The Typhon system. Jewel of the Empire, The Cultural Capital, all were unoffical titles bestowed upon the rich and cultured system. Orbiting the system's star was Terridan, the system's only planet. The Planet was a clean and beautiful world, with vast azure oceans sretching around the lush green landmasses and golden deserts, all topped by a pristine white circle of glaciers. Among these stretches of lands, small spots of silvery steel sprout up as cities while thin lines crisscrossed the whole world, the highways etched into the landscape. The world of the Empire moved wth the land and seas, as the roads moved around the natural formations and the cities were built among the beauty of a harmony between urban and rural. Colonized first beyond the Karaigian system, Terridan had risen from a modest colony supplying food and ores to a juggernaut of economy, policy, and technology. The planet was as a major seat in the Empire, and always had something interesting in the news. It seemed one day that Terridan would father a cure to a disease, and the next it would have constructed a monument of great magnitude. Indeed, Terridan was a testament that human innovation was still present in the ever expanding universe.

The Capital of Terridan was Terris, a picturesque city standing on the southern continent of Sheranix. The city's massive skyscapers and towers stabbed at the sky, modern megaliths so to speak, with the smaller towers having two hundred floors. Situated by the coast, the City stretched along the coast, boasting massive harbours, beaches, and at least a quarter of the city was built directly on the water. On the water were massive man made islands which held the nexus of the city, the Administration district, undoubtebly the most architextural center of the city. From harbour authorites, to business firms, to the Lord Governor's seat, the Administration district contained everything required to govern the system, and was topped by the mighty Sheranix Tower.

Sheranix Tower dwarfed every other structure on the planet, save the orbital elevators, standing over a kilometer in the sky. The tower had massive platforms for ships to dock at, and space for thousands of shuttle craft. It was state of the art in both technology and architecture, even to a point where having synthetic diamond flooring on one level to over look the harbour. Indeed, Sheranix Tower embodied everything that was Terridan: wealth, power, and culture.


Alister Smith stood in front of mirror, a razor sheering off the five-o-clock shadow that he had grown fond of. However, he was to be presentable, and as such, the redneck beard had to go. He looked over his cleaned face, dipping the razor under the tap. It wasn't sporty, but the simple blade got the job done. Bringing a cloth up to his face, he dabbed at the moist remnants. Walking out to his room, the blinding light of Typhon seered his eyes as it ascended from the horizon. Checking his clock, the readout said four in the morning.

Moving to his closest, and removing a black and blue tie from its home, he quickly fastened it around his neck. That done, he grabbed a briefcase before leaving his room. The marbled floors announced his arrival a mile away, the tall and beautifully crafted corridors echoing every little sound. As he walked down the hallway, he stopped by a breakfast bar, not uncommon in this building, hell, there was one on evey floor.

"Morning Hobson, large, extra cream." he said to the man behind the counter.

"Pansy, you should take it black, like a real man."

Smith turned to see a man sitting on a bar stool, sipping away at his coffee. Colonel Grishim, a very experienced commander and a good friend. A native of Arceasis, he wasn't diplmatic in the least, but he'd be valuable with his knowledge of the battlefield. After all, this summit wasn't about food products. Grishim was balding in some areas, yet still having a full goatee. It still baffled Alister how someone could loose all the hair above the forehead, yet retain a full beard.

"Does spiking it with vodka count as being a man? We have guests today, Jared, why are you drinking?"

"Hah...hah, funny. Don't worry, I'm not going to show up drunk, this stuff is more common than water on Arceasis, and the planet is frozen water."

"Speaking of which, how is the hellhole doing?"

"Better than last week. More Gantry platforms just arrived, Maeling is still a ruin, but at least COVE is back to thirty percent capability. Still priority is orbit."

