I bloody well hope this is the last I hear of political unrest in Valkstadt. I'm going to offer a meeting and set a few ground rules. While I write that letter, publish a report on the situation. Include pros and cons fairly, then publish our say on matters at the end. Get to work!"

I ask you to attend a meeting with me. I will allow you to negotiate the location, provided it is neutral in these matters.

I will not pretend that I am not critical of your coup. Glasgia was on good terms with Churchill and we believe Valkstadt was on the rise socially. While the change in power has brought money into the nation, it is one of many recently. Another reason I disapprove is the huge drop in civil rights and political freedoms.

Official Report - Valkstadt 1/1/2012

Processing the recent coup in Valkstadt.

Summary
Incident: Forced resignation of Chancellor C.Churchill by the Nationalist Party of Valkstadt, power seized.
Consequences: Civil war between the NPV and, self proclaimed anti-fascists, Valkan Liberation Front.

The Glaswegian government's official stance is AGAINST the NPV. However, we are open for reasoning.

[Valkstadt]

Fritz Miller was an average 12 year old. He had dark hair, blue eyes and was tall for his age. He loved the outdoors and was very competitive when it came to sports. Despite Fritz's normality his father was a very high ranking official in the NFV. Hans Miller ranked 5th highest in the chain of command below the Kânz and a few others. His was the Head of Foreign Affairs which meant he spent a lot of time away from home. Being the son of a Nationalist Party member meant he was exposed to nationalism at an early age. When he was 5 his father had him do 3 push ups every day and as he grew  older he was able to do more and more. By the time he was 12 Fritz was able to do 50 push ups in rapid succession. Fritz was not only exposed to the physical exercises but was taught the 5 laws of NPV. Bravery, Loyalty, Unity, Honor and  Determination.The 5 values of the NPV were hammered into his brain by his father to the extent that he didn't need to join the Kânz Youth. Because he didn't need to join the KY the Kânz sent Fritz to learn and train with the National Valkan Army. He finished his rigorous training in 2 months. The training taught him how to operate all kinds of machinery and taught him how to stalk and kill an enemy without being seen or heard. After this was completed he was assigned to a post outside of Lodz which was held by Zeiffelheiman forces. Fritz knew he would see fighting but little did he know that he would have to fight as well. A couple days after his arrival Lieutenant Bormann had given him and 3 other guys an assignment to scout the outskirts of Lodz. He was scared deep down but it was his duty to Valkstadt and to the Kânz.
"Hey little man" corporal Schmidt called out to Fritz, "why the he'll did they let you a 12 year old join the freaking NVA?"
"My father is Head of Foreign Affairs Hans Miller he had already done what the Kânz Youth was meant for so they put me here" he said fidgeting with his assault rifle.
"Thats pretty messed up if you ask me but what ever" one of the other guys said to him.
Then out of now where a man jumped up and shouted "Hey, lay down your weapons!" The patrol looked at him long enough to determine that he was an enemy soldier. They ducked behind a building and started shooting. Fritz was terrified now but he had to kill the men or he would be killed himself. As Fritz was shooting at the men, corporal Schmidt was hit in the throat. He fell on his back and grasped his neck. Blood was spurting out all over the place. Fritz turned and dropped to his knees. His training started kicking in and he put pressure on Schmidt's throat. He was yelling an kicking his legs  while Fritz was trying to help him. He knew he was a dead man in a matter of minutes and his only option was to bring him back to camp. He leaned over and grabbed Schmidt's clammy hands and draped him over his back. He was nearly 200 pounds but Fritz had the help of his adrenaline. He started to run across the street as the other two men gave him covering fire. Fritz had his side arm out now started firing shots off as he was carrying him across the street. He was almost to the other side when fell to the ground. He felt a sharp pain in his left thigh and tried to get up but was trapped under the moaning corporal. He pulled himself out from under Schmidt and started pulling him by his hands. He had made it to the other now and had to get the other guys across now. He pulled his assault rifle out and limped across the street shooting wildly from his hip. As he was almost to the other side he felt like he was punched in the shoulder and fell on his back. Fritz lobbed a grenade and preceded to crawl to where the other two guys were shooting from. The other guys were shooting and one had called in the newly arrived tanks from the Blackhelm Confederacy. They would be there 20 minutes from now and all they could do now was wait. Schmidt was still on the other side of the street so now they had to get over to him. They made their break and made it safely to the other side. Fritz was still frantically shooting at the men when he realized he was bleeding out of his leg and his shoulder. He then felt a crippling pain and fell to the ground. It was excruciating and felt worse than anything he had ever felt. The guys told him to hold on until help came but he couldn't. He stood up and grabbed Schmidt's LMG he started shooting and saw a couple guys roll over. He was in a frenzy until he ran out of ammo. He threw the gun in the direction of the enemy soldiers and pulled out his pistol. He ran out in the middle of the street shooting at the men. He started walking towards their position shooting at them and turned to hear the tank coming. He limped back to the tank and helped lift Schmidt onto the tank. He was unconscious now and was deathly pale. As the tank started back for the camp. He just realized what he had done.
"Goddamn Miller" one of the guys said to him on the tank "those guys just got fucked over by a 12 year old." He looked back at the man and said "that wasn't me back there. I don't know who it was but it sure wasn't me."
Back in Valksburg Brunswick had ordered 30 SAM batteries be strategically placed throughout the city. He knew that te city was vulnerable when Fitzpatrick was taken by Zeiffelheim just before his execution. The National Valkan SS was on high alert for a possible attempt on high NPV officials. The NVSS was a secret police, personal guard for all NPV officials and served as the special forces of the National Valkan Military. They were the most highly trained troops in all of Valkstadt. Brunswick had become paranoid now. He ordered a stand in for von Hindenburg at the meeting. He was too valuable to Valkstadt and needed to stay in Valksburg to keep the military up and running. Instead of von Hindenburg, Han Miller head of Foreign Affairs would attend. He was to make sure they would have an ally to count on. Meanwhile he had recieved an invitation from Glasgia to hold a meeting. The only place safe enough for a meeting would be Valksburg. Having the Glaswegian President in Valksburg would prevent Zeiffelheim from bombing the city. This would be a good thing for him to have the meeting in Valksburg.

