The Colonial Crisis

IC Situation:
Kalumba and all her neighbouring territories have been independent for almost 50 years, yet still depend heavily on their founder nations for trade and defence. But as the hold of the colonials weakens old feuds resurface and war looms on the horizon. Most nations are now led by democratic governments of all races, but some retain minority rule and others have been seized by military dictators. One spark could bring the entire region to war, and no one is willing to back down.

Relations are still strained from the last major war in which colonies were won and lost. The peace which this war brought about has left a legacy of de-militarised zones and fortified borders. Once considered defunct, but with full independence looming, governments pour money into securing their frontiers.

With animosity between nations and a large number of insurgent groups, most nations play an active role in subverting their enemies. Covertly and overtly. Some nations train and equip guerrillas and others send soldiers across borders to raid and destroy. Whatever the reason, war is looming and now it is your turn to choose the destiny of your colony…


OOC Information:
Think Africa in the 50s and 60s, as the Europeans hand back their colonies and bitter local wars are waged. But in this RP the colonials have handed back their colonies very slowly and still retain a measure of control, so will provide a degree of military aid and will also step in to stop any conflict turning into a major war.

However you can reject your colonial master and act as you wish, so a major war can still happen. But if you do so you will suffer heavily economically and will suffer from shortages and have to prevent a revolt from your people.

However I would appreciate it if you tried to stick to your nations role in ‘The War’ (see below) and the subsequent consequences. Si try not to act as though ‘The War’ did not affect your nation or your foreign relations and try and keep your alliances and trade realistic to the scenario.

I think there should be five basic forms of governments your nation should follow:

1. Military Dictatorship: After the colonials left a coup occurred and the Army seized power. If you choose this you will have a strong economy and military, but not a huge degree of support from your colonial master. Also you will have an insurgency in your nation.
2. Communist Rule: Idealistic communist state or Soviet Union style. Strong support from the majority of the population and a strong Army. Economy moderately powerful but a degree of corruption. Little or no support from the former colonial power.
3. Parliamentary Democracy: Probably part-settler, majority native run. Moderate strength Army and economy, but good backing from colonial master. Will suffer a minor insurgency and opposition from disaffected groups; settler or native.
4. Tribal Government: Thrown off the colonial yoke and returned to the ways before the settlers came. No economy but a decent military. Completely cut off from colonial power and little or no interaction with other states. People happy but ripe to be exploited by others.
5. Minority Government: Settlers still hold onto power. Small but powerful military and strong economy. However little backing from colonial master and will suffer insurgency and the probability of a civil war.

But if you can think of a different form for your nation than feel free to use that.

Populations: I think a maximum of 25 million per nation, except nation 3 who can have up to 40 million, and no more than 10% of those being settlers. Ethnic groups can be hugely varied and interact however you wish being friendly or openly hostile.

Technology: I think 1990’s technology is appropriate as the colonies will not have the money to acquire the latest technology fro their armies and industrial complexes. Small amounts of modern technology can be used but keep it within reason. There will be no nuclear weapons or any form of WMD.

RP Style: Diplomacy will be key in this RP as the new nations try to find their feet and gain a dominant position in the region. Wars will be small and localised and will be more border clashes than full-scale invasions for the early part of the RP. But after a moderate period war will become more and more unavoidable and will eventually break out.

Brief History of your Colony: Please detail the history of the Colony, it’s history under colonial rule, it’s independence, it’s relations with other nations in the region. Also include your colonies racial relations.

As you can clearly see there are 11 nations drawn onto the map, and 10 available to RP. You can claim any of them, bar Kalumba, and if only part of your nation is drawn you can choose to draw the rest yourself or just imply what else is in your nation. You can completely choose the terrain and wildlife of your nation, as long as it is realistic and I would prefer if you kept it African-ish wildlife for simplicity. Here is a basic description of a few nations’ dispositions and history since ‘The War’:

1: As an island nation will be relatively secure from attack, but will be very reliant on other nations for trade so could become isolated quickly. Stayed out of ‘The War’ but suffered heavy shipping losses when Kalumba vessels prevented trade with the mainland as they were supplying arms to nations 5 and 6. Trade suffered and they will have to rebuild their merchant fleet. Very secure government with minimal dissent. Small oil deposits and self-sufficient agriculture. Little industry but a powerful shipbuilding sector, the main maritime trade power.