Alister sipped his coffee, while his counterpart took a swig of his coffee vodka hybrid. Only seven years, and the planet was doing well, some might say rebuilding was extremely ahead of schedule, but that was far from it. Despite taking massive orbital losses and a continent suffering massive nuclear damage, the planet was mostly untouched. Three other continents were never even assailed by war, and the one that was only suffered damage at strategic locations, so the vast majority still stood. The ore that was stolen was problematic, however. Though the Skulk had taken almost all the ore from the Karaigian mines across Hymalas' Maeling, Sang, Oujut, and Aurora regions, it was a small amount. Yes, they had enough to build a fleet's worth of ships, but like the Karaigians, they'd only nicked the top. Arceasis' crust was deep, four times that of ancient Earth's, so there was still plenty of ore, but it was deep. Still, it'd be along time until mining was fully restored.

"You're not going to embarrass us in front of our guests, are you?"

"What do you mean? If you're refering to the fact that they attacked Arceasis, killed half my men-"

"That was pirates my old friend. Besides, how many human pirates invest the universe to the Skulk? I'd reckon a one hundred to five ratio, and that's being generous."

"...I know, I just think it's a little too soon. We're not even fully operational, and losing a whole fleet, damn, you weren't there."

"I know I wasn't, but that's not going to happen again. We just half to move forward now."


The landing platform was massive, but still only enough to fit a couple of shuttles, but then again, who was going to bring a frigate down through the planet. even at this hour, it still had a fair bit of activity, noticed Ambassador Breighton was he exited the tower. He swore as he looked over the railing, still being terrified of the thousand meter drop. Turning to the stability of the platform, he noticed at least seven other people were out and about.

"Morning gentlemen! What brings you all out here?"

Standing close together, were the majority of the Karaigian side of the summit. The grissled and venerable Admiral Bourenski, back from the Hollow Campaign, which had been called off after Tierran forces left. Beside him stood his army counterpart, General Hammond, a veteran of the Karaigian-Cytroxis War. Furthermore, Mister John Sevn, a representitive from HHECI, Miss Jilin Reinhart of Aegis, and Mr. Kazakov of BRAWN. Finally, Captain Amstres of the Army stood apart a bit, checking over a datapad. It was good to see that the majority of the Karaigian representitives, save three, were already here.

"I thought that I'd see them in, but it turns out that everyone else had the smae thing on their own minds!" Laughed Bourenski as he sipped from a flask.

"Well, gentlemen, and lady, shall we watch Typhon rise?"

Terridan, Sheranix Tower...

It didn't take long for the rising of Typhon to be speckled by dimmer if ever growing lights that passed across the moon's face like wandering fireflies. In orbit the Javelin class light frigate Luna had just arrived with a host of small craft, passing through Customs and receiving clearance from Karaigan traffic control. From there the small warship settled in position in geosynchronous orbit over Terridan and transports began to descend, half a dozen all told. The first to set down was a Spiral class shuttle from the Luna, the standard utility craft of the Xiscapian government, shortly followed by a pair of similar-sized civilian type Dragonfly shuttles, an Archer class gunship converted to a runabout, a Ravenwood class corvette and, finally a luxury Firebird class transport. They came down two by two, each dropping off delegates before rising back into the sky, heading for orbit again where pilots and crews would wait for the call of their passengers again. By the time the last vessel was lifting away on nearly silent gravity thrusters a dozen kitsune stood on the pad in a small group.

A Homo Vulpes in ebony and purple robes was at the head, long crimson fur and hair in a lovely if carefully controlled braid down her back reaching almost to her tail. Next to her stood a smaller Vulpes Vulpes male kitsune clad in white and silver robes wearing a rice hat and carrying a datapad, presumably an aide. Slightly behind her a stern gray-furred kitsune in an olive green uniform stood next to a brown vixen in a dread black uniform with silver gilt, both of whom were visibly armed with short swords and heavy pistols. Flanking them were a pair of kitsune soldiers in black armor, opaque visors reflecting everything they saw, both cradling large rifles. All six bowed in unison to the Karaigans.