City of Lodz, Center Sector
Wednesday 1300 Hours

The bullet made a soft thumping noise as it slammed into Corporal Rango's body, right in the center of his chest. It passed through his body armor, then his aorta, narrowly missing his spine, and coming to an abrupt halt when it slammed into the body armor on his back. Rango fell back with a thud, he was already dead.

"Fuck! Return fire!" Sergeant Pharas' order was really unnecessary, as the rest of his squad had already opened up, laying down a barrage of suppressive fire. Pharas grabbed the body of Corporal Rango and dragged him off the center of the street. He kicked down the door to a small apartment building and lugged his comrade inside, looking for shelter from the Valkan fire.

Meanwhile, the rest of his squad was putting out as much punishment as it could, but they were still equipped with the old R-25 rifles, which severely limited their volume of fire. They made up for this with suppressive fire from their M-84 squad support weapon. Bonecrusher then added its coaxial .50 cal to the mix, putting a wall of lead on the Valkans. After an intense firefight, the Valkans withdrew.

"Casualties?" Pharas rejoined his squad.

"Negative Sergeant, none here, how's Rango?"

Pharas slowly shook his head, "KIA..."

Similar incidents were occurring throughout Valkstadt. The Marines sustained few casualties, but it had become apparent that the Valkans were much better trained than the last time they fought.

15th FRF Company
Aboard SR-3 "Raven", Mid-Stratosphere over Valksburg
Thursday, 2315 Hours

"Alright, let's go over the plan," McCollard looked around at his men, "We drop in, land on the old hospital. We'll rappel off the roof and go to ground. Vanovich, I want you and Hex on overwatch. Decide between yourselves who takes what. Everybody else, we slip in nice and quiet through the second story windows in the back of the building. Then we have to make our way to Brunswick's office and eliminate him. We have to remain undetected. If they find out we're there our odds of survival plummet. And they're pretty slim as is. Once we take out Brunswick we make for the roof. Whoever is on Overwatch 2 will already have a zipline secured. We get over to that building and then we disappear. Overwatch 1 will be on his own. The rest of us will split up if need be. Then we'll all meet back at Camp Freidan as soon as we can."