2: Separate from the rest of the region by the sea will not be under any threat and could become a major trading nation with access to another regions resources. Played no role in ‘The War’ but lost some shipping to Kalumban Naval forces. Still trades with all nations. Secure government, little or no dissent. Huge agricultural sector and strong fishing sector. Eboinland

3: Probably the regional power, being exceedingly large and having access to the sea. Entered ‘The War’ when nations 5 and 6 invaded nation 4 to assault the final Kalumban redoubt. Drove their armies back, liberating Kalumba, and re-establishing peace in the region. Close ties to a Kalumba and established the current DMZs in the region, and enforces them strongly. Suffers some dissent from within supported strongly from without, especially by nations 5 and 6. Practically self-sufficient in all it’s needs, including oil and agriculture. Industry is the strongest in the region. Southern Cynocephali

4: Very small, will probably suffer aggression so will have to form alliances with others or rely heavily on it’s colonial master for support. Tried to remain neutral in ‘The War’ and did so until nations 5 and 6 invaded to try and capture what remained of free Kalumba. This brought nation 3 into the war and ended it. Has close ties to nation 3 and some ties to Kalumba. The government appears secure but there is popular unrest and all sides are bank-rolling politicians in hope of gaining valuable mineral concessions as the nation holds a great deal of natural resources. 5. Instigated ‘The War’ alongside nation 6 and they retain close ties. Began the war by invading Kalumba to gain access to the sea. When they reached a stalemate they invaded nation 4 to try and defeat the final Kalumban resistance but were defeated by nation 3. Not popular in the region but very popular with their people, only very minor dissent. Little industry or agriculture but the nations overwhelming supplier of oil. Nalaya

6. Started ‘The War’ alongside nation 5 and maintains close diplomatic and military links. Not popular but a huge agricultural power so forces trade with others, even Kalumba. The government is popular but many people would like to see a change in leadership and a less close relationship with nation 5. Guerrilla insurgency covertly supported by Kalumba and other states. 7: Very long borders, so very exposed to attack. But coastline will provide important trade. Joined nations 5 and 6 in ‘The War’ in hope of gaining the large seaport of Muzera in Kalumba. Kalumba forces kept Muzera in their hands and held back 7’s forces. Government unpopular but very popular with the army who crack down on any dissent extremely hard. Self-sufficient in all but oil.

8. Started ‘The War’ as a Kalumban ally but when nation 7 declared war on Kalumba they ceased all involvement. Mainly a desert nation it relied on the sea for most of it’s imports, being rich from large gold and silver mines in the desert south. Due to Kalumba’s naval dominance lost all sea trade and the majority of it’s fleet in ‘The War’. Government now looks to 5and 6 as allies but the people sea Kalumba as the ally. Dissent is common but no real signs of a revolt. Yanitza Accepted

9. An empty nation when it comes to resources but still rich from the huge timber resources available, while not top quality it is cheap and needed the region over. A staunch ally of Kalumba before ‘The War’ decided victory lay in peace and tried to negotiate with both sides. Government is popular but nations 5 and 6 pay for a small insurgency to try and turn the nation to their side.

10: Could be big or small, either a powerhouse or a target. Played no role in ‘The War’ and has little of value to export, but does not require much in import. Could become important in the region or merely an interested spectator to affairs. Livensola

When you add to the map you can also include up too 50% of your border as a fortified zone and can also include a de-militarised zone. Please do add your Capital and a few major cities onto the map. It is all done on MS Paint so shouldn’t be a major issue. Feel free to add rivers and mountains, but within reason so no perfect lines of defence formed by nature.

I hope that these scenarios will provide you with an interesting colony to RP and keep the whole RP realistic.


