enemy personnel cannot be killed.

Clause II: All medical and religious personnel are to be left untouched. If captured, nations have the option of handing them back to their home countries. Soldiers delivering these personnel back home must not be harmed.

Clause III: Wounded enemy personnel may only be killed if:
(a) They fight and harm/kill one of your own troops
(b) They are obviously in great pain and the injury will result in them dying anyways.
(c) They request euthanasia.

Clause IV: Troops unwilling to fight may not be killed. This means those who surrender may not be shot at and those retreating, hiding or obviously cowering in fear can only be wounded, not killed.

Clause V: All combatants have the right to surrender at any given time.

Clause VI: Wounded personnel who have a medic working on them must not be targeted. This also goes for the medic, unless the medic fires upon your troops.


Article 2: Combatants may only target each other.

Clause I: Civilians may not be shot at unless they are obviously hostile and have harmed/killed one of your troops.

Clause II: Medical personnel must not be targeted. All ambulances are to be deemed neutral, unless your troops are attacked by them.

Clause III: Combatants must not hinder medical personnel, even enemy ones.


SECTION II: Civilians

Article 1: Civilian casualties MUST be avoided at all costs

Clause I: Civilians may not be targeted and killed. Accidental killings must still result in severe punishments.

Clause II: Bombings of heavily populated areas is prohibited.


Article 2: Lethal Force may only be used on civilians if they harm/kill your troops first. Even then, Article 1, Clause II still applies.



SECTION III: Prisoners of War


Article 1: POWs must have their rights to life respected.

Clause I: POWs must be given adequate shelter and food, as well as plenty of exercise.

Clause II: POWs may not be tortured, or physically abused in any way, shape or form.

Clause III: POWs cannot be used in any experiments and may not be killed without good reason.

Clause IV: The WA General Assembly Resolution #161 (Medical Standards in Prisons) must be strictly adhered to.


Article 2: POWs can be exchanged with other nations. However, attacking/killing them just because they are no longer within your possession is not allowed, as they are defenseless and therefore civilians. Military personnel present at the POW Exchange cannot be targeted.

This is the rules that we expect all nations to abide to. These are rules given the EH Assembly, as decreed Monday Aug 22, 2011. Any nations disregarding these rules will come under threat from the nations of EH and MSRS.


The Member Nations of The WAR and Affiliated Roleplayers
The Triumvirate: The three most powerful members of the area, Fal'shia, The Fifth Dominion, and Davatria all jostle for power in this delicate balance established over two wars and countless diplomatic incidents. Their alliances are convoluted and complicated, due to long periods of hostile relations, and many broken peace agreements. They were the fist members of the region to have Space, and currently dominate the area due to political strength. Increasingly, other nations are closing the gap.

The Major Players: The next big players on the power spectrum are the nations of Old North Fish, Iievius, Izsha and Salviur. They prefer to dominate in areas of trade and commerce rather than in military power, but their might is nonetheless quite overwhelming. They maintain their constant standard of peace among themselves, though they are often pulled into wars by their convoluted alliances with the Triumvirate, Iievius particularly notorious for getting dragged in deep. They have begun experimenting in the areas of space warfare, and have all established themselves as not only trade powers but also effective military institutions, slowly gaining ground on the aforementioned Triumvirate in terms of power within the region.

The Eastern Realms: These Nations are almost a separate entity from the mainland, mostly preferring to deal with their own interior politics. The Dominion of Tibetan China is the major player here, where it has established a strong foothold and position of power against other nations which are usually content to stay neutral where war is involved. These nations are mostly pacifist and do not present much of a challenge to other, stronger nations. Recently, the Eastern Realms has become the focus point of many larger nations as the world of expansion.

The Chickens Head: Named for their position on the alarmingly 'chicken-shaped' map of the region (if you squint), these nations consist of Vojne, Alfalshi and Fiotaun. Many of these areas are now conquered by the Fifth dominion, but nations such as Vojne stand firm and present a strong front on the eastern side of the mainland.

The South Serene: The Nations of Hoppity Jump, Inquells and Sparta are relatively reclusive when it comes to world politics, often preferring to maintain neutral status and not make grabs for power, developing their relatively small nations into economic hubs. Hoppity Jump is the retainer of the region-wide bank, giving it a status similar to Switzerland, an almost guaranteed neutrality at all times. Most of these are also members of the Fifth Dominion's increasing Empire.