Nearby, a rather different party had formed. A human-like kitsune in a suit with almond-shaped eyes, orange fur and a shaved head stood near the front next to a fox-like Xiscapian female in a jumpsuit, smiling slightly. A silver colored Vulpes Vulpes was behind them, wearing robes that matched his fur and a pair of dark-tinted glasses, head bent over a datapad. A black-furred kitsune in a suit glanced over the Karaigans with curious orange eyes while a white vixen likewise dressed stood with her arms folded, staring at Sheranix tower. Finally, a golden coated vixen in white robes had her hands clasped behind her and was studying the Karaigans steadily, seeking to catch the eye of each. These others bowed seconds after the first group.

"Greetings, honorable representatives," the female in dark robes bowed again, though it was shallower and shorter than the one she had made before. "I am Chief Ambassadress Vanadict, representing the Xiscapian Diplomatic Corps, and the general Xiscapian government. This is my aide," she waved a hand to indicate the kitsune next to her, who bowed. "My counterparts and compatriots will introduce themselves."

"Major Katsu," the one in the drab green uniform growled, making a nod as a sort of abbreviated bow. "Kitsune Imperial Army."

"I am Captain Tomoko, of the Kitsune Imperial Navy," the other next to him actually bowed. "Don't mind our guards," she tilted her head towards the pair of soldiers, "Imperial Marines accompany us as a matter of protocol."

"And I am President Nakamoto, of Nakamoto Dockyards," the kitsune with the shaved head smiled and bowed. "This one is my aide," he nodded to the vixen beside him, who bowed, and looked at John Sevn. "My company has had dealings with yours before, I believe."

A moment of silence passed before the kitsune in glasses manipulating something on his datapad finally looked up. "Ah, Executive Kyat. Kyat Drive Yards," he blinked at them from behind the glasses. "Starship components and systems. It is an honor." He went back to his work.

"Associate Amida, representing Blasttech Industries," the black-furred kitsune spoke up, looking proud. "Finest in small arms and land-air weapons systems. We're the main supplier for the Kitsune Imperial Army."

The white vixen brought her gaze down from the heights of the immense tower. "I am Representative Madoka, of the Asmira Conglomerate," a cordial bow. "Primary designers and producers of small craft and parts. Most of the ships you just saw land were probably designed, made or modified in one of our facilities."

"I am Production Manager Sai, here on behalf of the Inari Corporation," the tawny female smiled again. "We hope to have a long and successful relationship with the Karaigan Empire and its corporations."

After the Karaigans gave their own introductions the Vanadict waved a hand. "Shall we proceed?"

Ambassador Smith and Colonel Grishim exited the sliding doors of Sheranix Tower, just in time to see Typhon blaze fully in the sky. The rest of the summits main players on the Karaigian side had already assembled across the landing pads. Smith approached Breighton, the man turning to see his de facto assistant.
"Mr. Smith, your just in time, Traffic control just confirmed the Xiscapian party is on their way down."

"Good, it's about time we started our little summit."

"This little summit has more weight than just the exchange of weapons and equipment. It'll be the first real interaction with the Kitsune Empire besides medicore trade sanctions and agreements."

"What do we have on them?"

"Nothing save the weapons the Skulk forces attacked Arceasis with, and those are rumored to be obsolete."

The Kitsune party came down under the star, six shuttles ferrying the Karaigian party's counterparts down to the landing pads. Standing at attention, the Karaigian party watched as the Kitsune disembarked from their transports, wearing mostly robes and some military uniforms, along with a few Xiscapian soldiers. In the center of the Xiscapian diplomatic formation was a kitsune in dark robes, and was obviously the lader and head ambassador.

Greetings, honorable representatives," the female in dark robes bowed again, though it was shallower and shorter than the one she had made before. Ambassador Breighton bowed curteously to the Xiscapian party.

"Ambassador Vanadict, it is an honour that you and your associates have made such a trip on our behalf. I am Ambassador Breighton of the Extrasolar Empire of Karaig, and it is my honour to welcome you to Terridan."