‘The War’
The war happened in 1981 when nations 5 and 6 invaded Kalumba in an attempt to seize control of the best ports in the region and the large diamond mines in Kalumba. Border clashes had been common for many years and when a Kalumban patrol crossed the border in pursuit of poachers and were drawn into a gun battle with nation 5’s security forces, nations 5 and 6 used this as an excuse to invade Kalumba. The small Kalumban Army was overwhelmed before an appropriate response could be acted out. Kalumban forces were driven back across the Bilto River and the Bechuane River into a redoubt formed on the banks of the Bechuane and around GwaBulawayo (Bulawayo) the regional capital. Also a small area of land around the port of Muzera was still in Kalumban hands. Nation 7 had also invaded Kalumba to try and gain Muzera but failed to breach the defences in place.

Meanwhile nation 8 ignored her alliance with Kalumba to try and gain from the war and nation 1 began to trade heavily with nations 5, 6 and 7 so the powerful Kalumban Navy began to launch unrestricted sinking’s of vessels in Kalumba pre-war waters. The war dragged on like this for two years before nations 5 and 6 decided on a plan to end the war. Their troops massed on the border of nation 4 and stormed across into the heart of free Kalumba. However in Kalumba’s bleakest hour nation 3 decided that nation 5 and 6 were becoming two powerful and invaded on the pretence of defending nation 4’s neutrality. Their superior army drove the invaders out of Kalumba but did not go on to conquer the aggressors. Instead they enforced a peace treaty and installed de-militarized zones around the borders of Kalumba and nation 4. They also prevented nations 5 and 6 from building military fortifications.

Neither side came out of the war too badly off, as the powerful Kalumban Navy survived and the sea ports were still intact. Nation 5 and 6 only suffered minor attacks on their home soil and lost little more than face. However neither side came out of the conflict with much credit. The Kalumban Army had been soundly defeated and she was criticised for her policy of sinking any merchant vessel in Kalumban waters or approaching the coast of nation 7. Nations 5 and 6 were condemned for their aggressive actions and have been mistrusted ever since.

With almost 30 years gone since the end of ‘The War’ the sabre-rattling has begun again and the old alliances resurface and any chance to score off a rival is snatched at and a repeat of ‘The War’ seems inevitable.

Basically this RP will allow you to take a country with an established history and claim it as your colony. There is a basic storyline in place but it can go anywhere. I hope by offering you a choice of nations you can RP without fear for your 'real' nation so take those risks you normally wouldn't.

This will be my first OP RP, so would appreciate any advice anyone can offer and improvements to the scenario for the RP. Thanks.

I am Kalumba's colonial parent nation, so I will be RPing somewhat differently from other players. I have Kalumba's approval to participate in this capacity.

Nation Name: The Commonwealth of Norvenia.

Government Style: Representative democracy. Since the 1930s, the Christian Socialist party has been politically dominant, but this is due to popular support rather than corruption or dictatorship.

Colonial Master: Heh. I am the colonial master!

Military Size (To keep from unbalancing the RP, I will be deploying at most two fleets and 30,000 troops, unless someone mounts a direct attack on Norvenia. As a large post-industrial nation, Norvenia will, however, have access to the best modern equipment - mostly US-made, due to a longstanding alliance. The following figures are given for the maximum number of troops which might be deployed, barring a direct attack on Norvenia.): Army: 20,000 troops. Navy: 10,000 troops (includes carrier air wings). Service rifle: SCAR-H, with variants serving squad support and designated marskman roles. Armored Vehicles: 200 M1A2 Abrams Main Battle Tanks, 500 Puma Infantry Fighting Vehicles, 1000 armored Humvees. Naval Vessels: Third and Seventh Fleets of the Norvenian Navy: 2 Nimitz-class aircraft carriers, 4 Michael-class battleships (Norvenian-made, see me for details), 10 Arleigh Burke-class guided missile destroyers; all are somewhat modified to use the Norvenian Azrel-class satellite-guided cruise missile (plus troopships for the Army). Airwing (attached to the two aircraft carriers): 60 F/A-18E/F Super Hornets, 80 UH-1Y Venom helicopters, 10 Sea King helicopters, 15 Apache helicopters, 15 Chinook helicopters.