"THIRTY SECONDS!" Came the call of the crew chief over their headsets.

"Alright gentlemen. Good luck and good hunting."

"TEN!" the chief began a count down, the men checked their gear for the umpteenth time.

"THREE..
TWO..
ONE.." The light above the door went from red to green,
"GO GO GO!"

With that the launch bay doors opened and the 15th FRF rushed out. Once they were at about 20,000 feet their initial chutes would deploy, lasting several minutes and severely slowing their drop.

The initial chutes released just as they entered the effective tracking range of the Valkan SAMs. The radar signatures of the men themselves would be virtually impossible to detect. However, the falling chutes would likely attract some attention, appearing as either spyplanes or some sort of paratrooper dropships. For this reason they were equipped with small motors and adjusted to glide away from the route the Ghosts would be using to pass between the hospital and the capitol building. At two hundred feet their final chutes kicked in, slowing them to a survivable landing velocity. They crashed into the roof of the Valkan hospital, hard but not too hard, and as far as they knew, totally undetected.

They then wasted no time in rappelling off the roof to the ground below. From there they began their silent rush to the capitol building, attempting to bypass any enemy patrols.

OOC3: This is your 3rd war with us. You have men in parachuting from space. What I'm getting at is this can't be a popular war amongst your citizens. It's expensive and what are your soldiers dying for in the citizens eyes? We aren't a threat to you or anyone else until you march on our soil.

Valksburg, Valkstadt
The city was on high alert. Bogies were spotted over Valkstadt and no bombs were dropped. There is a suspicion that the bogie was on a recon mission or it is an attempt on NPV officials and enemy troops could be on the ground. The NVSS are patrolling the streets and are guarding the Kânz and several other high ranking officials. They number at around 1 million men.

Meanwhile a story has been blowing around that a 12 year old Valkan soldier took out 5 enemy combatants and rescued one other all the while being shot in the leg and the shoulder. While some of this is story might be exaggerated Kânz Brunswick has called this boy to join him Valkburg. It is rumored that he will receive the Valkan Cross. Soldiers receiving this award must show bravery and honor in the field of battle. There have been a total of 19 1st Class Valkan Cross winners. 12 of them were received posthumously.

The Prime Minister Charles Whittin-Perks was speaking (privately) to his political advisor.

"If we do come to war, then will it be popular?" he asked.
"Oh yes, for several reasons. Firstly, you're upholding international treaties. Secondly, you're promoting democracy. Thirdly, we've already surveyed the country and it's a market for our goods. Fourthly, we won't be fighting the war on our own," he finished. He tried to think of some more reasons.
"I thought so," the Prime Minister responded. "Well, let's do a bit of promoting democracy then," he said, and signed the joint-memoranda-resolution that had just been passed by the Law Courts, the House of Lords, and the House of Commons:

The Government of the Imperial Commonwealth of the Kingdoms of Apraecia, Libraria, and Ausitoria, the United Kingdom of Libraria and Ausitoria, the United Kingdom of Apraecia and Ausitoria, the Duchy of Roshall, the Duchy of Guardaria, the Ausitorian Empire, the Librarian Empire, the Principality of Ausitoria, and the Principality of Apraecia, in accordance with all our sovereign powers, is still unable to find any evidence that Valkasdt is moving towards fully honouring its international treaties. We request and requires that Valkasdt does so promptly, and will continue to monitor the situation. If the present government is unable to do so, we hope that they will be prepared to face any consequences from the international community.

The Prime Minister appended a private note to the Valkstadt government.
This might possibly include installing a new and more democratic government, as is being attempted by a slightly more impulsive nation. The eyes of the international community are on you. We hope you will respond appropriately. Note that a full democracy may not be required.

I am slightly concerned about our safety. Zeiffelheim have been bombing Valksburg for days and though there may be a lull in the barrage we are sure it won't last.

If we can locate the conference outside Wotteinheim, I would thank you. Heidelburg seems to be a safe location for the moment.