Members of the War Administration Region (WAR). After noticing that we have had scores of war threads which quickly lost interest, I propose this megathread, which will aim to combine trade, diplomacy AND war into one big giant thread. The starting date for this RP will be 2051.

It was stormy night at Varnathox. The streets were empty, filled only with the splash of the rain, the heaviest seen in the area since 2076. Within Old Town, the rain splashed off the cobblestone road leading into the Fifth Dominion Papacy, an independent state within the Dominion. St Tyrael's Cathedral dominated the skyline of this tiny state, and within its seemingly inactive hallways, the Pope of the Holy Imperial Church, which had broken off from the Roman Catholic Church some decades ago, with his aides, read through the Holy Scriptures, to see what truths could be ascertained from them.

In the Business District of the city, in the soaring modern skyscrapers of Varnathox, X.S. Kash, the CEO of GetaLife Corporation, stepped out onto the balcony of his penthouse, not caring about the rain soaking his suit. The city seemed peaceful, he thought, noting the colorful lights coming from the skyscrapers of the District, but when the rain stopped, the scum would come out and play. For years now, the Varnathox Police Department had been at "war" with criminal gangs: a rare occurence, considering the efficiency of the Police Force. Crime had been unheard of for almost a century.

In Police Headquarters, the Commissioner was having similar thoughts. The rain washed away the filth, but only temporarily. And soon the rain would stop.

Alan Riggs, CEO of Qexco and associated markets sighed in frustration. Business had not been so good in the northern areas of the region, where Qexco was based. Perhaps his wealthy cousin would know what to do...
Markus Riggs Jnr. stretched out lazily on the balcony of the luxury resort on Hilltop Island, Ceronyx Resort. Pressing a button on his multi-holographic linked Bluetooth communicator watch, he murmured into the mike, 'Answer call'. Hey cuz, the Qexco. Industry has slumped again....Here we go again, what should I do Markus?
Well, the seafood chain has been steadily rising these past decades, I dunno 'bout you?!

A Grand Admiral stepped out onto OSW Platform II. He nodded silently to a figure in the shadows, and heard the words he had yearned to hear...Number three is complete. Launch in 8 days. Expect number one to finish update No.45C (Protocol: Fins) in 15 hours.

He heaved a sigh of relief. Defense wasn't good, but efforts were put into motion to ensure the security of the people at some degree...

Shun Artlike rubbed his tired eyes as his checked the new design on Battle-Axe Walker, more like a crawler really thought shun. Most of the pilots were far too fond of the Rocket Launcher mode. The new plasma chaingun refit was working correctly, but the walker needed something to cover its natural blindspots. Hmmm....might as well grab a coffee...

Elizabeth Bluejay checked at the finance reports, trade within the Triple Alliance was relatively good with Davatria's massive food surplus being a major bargaining tool with the other nations. The Fifth Dominion had recovered from several economic slumps and right back into the market again. She really wished that more people would get hired into this department. Her friend which had recently graduated in her class brought in a dish of sushi. Have fun with that Lizzie we have 9 more reports to write...

Areius Combak was dragging the deer carcass behind him. Waving cheerily to his sister he deposited the carcass on the patio. He quickly dashed inside and traded his 'Khergit' hunting rifle for a pair of aviation goggles. Strapping himself up into his Fleetwing, he soared up into the sky.

The Pope was dying. And poisoned too. When many assumed he was looking at Holy Texts, he was actually searching for an antidote, a cure for the curse. It was most certainly Immoralatus. He wanted to be Pope. He wanted the power to call Crusades on those he deemed "infidels." But Pope Sixtus VI knew that a war with the Kyceirist Iievius and the Skysmic Davatria at the same time would mean the end of the Dominion. One of the other Cardinals must become the next Pope! Immoratus becoming the Pope would mean the end of the Fifth Dominion, and its Papacy!

However, the College of Cardinals was almost empty. Surely an Archbishop from another nation would step up.....?