Brief History of your Colony:
Settled from 1815 to 1835 by Puritans, Quakers, and Anglicans from the early United States who left to create a more just and godly society. Engaged in bloody and protracted wars with the aboriginal inhabitants of Norvenia from 1815 to 1910. The Norvenian Reformed Apostolic Church, a fusion of Puritanism, Quakerism, and Anglicanism, was established in 1820. Norvenia was religiously ruled by the Kirk, a kind of decentralized direct democracy in which all adult members of the Norvenian Reformed Apostolic Church voted on all issues, until 1867. In 1867, the Kirk passed a constitutional referendum to dissolve itself and set up a secular representative democracy based on that used in the United States.

By 1880 the coastal plain and the Basin of Astor were solidly in the hands of the Norvenian settlers, while the aborigines were forced into the mountains and the offshore islands. With their control over the country clearly assured, Norvenia found itself a rapidly growing economic powerhouse, courtesy of rich farmland, untouched forests, and fabulous mineral reserves in the mountains. The population exploded, and many Norvenians began to look abroad for their future, beginning a period of colonization that would see much of the Pacific - most notably Kalumba - brought under Norvenian control. Economic and diplomatic ties with the United States sprang up and soon became very strong, and the coastal plain became the site of intensive agriculture and mass-production industry, especially around Zion City.

In World War One, Norvenia took no part. Shortly afterwards, however, a brief but vicious war with Japan broke out from 1920 to 1922, called the Empire War. Norvenia successfully defended its overseas possessions in the Pacific, but the confrontation with Japan ended any further Norvenian expansion.

The Great Depression hit Norvenia especially badly because of its close ties to the United States. Unemployment soared, a savage drought left farmers desperate for aid, and spontaneous revolts broke out in many of Norvenia's Pacific possessions. In response to this crisis, the Norvenian people elected James Edwards as Chancellor. Edwards was a Norvenian Reformed Apostolic bishop who had been a prominant leader in the early Norvenian labor union movement. He pioneered the ideals of Christian Socialism that would guide Norvenia from that time forward. Edwards used government regulation, public works projects, and reform legislation to rebuild the Norvenian economy, winning public support for his radical proposals with a potent rhetoric of self-sacrifice and love for one's neighbor whose deep Christian roots struck a chord with Norvenians, calling upon them to remember and honor their nation's origins. As a result, the Norvenian economy recovered faster than any other on earth, reaching pre-Depression levels by 1937.

In 1941, hours after the attack on Pearl Harbor, Japan launched a full-scale invasion of Norvenia, destroying the Norvenian First and Fifth Fleets, bombing Salem, Calvin, and Point Brotherhood almost to destruction, and landing fifty thousand soldiers on the eastern coast of Norvenia. Norvenian troops withdrew to the mountains and held them against all odds for almost a year. Frustrated by their inability to storm the passes, the Japanese attempted to march around the northern end of the island instead. But they were caught in the trackless depths of the Great North Wood in the killing cold of the Norvenian winter, and Norvenian forces smashed them to pieces in carefully prepared ambushes. From mid-1943 to 1945, Norvenian troops began their own island-hopping campaign across the North Pacific to invade Japan from the north. But before this plan could be completed, the United States dropped the atomic bomb on Hiroshima and Nagasaki and Japan surrendered.

After the war, James Edwards' Christian Socialist Party began a dedicated campaign to call Norvenia back to its moral and religious roots. Large corporations were nationalized, broken up, or strictly regulated; small businesses received financial support. One of the world's first single-payer public health care systems was created; welfare programs assured every citizen "three meals a day, a house, a doctor, and a job."

But the Christian Socialists' efforts to regulate public morality were undercut by the increasingly liberal attitudes of the Norvenian Reformed Apostolic Church itself, which in 1955 voiced its approval of homosexual relationships and began consecrating gay marraiges. The government's political liberalism and the Church's social liberalism meant that the unrest of the 1960s never really touched Norvenia; the country was already mostly as student activists wished it was.