Breighton straightened up and turned his head to Ambassador Smith, who started the chain of greetings.

"I am Ambassador Smith, it is a pleasure to have envoys of the Kitsune Empire on one of our worlds."

"I am General Hammond of the Karaigian Army, It is a pleasure. As for your security, it is completely acceptable to bring them with you all. No doubt you'll cross paths with some of Karaig's troops inside this building." said the General with a stiff back and grim face, though the crisscrossed scars did little to help him look cheery.

"Admiral Bourenski of the Karaigian Navy, Third Fleet, second battle group. I'll be the main liason for the Karaigian Navy for the remainder of the summit." spoke the Admiral loudly while saluting his Xiscapian counterpart.

"John Sevn, representitive of Hephaestus Heavy Engineering." said Sevn, his voice cheerly in contrast to General Hammond's, "I hear nothing but good words about Nakamoto Dockyards, though I didn't work on Mizu Hebi, I hear it was a very successful project."

"Kazakov, BRAWN liason, we supply the Empire with tanks, small arms, and armour."

"Jilin Reinhart, I represent Aegis Advanced Defence Contractors. It is an absolute pleasure."

"Captain Amstres," looking up from his datapad briefly. "I'll be the voice for NCOs in the Karaigian military."

"Colonel Grishim," the man quickly cut in. "I'll also be giving a prespective from the frontlines."

With the introductions done, Ambassador Breighton gave another bow and gestered to the doors off the landing pads. Turning back to the collective of personelle on the pads, he spoke.

"Well, shall we begin? Follow me." he said as he led the party indoors.

Inside they walked down a large marbled hallway, sporting pillars metres in diameter and stretching twice that length into the ceiling. At the end of the hall were to massive wooden doors, and not the synthetic kind. Two Battle Ready Assault Troops stood at the doors, flanking it. They had on full armour and weapons, but also accented with sashes and a silver armour tinting. It didn't matter, as the military design of the armour gave a fearsome prescence, no matter how hard you tried to hide it.

The two BRATs opened the doors, and the party stepped inside. They entered a massive circular room, a table parralleling the room. It was supported by massive pillars that dwarfed the ones outside, all culminating at a massive oculus at the top of the room, Typhon's rays pouring through and cascading down into the room. The room also had a quarter of a ring between the main table and the pillars, a banquet arranged across it. The room was also accented by a variety of holotables, all glowing a faint blue, but none showing any images at the moment.

"To your left is the women's washrooms, with the men's on the opposite side. There is food of every kind along the table, take as much as you want, or take none at all, it won't offend anyone. The main table is where we will be mostly situated during the talks, and the holotables can be used to display schematics and images to demonstrate whatever it is. Now as our guests, Ambassador Vanadict you and your people find may find places to set up, and or decide what should be first on the agenda being that you came all this way, and I'd hate to waste your time."

Terridan, Sheranix Tower...

Another round of bows were exchanged once the various Karaigan officials, officers and representatives introduced themselves, and the Xiscapian delegation followed their hosts into the mighty tower. In the hallway leading up to the double doors that gave entry to the chamber, Captain Tomoko paused and signaled with her tail to the honor guard of Imperial Marines, both of whom peeled off to take positions in the corridor. With that the ten party members entered the chamber, pausing in a tight group just beyond the entrance as they listened with varying degrees of attention to Breighton's outline, some looking at him while others stared around the room or gazed longingly at the feast that had been prepared for them. There were some curious looks exchanged between them at the mention of segregated washrooms -an alien concept- but no one said anything of it. When the Karaigan Ambassador finished the Vanadict bowed to him a final time.

"Thank you, Ambassador Breighton, for your hospitality. We will take our places now."