Morning had come in Varnathox, and there was surprisingly no sign of the heavy rain which had fallen last night. Instead, the city was boiling under the sun, high up in the sky. There was little activity in the streets. Then, a police siren sounded, as three patrol cars raised down Madison Avenue. The three gangsters, who were quietly smoking a joint in the back alleys, were startled by the sirens. They quickly grabbed their weapons and ran, not bothering to remove all traces of them being there. The six cops emerged from their cars and ran after them, each armed with a FDA-7 Laser Pistol.

The gangsters split up, and Constable McCain gave chase to a short man who was now scrambling over a chain-link fence. He fired two warning shots into the air, but by then, the criminal scum was over the fence and running at top speed. Cursing, the Constable fired at the fence, melting it, and ran after the hoodlum. When he finally caught up, the man smiled as, all around him, his fellow gang-members emerged from the shadows. The Constable cursed as he tried to call for backup, but was forced to take cover by automatic weapons fire. It was all over...........

The newest arrivals hurried their way towards the foreboding, massive slab of smooth stone walls that hung over the edge of the snarling cliff. As the ocean licked it's greedy lips below them, they shivered, walking toward the high phasegards that determined their entryway into the facility. With a silent hiss like an angry snake, the iridescent material withdrew before they baked themselves on it's surface. Hurrying, the leader motioned to his entourage- silently and like the shadows flickering in the moonlight, they withdrew to allow his path to continue. Muttering under his breath, the man almost stomped towards through the hallways as the phasegards hissed shut behind him while his guards left the area. Scowling, he removed his cloak, well defined features coming into sharp focus without blurring shadows. High cheekbones framed a scarred face, and the only other object of prominence was his protruding nose. A guide met him at the doorway.

"General Tanner, Sir, I do believe-" The guide's nervous floundering was cut short as Tanner scowled at him, speaking.

"I know very well what I'm here for and where to find it. Leave me!" he said irately. The guide began sweating furiously before another man, decked out in a white lab coat and other scientific gear, entered the room.

Amiably, the man spoke. "Ah, General. You're here for the new weapon schematics, I presume?"

...or was it? At that moment a Police 'Copter appeared over a small brick building, searchlight shining down at the surprised gang. "Lay down your weapons!" the pilot screamed over a loudspeaker. The five other officers who came with Constable McCain, also appeared, weapons drawn. "On the ground! NOW!"

It was a victory for the police in the War on Crime.

The Pope coughed up blood as he sat in his study, spilling his octogenarian blood over his Last Will and Testament. With a wave of his hand, he ordered the College of Cardinals to convene and vote on his successor, and allowed himself to be escorted to his bed.

Archbishop Immoralatus of Ostagar rubbed his hands with excitement. The College of Cardinals had been called to Varnathox. This could only mean that the Pope was dead. His poison must have gotten to "His Holiness." Immoralatus smiled as he entered St Tyrael's Cathedral, and was a little disappointed when he found out that the Pope was still alive. May God damn him.

Bobby Steele was working on the newest Battle Axe Mech suit. Those Davatrian scientists could come up with great designs but it was the Salviuns mechanics who put it together. Smiling to himself he fiddled with the brass insignia on the suit. The Davatrians had invented this suit to help their Infantry. Whilst the elitist Seraphs could control the sky, the infantry were often hard pressed by enemies. This suit could be dropped from Seraphs to deliever crushing amounts firepower against enemy postitions quickly.

Lady Intia smiled coyly at the Salviun Commandos in front of her. They were training with the Ikvus guards and this was turning out to be most amusing. They were fighting in minimum clothing in an ice cold pool of water with their AXP PARA rifles, against half a dozen Ikvus guards and her own personal group of maidens. A commando was being shoved into the water by her friend Erika. He didnt look like he would be getting up any time soon.......

Archbishop Claudin swept into the room with purpose, his robes flowing behind him as his calm face hardened upon seeing Immoralatus, his enemy since they had first med. He believed in pacifism, the avoidance of war, and absolutely no sinning. Immoralatus, however, used his power to do all sorts of things that shall not be mention here. Why, the (mental expletive deleted) had even declared his intention to call up a crusade! Such bloodshed had to be stopped. Claudin had prepared himself for this moment. Immoralatus could not win this election, lest... the unthinkable become real.