Throughout the Cold War, Norvenia supported the US, its oldest ally, against the Soviet Union; it even dispatched a contingent of troops to Vietnam. But its strong Socialist leaning made it a natural go-between for the Great Powers, and many US-Soviet summits were held in Astor-of-Stone.

From the 1950s to the 1970s, the Christian Socialist government granted independance to most of Norvenia's overseas possessions - including Kalumba - on the grounds that it was unjust and unchristian to hold other peoples subject. This prompted a major reevaluation of Norvenian history, which concluded that from 1880 to 1930 the nation had lost sight of the religious ideals on which it had been founded, becoming just another imperial power rather than a model of Christian charity.

In the 1970s, Norvenia relaxed its immigration policies and witnessed a flood of immigrants from East and Southeast Asia, meaningfully altering the cultural and ethnic makeup of the country.

In the 1980s, it became clear that while Christian Socialist rule had helped most Norvenians, it had also stagnated the Norvenian economy, and the center-right Prosperity Party became increasingly powerful - at one point it controlled both the Assembly and the Chancellorship for a period of four years. But the Prosperity Party's efforts to roll back the Christian Socialists' welfare programs angered the many who depended on them. In 1992, the Norvenian public handed the Christian Socialists a stunning victory, and they have remained the dominant - though not unchallenged - force in Norvenian politics ever since.

In 2011, Chancellor Gwillem Thomas's Christian Socialist administration announced the adoption of the O'Donnel Doctrine, which denies the sovereignty of any government that violates human rights and permits foreign intervention in such nations. This immediately caused military intervention in Aryas regime - with unclear results - and a still-ongoing peacekeeping mission in Sremski Okrug. This suggests that in the future, in order to uphold its most important values, Norvenia will have to become an ever-stronger military power, both in the northern Pacific region and in the world at large.

In August 2011, the Commonwealth of Norvenia signed an alliance with the Armed Republic of Aquitayne. This treaty was immediately put to the test with the invasion of Aquitayne by the Powerful Collective of Underium. Norvenian military forces - especially naval forces from the Tenth Fleet - played an important role in winning the Battle of the Tyras Strait. But then Underium launched a stealth bomber attack that slipped through Norvenian air defenses and dropped massive quantities of very lethal Sarin gas on Zion City, killing more than a million Norvenians, overwhelmingly civilians. The attack, later known as "Death Saturday," was a massive cultural trauma for Norvenia. Almost all Norvenians lost a friend or a loved one; one in every 150 Norvenians was killed. The stories of tragedy and heroism from that day still resound with Norvenians everywhere. The Norvenian response was a flood of volunteers that created a fifteen-million strong reserve army - fully ten percent of the Norvenian population. The Norvenian government began all-out air bombardment of Underium, and launched nuclear missiles against key Underian targets - the only time in Norvenian history when weapons of mass destruction have been used in wartime. This, and the pressure of the many other allies of Norvenia and Aquitayne, led to the unconditional surrender of the Powerful Collective of Underium, and the end of one of the costliest and yet briefest conflicts in Norvenian history. Bloody but unbowed, Norvenia looks to the future in hope, still confident that its vision of truth and justice can be sustained in an unjust world.

Brief History of your Colony: Originally settled by Hurtut tribesman, who created a basic society. They were invaded, and became a subject people to Luwayo tribeman. For the next four hundred years, the Luwayo stayed put. However, soon white Britannians began entering, to exploit mineral resources. They put down savage Luwayo revolts, with the help of the Hurtut tribemen. Brittania released the colony in 1952, on the condition that after twelve years power be handed over to the natives. Citing ethnic tensions, the government refused to let go of power. Britannia aboandened them,

Brief History of your Colony:

Founded in 1890 by a pioneer column from Norvenia, Kalumba quickly became a rich and happy colony. With large diamond mines and the best sea ports in the region it also became a target for other colonial powers. Thankfully the natives were friendly and co-operative and fought alongside Norvenian settlers to forge the nation as we know it today.

For three years the colony was known as The Norvenian Overseas Territory, but the settlers were already growing independence minded and wanted a name rather than a land deed. Before the arrival of the settlers the native Uhali tribe had called their land Ubomo and the native Hita called the land Bechuane. To avoid causing a civil war the settlers chose a word from the native language. The word meant homestead, the word was; Kalumba.

