At precisely 9:35 A.M. the President walked into the conference room, and the meeting of the President and his eight Attendants- who were actually his vice-presidents- commenced.
"Ladies and gentlemen," he said as he took his seat at the head of the table, "A fascist government has forcibly taken power in the nation of... let's see... ah, here it is, the name of the nation is Valkstadt. We're here to discuss what to do."
The Seventh Attendant spoke up. "We all know the options. Option one, declare war on the fascist government and help whatever rebels there may be. Option two, help the new government. Option three, sit back and do nothing. I'm in favor of option three." Several other Attendants murmured their assent.
"I'm in favor of option one," said the President, and the atmosphere around the table changed slightly. When it came to disagreements about fascism, there were sometimes...
events that had happened to those who disagreed with the President. "Fascism can not be tolerated. There was another part of the message.... The President pushed a button, and a line from the message was read aloud through a system of speakers.
It also boosts the military by establishing a youth program training the Valkan youth in combat and brainwashing the youth to be loyal to the Kânz. The Kânz Youth Program will force all kids at the age of 10 to join for 8 years to become warriors and will eventually make the youth enthusiastic nationalists.
The Eighth Attendant immediately said, "I second the proposal to declare war on the new government."
"Hold on," the Seventh said, "You all heard that. If we do this, what's to stop that government from putting old people and children out on the front lines with sharpened sticks, or just their fists?"
"Simple," the Fifth said, "The government is still new. There are certainly a large number of people who still don't trust the government, or like it at all. There'll be refugees, too, fleeing the fascists to nearby countries. We could recruit them, give them training- real training, not the sham training that Valkstadt would give the elders- and have them fight with us."
"Is there anyone who will second the motion of keeping troops out of Valkstadt?" the President asked.
"I do," said the Third Attendant.
"Very well," said the President, "All in favor of staying out of the conflict?" Three Attendants raised their hands. "And all in favor of declaring war and aiding the rebels?" he asked. Five raised their hands, including the President.
"Very well," he said, "The motion is carried, and we hereby declare war on Valkstadt. Meeting adjourned."
The President stood up and walked out of the conference room, not looking back to see if the Attendants were following.
OFFICIAL COMMUNIQUE TO ALL NATIONS INVOLVED AND INTERESTED IN THE RECENT FASCIST COUP IN VALKSTADT

The USSW can not tolerate fascism in any form, or the forced conscription of children into the armed forces. The Politburo of the USSW hereby declares war on the new government of Valkstadt, and declares it to be illegal. We pledge aid to the rebels fighting against the corrupt "government", and offer training to any civilian or refugee who has fled the new government. The government of Valkstadt has forty-eight hours to surrender and be granted freedom, before the first of three million USSW soldier arrive on your soil, after which point only unconditional surrender will be accepted. If you choose the path of peace, you may yet go free, although it is not certain. But if you choose the path of war, you will have the deaths of thousands or millions on your head, and you will be at the mercy of both our government and the legitimate government of Valkstadt. You have forty-eight hours. To all foreign parties with forces in Valkstadt, we will not attack your troops unless attacked first. To the entire international community, we hope you support and aid us in this endeavor.