As President BBJBS was reading his daily briefing on world affairs, his Minister of Defense entered his office.
"What is it?" the President asked, annoyed at the interruption.
"Mr. President, we have some rather... disturbing... footage from satellite surveillance near Lodz, in Valkstadt. Troops- not ours- are currently pushing towards the city, and... well, I guess you should see for yourself." He put a disk into the laptop he was carrying, placed it on the President's desk and rotated it towards him so that he could see.
The satellite imagery was very high quality, much better than they had had a few years ago. As it was from directly overhead, though, he couldn't quite tell what he was seeing. However, the designers of the satellite had planned for that, and it would automatically target the signals of any nearby cameras on the ground. He saw maybe a dozen men engaged in combat, and what looked like a... child?
And a child it was, no more than 12 or 13. "Well," said the President, "It appears we were right. Children engaged in military service." he quickly pulled up a list of World Assembly resolutions on his computer. "Which is in violation of resolution number... four. I think we're now more than justified in declaring war."
As the minister left the room, the President began composing his message.

OOC: That's a fair enough warning, but if I can make a gambit to take out your leadership why not do it? Cut off the head of the beast and all that. It's a perfectly viable option, particularly if I can make it work, and not only that, but even if I fail to assassinate any of your leaders I still managed to keep Hindenburg from attending that meeting simply through the fear of assassination, so that's a small victory in and of itself.

OOC: Honestly, the average citizens aren't much concerned with the war. The way our government works is that the government provides a military and police force. They protect the people of Zeiffelheim and in return the people are free to do as they please, so they generally let the military do as it pleases elsewhere. The Zeiffelheimian military has never enacted conscription, in fact it actually discourages enlistment. The idea being that we want only those who are absolutely dedicated to what they are fighting for. One of the strongest Zeiffelheimian ideals, particularly in the military, is honesty and integrity. The violation of the treaty was a personal affront to every member of the Zeiffelheimian military and government. In their eyes, the fact that the Valkan government lied is reason enough to go to war to depose them. i.e. The civilians don't really care and the military wants blood.

Lord Admiral Cyril Veight looked out towards the gray sea, from his high position in the command super structure of the aircraft carrier he could sea the vast fleet of dominion troop ships heading to aid the valkans. Compulsory conscription had mustered a million conscripts supported by 5000 tanks and 1000 MiG 15 aircraft. He smiled it would be long and hard and all of the dominion would hear the tears of thousands of grieving wives, but he would make the emperor proud "Speed up lads we will show those democrats some imperial steel for the Emperor. Kanz Brunswick delivers a message to the international community:
The Nationalist Federation of Valkstadt calls out to the international community. If a country has a problem with letting young boys fight why would you declare war and kill them? This young man's name is Fritz Miller he was today awarded the Valkan Cross 1st Class for his bravery beyond his years in the field of battle. He rescued a fellow soldier when he was shot in the throat. While saving this soldier Fritz was shot twice. After being shot his the two reamining soldiers told him to stay down and wait for help to arrive. Fritz refused to stop fighting and held off the enemy combatants until reinforcements came and got the men out of there. Today the NFV praises this young man for his bravery but this celebration will be short lived. Trying to stop a nation from using boys in battle will not be achieved by killing them. I welcome the leaders of Yorkopolis, the Cookish States, the Integrated States, the Blackhelm Confederacy and New Othman to join me in the capitol, Valksburg after my meeting with President Wands of Glasgia in Heidelburg. We will discuss how each nation will play a role in this war be it through men or supplies all help is welcome. Thank you for listening.

Emperor Christopher Septim III arrived in Valkan wearing his finest cloak of office, after finishing reading some diplomatic dossiers and the progress of Lord Admiral Cyril's battle fleet. Lord Cyril was a personal friend of his, both being educated together in the Imperial City. He stepped out of his personal jet flanked by his wife Kathrine Septim and his personal bodyguards, the hammers dressed imposingly in black Kevlar body armor with the insignia of a human skull crushed by a war-hammer they were armed with the experimental Imperial Assault Weapon the IAW. A few minutes of talking to his wife and the Grand Master of the Hammers Lord Blunt-pen (so called because he killed an assassin threatening the Emperor with a ball point pen). A black SUV with a dominion flag hanging regally from the bonnet pulled up the Emperor and his retainer got in.

