But if someone from way back when, when Sovietyeto left, would kindly tell me if his claims were taken by someone else or not, it'd be appreciated.

The worlds are all claimed. If you desperately want to join, a Mercenary group, religious faction, rebel alliance, etc would be the best way to go.