Vanadict's aide, Kyat, Amida and Madoka all made beelines for the food while the others sat along the table in the center of the room, seeming to sit with government servants at the end and corporate representatives more towards the middle. There was some shifting around and murmuring as they all got comfortable, perking their ears, setting food down, curling tails around chairs and otherwise settling in for what promised to be a long conference. Almost everyone pulled out a datapad of some kind, most didn't need it because of their neural implants, which acted the same with much less intrusion, but it had been discovered in meetings past that other parties often found it disconcerting for Xiscapians to be accessing, reviewing and writing documents that they couldn't see. The Vanadict seemed to take charge as the Karaigan sat, and she looked down the table to where Production Manager Sai of Inari Corp sat on the other side. The tawny vixen smiled pleasantly back at her.

"The first item on the agenda should be the discussion of integrating the Inari Corporation and its subsidies into Karaig, and what that relationship should look like," the Chief Ambassadress began. "As I understand it, Inari Corporation has already provided personnel as consultants to Karaigan companies and the military in the fields of defense research, development, application and modification. However, it wishes to establish formal holdings to better increase communications and make it easier for its employees to meet with their counterparts and contract employers."

As everyone filed into the forum, they quickly broke off, some to the head table, while a good amount focuses on the banquet before them. Speciifically on the Karaigian side, where the vast majority of the military men bringing one or two cups of coffee, while Admiral Bourenski brought no more than four cups. To his credit, he was subbing in the caffeine instead of the nicotine of his smoking addictions, a product of his early military days.

Once everyone was seated, with Ambassador Breighton taking the head of the table opposite from his kitsune counterpart, the Security Summit formally began. The Karaigian Officals set up data pads around their seating areas, while the ones that had brought coffee, specifically the military men whom coffee was a luxury on the battlefield, set them down and got out their supplies and data for the forum. Suffice to say, the pristine table would have meany coffee rings by the end. As they were the guests, the kitsune delegation opened the summit, and none the less, Ambassadress Vanadict picked a trickier topic to handle.

"The first item on the agenda should be the discussion of integrating the Inari Corporation and its subsidies into Karaig, and what that relationship should look like," the Chief Ambassadress began. "As I understand it, Inari Corporation has already provided personnel as consultants to Karaigan companies and the military in the fields of defense research, development, application and modification. However, it wishes to establish formal holdings to better increase communications and make it easier for its employees to meet with their counterparts and contract employers."

Ambassador Breighton was prepared for this question, as the idea of implanting business in another empire was common at diplomatic meetings, but it none the less, was hard to get around.

"Well this can be arranged. You see, no doubt you will be planning to ship people in to work at these facilities you'll no doubt be building or purchasing. Now immigration, I'm sorry to admit, is a labyrinth of beaucracy, and it would takes years to get a passport. Luckily, as part of the Diplomatic Corps, I can fast track this for your people. Now, to my understanding Inari is weapons dev, and research, am I correct? Now assuming I am, if Inari also produces its developments, then it'll use either its own facilities for fabrication, or it will use a secondary source and work through another comapny to fabricate its research.

"My point is, I want to know if you'll be shipping in pure kitsune workers, or will this create jobs for Karaigian fabricators and researchers near the sites of your facilities. Surely you can understand his, as jobs are a driving force behind any country."

"I believe that would be best handled by Production Manager Sai," the Vanadict glanced over at the vixen representing Inari Corporation.

"Your help in getting our employees work visas would be much appreciated, Ambassador," Sai smiled at the man. "Inari Corporation is not generally in the business of the mass production of anything. Facilities do exist to design, construct and test prototypes, or modify existing units, but ours is not a manufacturing company, except in the sense that you could say we manufacture ideas. When it comes time to build a prototype, assuming we are not contracting a bidder to handle construction entirely, we purchase outside supplies, materials, workers, security and other consultants. At the moment the majority of these are Xiscapians, due to our facilities being based in the Kitsune Empire, but once facilities are brought online inside Karaig most of those jobs will go to Karaigan contractors and companies.