Skysm Skysmius put away his steel amulet and pulled on his cardinal robes. A ethereal bird burst into existence in his palm and he sighed quietly. He couldnt let the other cardinals know he still had the powers of a follower of Skysm.

Two more cradinals arrived, and the clerk served them coffee and some biscuits, before returning to his desk. The Davatrian one seemed a little strange, and Immoralatus.... well.... he was dangerous, as always.

Bishop Preferati Viktor Korinth stepped into the room, where Immoralatus was having a fit of laughter. The clerk who had been serving food had slipped and spilt hot coffee all over his shirt. Korinth shook his head disapprovingly and helped the poor man up, but not before Immoralatus took a basketful of biscuits for himself. Damn that man, korinth thought as he took his seat.

Skysm sighed. All that wasted coffee. But still it was the only way to stop that clerk from staring at him. He flexed his fingers again and the clerk slipped on a pool of coffee and fell once more. Imoralatous was laughing his head off....

Despite the fact the Fishian Cardinal was absent from the meeting, the clerk had orders to start the meeting at 8pm.... and 8pm it was. He quickly told the Cardinals what would happen. "You will be shut off from the rest of the world until voting has finished," the clerk said. "You cannot vote for yourself, and you may only choose one person to vote for. The Cardinal with the most votes will become the Pope of the Holy Imperial church, with absolute power over it." And with that, the clerk left and shut the doors, locking them.

Archbishop Immoralatus had little respect for any of the other Cardinals gathered here today, but he was forced to choose. The Iievian one was a treehugger, he would not be voted for. Viktor Korinth was an enemy. And while the Davatrian seemed to be.....pagan....he was the least troublesome out of them all. he threw in his vote for Skysm.

Viktor Korinth didnt bother thinking this through. Immoralatus was an idiot. The Davatrian seemed shifty. Which left one option: the Iievian. He voted for Claudin.

The fifth Dominion candidate had suprised Skysm with his vote. Still he was a total (Expletive deleted) he could sense it in the air that surrounded him. But otherwise a deadlock would ensure. Oh well. I vote for Imorallatus.

Rynth entered hastily as he took his place at the table, passing out fresh tuna sandwiches and small steel mugs of sharkfin soup. He had been late due to a shady figure stopping the ship and demanding excess cash. Chornius was forced to ring up the diplomatic embassy in Vanguarda to dispatch a plane to take him the rest of the way.

Anyway, he frowned at Immoralatus, the good for little pope, sighed over Viktor uncertainly and shook his head at the Skysmic supporter...that left the Iievian. Muttering a quick prayer, he penned his vote for Claudin and sat back...

Claudin scowled at the figure of Immoralatus hunched over his voting station. It appeared he had voted for the pagan Skysm. Of course, he respected their beliefs, but it was stretching belief a little to have a non-christian as the Pope. Viktor was an okay guy though, they had shared many a bread and water together while just starving little recruits at the Fifth Dominion's largest Church of Training. And that sardine was simply sort of weird. He penned down a vote for Viktor and awaited the judgement.

The votes were in. Claudin of Iievius was to become the next Pope. And coincidentally, this was the moment that Sixtus VI had just passed away. Will this Pope screw up diplomatic realtions in the name of zeal, or will he be an open and tolerant man? Only time will tell.

This indeed was turbulent times. Word had just come from Metroscale that the old monarch, King Quinmil lay sick with an unknown virus. The Cardinal paled and paced around in the Papacy's quarters, thinking that this whole voting thing may have been a ruse to bring him, the venerable oriental Druid away from tending to the King...As he packed silently and left by Bigfoot, a note signed and addressed to the new Pope Verus outlining his hearty congratulations fluttered to the floor...

Meanwhile, a masked figure strode nervously into a waiting shuttle, and it sped quietly into a cleared area, the centre of which was a giant metal dome. Swiping his card on the side, three beeps and a soft whirring commenced. He put two fingers against the pad that slid out and a jagged door opened. A scientist clad in a white lab coat walked towards the man, "Ah! Professor Sharpbottom! The new YewData Shocksuit is ready for testing...shall we proceed...?"

The shock suit has features such as wrist gadgets on both hands, the left holding a digital watch and anti-gravitational levitating strictly for military operations...the scientist's face was grim. This suit is specially designed for anti-shock and will be issued, currently, to the SOCC only.