From then on the settlers pushed for more independence and in 1921 were granted a degree of home rule and began to push for full independence. While the natives were always well treated they could not vote and Kalumba was told she could not have independence without a degree of majority rule. So the Council of The Chiefs, or The Circle of Fire, was established. All grievances of the native population were fed up from the lowest chief to the highest one and past onto the government.

This also led to the first outbreak of civil unrest as Hita tribesmen attacked Uhali. The Hita were a sizeable minority of about 3 million, while there were 8 million Uhali and 3 million other tribes and settlers. The Hita thought their grievances were being ignored by the Uhali head chief, who was spokesman for The Circle of Fire. The Hita who were herders felt that the new reservation laws were inhibiting their access to traditional grazing lands so rebelled against the Uhali and the settlers. They were repressed brutally and have harboured resent against Kalumba ever since, although a good many still loyally serve in the Army. However some formed the Bechuane Army of People’s Liberation (BAPL) a terrorist organisation fighting for a communist Kalumba under sole Hita control.

In 1953 Kalumba was granted full independence and in 1962 BAPL declared all out war on Kalumba and a terrible insurgency ensued. The all settler Kalumban Light Infantry and the all native Kalumban Native Rifles fought together against the terrorists and inflicted heavy loses over the next twenty years. In 1976 all natives were given the vote, and the insurgency slowed as the political arm of BAPL tried to win seats. They were overwhelmingly rejected and returned to their terrorist activities. When ‘The War’ broke out they aided enemy forces in capturing the entire south east of Kalumba, apart from the port of Muzera.

‘The War’ was the darkest period in Kalumban history as almost the entire nation was occupied. Great atrocities were carried out by Hita insurgents who were given government roles in the enemy held territory. When all seemed lost the superpower in the north drove enemy forces from Kalumba and since then the Army has focused on building new defences and opposing enemy nations covertly.

President Victor Omeru, the first non-settler leader of the Kalumban Front party, has recently replaced Ian Smith who has retired to care for his seriously ill wife. Omeru is a well known agitator and is seen by Liberal commentators as a risk to regional security having adopted a very bellicose attitude to the old enemies from ‘The War’. Under his leadership cross border raids on BAPL insurgents have increased and relations have soured. His domestic focus has been solely on improving the strength of the Armed Forces and as such the SA80 is being phased in as the new service rifle and the Navy is being greatly strengthened.

Just as a guideline, i would prefer if all the warfare RPing tried to adhere to the basic guidelines set down here: viewtopic.php?f=5&t=69551

Also i will introduce certain natural events like monsoons, tsunamis etc which will affect all nations. Either directly like a tsunami wiping out large coastal areas or indirectly like reducing troop mobility or lowering import levels as severe weather prevents their movement from their home country.

As i should have pointed out in the OP this is set on Earth and will have the same history, but on a large fictional island off the west coast of southern Africa. However i don't want people RPing an alliance with the USA and they come in and nuke everyone else, just trade agreements and maybe a small amount of covert support.

Brief History of your Colony:
Newdaria was colonized in 1567 as King Franz D'Eboin III's personal Island. It's tall coastal mountains and low rolling inland hills make it a natural fortress against nature and armies. In 1794 the colony passed the to government from the then king Hans D'Eboin XVI. Since then it has been ruled peacefully by the white population, the natives living peacefull lives as farmers. However, Communist revolutionaries in exile from the motherland have spread the seeds of rebellion, and the native Soaheli peoples are muttering against their rulers.

Brief History of your Colony: The Area that was to become The United Republics of Mdumba was originally under the control of the kuma kingdom which dominated much of the modern states area. Made up primarily of the Ngundi people, the Kingdom also had a large minority of Barberki which had been subjugated earlier.