He poured himself a brandy and drove to the finest 5* hotel in Valksburg. After dining on the finest meat and drinking his favorite brandy. He went up to the Presidential Suite to relax, watch TV and discuss security with his Hammers. He looked forward to meeting the Valkan government and discussing the battle plan. He was so proud of the soldiers, sailors and airmen of the Imperial Guard, this was indeed a good time to be alive. He polished his bejeweled and gold plated revolver and looked forward to leading his guard to victory.

"This is utterly ridiculous," Emperor Alexander Whittingnet said to the Cabinet. "If we go to war to enforce Valkstadt's international treaties to support democracy we will be fighting alongside a Communist dictatorship."
The Prime Minister, followed closely by everyone else, nodded. "What a tangled web we weave," he commented.
"And we might end up replacing the present dictatorship is another dictatorship," he added.
"We'd advise caution," the Emperor responded, and there was a general murmur of assent, and they drafted a new communique, based on legal advise from the Supreme Court:

The Imperial Commonwealth has nothing against nations hiring young boys for fighting per say, but we strongly object to nations doing so when they are WA members and are required by international law to refrain from doing so. That makes a second treaty that Valkstadt is not abiding with. If a country (like Valkstadt) has problems with other countries having a problem with letting young boys fight and subsequently kill those boys why does that country (like Valkstadt) not abide by its international treaties? If such a country (like Valkstadt) can't, why can't they face the consequences of their irresponsibility?

We continue to request and require that Valkstadt honours its treaties.

OOC: I haven't heard of a WA resolution that prevents me from allowing one 12 year old who happens be the son of a high ranking NPV official to fight. I am not conscripting children I am only using this one a a test to see the effects of what the Kânz Youth would do to a young man.

OOC: I am not conscripting minors though. It was one boy. It does not help though that more countries are declaring war. At some point I will have to scrape the bottom of the barrel. I don't think it is your job you inforce the treaty that I broke. It is between me and Zeiffelheim. I think that you might find it helpful that the last we had a crisis like this a similar communist nation invaded to establish a puppet state. I also believe that no part of the Zeiffelheim treaty was broken. First it is our right as a country to defend ourselves. So we should not be invaded for storing arms. Secondly is our government not democratic? The people support the NPV! If we are defeated and the winning side instills a democratic government then we will be elected again. The best way out is for all countries to leave us to solve our own problems.

Official word from the Chancellor...

The Cookish States hereby condemns any violent action against the Valkish people. We will seek legal and a possible military intervention if all forces other than our own do not cease and desist completely. The Cookish States stands as the only nation devoted to the well being of the Valkish ever since after the first war, we will stand by those who have shed blood alongside us, and will not stand for you imperialist animals looking to draw more. Has Valkstadt not bled enough? Are they not adequately punished by their wartorn nation and people? Surely, you all call yourselves men, be civil or we will seek a more involved presence in the nation!

Lord Cyril was still on his air craft carrier 'The Wrath of the Septims' reading dossiers on the likelihood of war with other nations due to the unfair and false claims of child conscription. When a young naval officer ran into the bridge "sir are radar says land is near by but we wanted to get your conformation before we prep for landing." Lord Cyril after typing some things into the CCC (central command console) turned around "Thank you lieutenant get your troops ready."

He then turned to the CCC and activated the fleet wide radio channel "ATTENTION ATTENTION THIS IS NOT A DRILL ALL CONSCRIPTS REPORT TO LANDING STATIONS, I WANT 100 MiGs IN THE AIR ALL PILOTS TO YOUR PLANES."

"RULES OF ENGAGEMENT ARE SIMPLE WE LAND AND WE WAIT FOR ORDERS FROM THE EMPEROR AND THE VALKAN GOVERNMENT, DO NOT ATTACK ENEMY POSITIONS BUT IF THEY WANT TO DIE SHOW THEM WHAT A MILLION CONSCRIPTS WITH 5000 MBT'S FEELS LIKE."

Lord Cyril sent several battle ships to attack Vorshka landing craft but there current status is unknown.