"The short answer to it is yes, Ambassador, permitting Inari to enter Karaig will create job growth both locally and on a wider scale. The corporation's research and development tends to be intensive, which necessitates a large chain of resources. Ripples will be felt from here to Karaig Primus." She nodded.

When it comes time to build a prototype, assuming we are not contracting a bidder to handle construction entirely, we purchase outside supplies, materials, workers, security and other consultants. At the moment the majority of these are Xiscapians, due to our facilities being based in the Kitsune Empire, but once facilities are brought online inside Karaig most of those jobs will go to Karaigan contractors and companies.

"The short answer to it is yes, Ambassador, permitting Inari to enter Karaig will create job growth both locally and on a wider scale. The corporation's research and development tends to be intensive, which necessitates a large chain of resources. Ripples will be felt from here to Karaig Primus." She nodded.

All the while, Ambassador Breighton nodded as the kitsune explained the generally favourable stance of the Inari Corporation's entrance to the Karaigian Empire. Casually lifting his coffee and taking a quick sip, he replaced it back on its coaster.

"Well then, I see no reason to drag out this discussion. The Inari Corporation will have a full visa for entering the Empire," he spoke as he made the necessary documentation to his data pad. "It really is a win-win scenario so that matter I believe is settled. If you still have questions or requests, feel free to speak them. If not we can continue, but I'd like to put the next topic on the table."

Breighton turned his head slightly, nodding to Mister Sevn, who in turn returned the gesture. Clearing his throat, Mister Sevn spoke to the Xiscapian delegation

"As I represent HHECI, I'd like to put forward a motion for my company to expand its industry into the Kitsune. We already have worked with the Kitsune Empire, most notably the Mizu Hebi program, which I hope is serving you well. I believe that with HHECI in the Kitsune Empire, we could offer our logistical and professional support, along with joint projects with Kitsune owned businesses. That way, we don't take the business away from our Xiscapian counterparts, but we can assist and support each other.

"Furthermore, if this motion is approved, HHECI would request from the Kistune Empire an orbital area to establish a factory complex around a preferably ore saturated planet. We don't ask for money, just a location to set up. We can take care of the rest."

"Excellent," Sai inclined her head in an abbreviated bow, clearly pleased. She hadn't anticipated problems, but a smooth transition was always something to be proud of. "Once the appropriate documentation is in the hands of the Board of Directors preparations will be made for the move. Projects estimate no more than a year at most for the transition. Inari Corporation will be in further contact with the Karaigan government to work out the details."

The various officials and representatives turned their heads to listen to Mister Sevn, ears swiveling and orienting in his direction. A line of vulpine visages, snouts and muzzles faced him as he spoke, occasionally twitching or flicking. A couple times the Vanadict glanced back to Captain Tomoko and Major Katsu, all three of them looking at each other as if to gauge each other's reactions, tails twisting. There was a short moment of silence after the man finished speaking before the Vanadict leaned forward, looking down the table at him. Cocking her head, she spoke.

"I believe it would be a simple matter for HHECI to gain entry into the Kitsune Empire. The city of Tenfour on the homeworld is particularly attractive to corporations, given that it is both a free trade zone and experiences some of the heaviest influxes of immigration in all of Xiscapia. However, I am curious to know the details behind the logistical and professional support you offer. Forgive me, but I am not familiar with HHECI's work beyond the Mizu Hebi and the various craft it has built for the Karaigan military." A small smile.

"As for your other request regarding orbit over a mineral-rich world, I'm afraid that's not likely, mining resources are closely guarded if not by their owner corporations then by the Kitsune Empire. Unless HHECI scouts out a suitable unclaimed world and independently sets up operations, it will probably need to buy the ore it requires from Xiscapian or foreign suppliers. I assume the company wishes to have space to begin manufacturing if necessary?" She cocked an ear. "That can certainly be provided in orbit of most worlds. Would this be an arms factory?"