During the late 15th and 16th centuries, Yanitzan explorers and Mercenaries, hungry diamonds and wealth, subjugated the kingdom and crated the Viceroyalty of New Epirusia, with the capital at Stavnograd. Under the first rule of the Yanitzans, Many colonists were brought into the land and caused great social unrest with the dominant Kuma.
Despite having superior numbers and well trained soldiers, the Kuma were no katch for European guns which decimated the kingdoms. In an effort to bring extract more gold from the South, thr

Yanitzans created a new underclass of imported Kayombo slaves.
When Yanitza was conquered in the latter 16th century, many of the Yanitzan colonists fled the colony to home. The Viceroyalty was quickly toppled and the area was turned into a bloodbath of fighting between the Ngundi successor states, as well as the Barberki and Kayombo people who fought for survival.

In the mid 18th century, the nomadic Hemero invaded from the south and easily overwhelmed the locals. A nomadic tribe, the easily swept through the budding kingdoms and established themselves as the dominant group,

In 1875, Sir Roman Giorgovic and force of 500 Yanitzan soldiers landed on the beaches of Stavnograd, to reclaim the area for the new Vatsardom, seeking to expand. When they found the area in such a mess, with mix of diplomacy and force, the country was brought back into the Yanitzan fold. The settler population however was unable to get past 10% because many Yanitzans were uninterested in migrating. During the second colonial period, the first Ethnic division lines began to appear as the Western overseers tried to organise the country into easily manageable groups.

During the early 20th century, various conflicts and local wars caused a great strain on the Yanitzan Economy, making it increasingly hard to support the colony. Increasing demands for independence were met in 1952, when the Vatsar formally declared the United Republics of Mdumba independent(name taken from the mountain range which crosses the nation). 5 republic were created on roughly ethnic lines for the 5 major groups

The new nation imediantly faced problems of government quagmire and famine. Not to mention ethnic violence that was happening in the states where a population was misplaced. The only reason there was no coup was because the army was just as divided.

Things improved in the 60s and 70s with an economy beginning to blossom from foreign trade and the beginnings of racial harmony. This was all shattered in the great war. Initially entering on the side on the Kalumban side, while Mdumban soldiers were competent, language barriers created large obstacles for military campaigning. When Nation 7 invaded, The United Republics began to withdraw, deciding the conflict was getting to out of hand.

This led to much of merchant fleet to be destroyed in the process. This led to crash of the economy and large famine and malnutrition from a lack of supplies. During the 90s many Nationalist organisations began to take root and ethnic violence began to intensify, leading many to wonder at the future of the country.

Lycaon was founded in 1899 by a colonial mission from The Isles of Cynocephali, as the decades of war between Northern and Southern Cynocephali caused many to leave the islands in search of better opportunities. The area was named Lycaon by the initial colonists, after the wild dogs that once roamed the area in such numbers they caused issues for the first settlers; the dogs have been largely driven away from the larger settlements, but the animals are still found to the east of the Lake Siwi/Meringa area, and are especially prevalent to the east of the Lycaoni Dividing Range. Originally administered by Northern Cynocephali, the colony was handed over to Southern Cynocephali as part of the treaty which ended the 3rd Cynoceph War in 1951. Excess military supplies from the Cynoceph Wars quickly found themselves in Lycaon to support the colonials in an increasingly tense region.

Lycaon was granted independence in 1993, and was divided into three provinces in 1994, Shlefa, Taféa, Torfa, split largely along ethnic lines of the native tribes by the same names. Provinces are autonomous units with their own popularly elected local parliaments known officially as provincial councils. They collect local taxes and make by-laws. They are headed by a chairman elected from among the members of the local parliaments. Their executive arm consists of a provincial government headed by an executive officer who is appointed by the Prime Minister with the advice of the minister of local government. The provincial government is usually formed by the party that has the majority in the provincial council and, like the national government, is advised in Lycaoni culture and language by the local council of chiefs. The provincial president is constitutionally a member of the electoral college that elects the President of Lycaon. The provinces are in turn divided into municipalities headed by a council and a mayor elected from among the members of the council.

Lycaon is a parliamentary democracy with a written constitution, which declares that the head of state "shall be known as the President and shall symbolise the unity of the nation." The powers of the President of Lycaon, who is elected for a 5-year term by a two-thirds majority of an electoral college, are primarily ceremonial. The electoral college consists of members of Parliament and the presidents of Regional Councils. The President may be removed by the electoral college for gross misconduct or incapacity. The Prime Minister, who is the head of government, is elected by a majority vote of a three-fourths quorum of the Parliament. The prime minister, in turn, appoints the Council of Ministers, whose number may not exceed a quarter of the number of parliamentary representatives. The prime minister and the Council of Ministers constitute the executive government.

The Parliament of Lycaon is unicameral and has 54 members, who are elected by popular vote every four years unless earlier dissolved by a majority vote of a three-quarters quorum or by a directive from the President on the advice of the Prime Minister. The national Council of Chiefs, elected by district councils of chiefs, advises the government on all matters concerning Lycaoni culture and language.

Besides national authorities and figures, Lycaon also has high-placed people at the village level. Chiefs were and are still the leading figures on village level. It has been reported that even politicians need to oblige them. One becomes such a figure by holding a number of lavish feasts (each feast allowing them a higher ceremonial grade) or alternatively through inheritance.

The Supreme Court consists of a chief justice and up to three other judges, while the Magistrate courts handle most routine legal matters. The legal system is based on Cynoceph law. The constitution also provides for the establishment of village or tribal courts presided over by chiefs to deal with questions of customary law.

Military
The war saw Lycaon rise to the occasion and retain the established status quo of the region, assisting her long time trade partners to the south, Kalumba. In the years since, the reduction of military spending in Southern Cynocephali has affected Lycaon, who find less equipment and less funding coming from their colonial masters. In the years since the peace they have withdrawn largely from their peacekeeping roles and have been concentrating on stabilising internal peace between ethnic groups which has begun to flare up. In particular, the Torfa tribe have never forgiven the government for the war. They see the government as a puppet of their colonial masters and identify with tribes across the borders (in nations 5 and 6) and to this day still blame the government for spilling their brothers blood in the war.
A small number of military personnel are Cynoceph born and on long term assignments from the SCDF - this is particularly true of many naval officers and all the naval vessels, which are on loan from the government of Southern Cynocephali.

People
The current diversity of Lycaon is Shlefa 42.4%, Taféa 32.5%, Torfa 17.5%, Cynoceph 7.6%. Despite all tribes possessing a relatively balanced make up upon independence, the location of the Shlefa province, and her people, has allowed the Shlefa ethnic group to grow rapidly. As a result of access to better food and healthcare the Shlefa have grown to dominate the political and cultural landscape, much to the anger of the Torfa who claim they are really 'white Lycaoni' and assisting the white minority in maintaining a hold on the nation. The Torfa occupy the eastern regions of the nation, past the ranges near Parapara. They are a fiercely traditional people who largely wish to see colonial influence completely abolished and since independence there have been a few isolated incidents of attacks by Torfa on colonial citizens. The Torfa are over-represented in the military, making up 30% of the total forces despite their relatively smaller numbers. The Taféa occupy the central regions around Lake Siwi, which is the main food basket of the nation. Whilst people are largely confined to their ethnic areas, the onset of modern technology has seen some population migration, especially to the western cities such as the capital. Descendants of the colonial settlers tend to be involved in industry and business, especially in the capital city, and a number of Cynoceph citizens have moved to the nation (either short term or long term) to work in the Lycaon military (mainly as naval officers and pilots) and government (advisors and unelected heads of govt. departments/public service).
Her neighbours (and opponents in the war) have reportedly been fostering unrest especially among the Torfa. A suggestion in parliament that the province of Torfa would secede and become independent is reported to have been suggested by a foreign influence, which may have established close relations with the tribes along the border.

Foreign Relations
Southern Cynocephali has had a long history of trade, and the government realised the importance of trade for regional security in the aftermath of the war. The administrative government of the day initiated trading programs with the neighbours of the nation, in an attempt to re-normalise relations and ensure peace. Of course, the industrial power of Lycaon was also a factor, as the cease of trade during the conflict had not left the local economy unscathed. Lycaon currently trades heavily with Kalumba and particularly in oil and agricultural products.