"HHECI offers logistical and profession support by acting as advisers for planned ships, be it industrial, commercial, or militaristic, jobs. We have a lot of experience in the field of ships, and we could act to help an assist as a third party if another company was chosen as the builder. That said, HHECI would only do so if asked by either the builder or the client. We believe that we are proficient in what we do, and we are more than happy to share our knowledge."

"As for the world in question, I'm sorry for the misunderstanding, allow me to clarify." Replied John Sevn. "what I mean is that we would like an orbit around an ore saturated world not for mining, but to reduce the cost of transporting minerals to the planned station. We fully understand the position of the mining companies, and would be more than happy to do business with them. But we would like a world that doesn't have depleted resources so when we need minerals, which by the way, we'll be needing a lot for the station itself, we can have them shipped quickly and cheaply. In fact we are willing to offer, in exchange for a good location, to service the mining vessels in system at a severely reduced price. That way we can show you that we want to do business and be a model business."

Mister Sevn picked up his drink, and after a sip continued.

"As for the question of an arms facility, that can be the case. HHECI is capable and proficient at designing, and fabricating warships, as seen with the Karaigian Navy, but also do massive amounts of commercial, and industrial building. We can build mineral haulers, tugs, statiosn of every kind, and of course warships. So yes, the facility is an arms factory, but only if the a client, with the right qualifications, hires us to construct a warship. Now, the facility would only have about thirty percent of its drydocks and hangers designated for arms construction, while the rest of the station's facilities would fall under industrial and commercial, though this could change if, say the Kitsune Empire was in a state of total war, then the vast majority would be retooled for arms building."

"I see," Vanadict murmured, thinking for a moment as she reconciled the new information with her past beliefs. "Well, while I cannot promise any business on behalf of the Xiscapian government, HHECI is welcome to ply its services to it and any interested private entities. There may be a market for it." She peered down the table to the vixen Captain representing the KIN. "Has the Imperial Navy not projected over one hundred commissioned warships to be built within the next six months, Captain?"

Clasping her hands, Tomoko nodded. "That is correct. The KIN has a very robust logistical arm, but an increase in orders means the various companies fielding them will be required to expand or merge." She looked to Sevn. "Making the coming year potentially highly profitable for HHECI in the Kitsune Empire." Even as they spoke, Nakamoto and Madoka were both looking thoughtful.

"Forgive my assumption about your request, sir," the Chief Ambassadress bowed her head. "Putting a station in orbit over a mineral-rich world for purposes of shortening transit time of ore would be entirely possible. If need be, charts can be provided with permitted locations so your company can decide where it would be best served. If desired, the station could also be built inside an asteroid field, which would negate a number of governmental regulations regarding objects in orbit over inhabited worlds. The facility would still be relatively close to mining zones, but not need to deal with the problems associated with being close to a planet.

"The reason I ask if it would be an arms facility is because we would prefer it that way," she continued. "A station such as the one you describe could produce, refine or service a substantial amount of a given world's goods and ships. For obvious reasons, we would wish for the facility to be able to defend itself, even beyond the customary protection it would receive on behalf of Customs and the Navy. Naturally, we would not want to compromise the instillation's ability to be profitable, but self-sufficiency in all arenas is a concern for us. That includes the will and ability to engage in combat if called for."

The Karaigian delegation like some hive collective nodded in unison as the Xiscapians spoke there opinion on the HHECI matter. Save the military men, who sat silently, looking around the table, making eye contact. It wasn't in there area to contribute to the conversation, save Admiral Bourenski, who's father had once worked for the ship producer, and had considerable knowledge of the matter. But for his part, he remained silent. He'd speak enough later.

"Thank you Ambassador Vandict," replied Sevn graciously. "I did not expect the Kitsune Empire to be able to force business to other companies. But HHECI, as stated before has incentives to balance the table a bit. As for your upcoming naval expansion, Captain Tomoko, HHECI would be more than happy to assist the KIN in such needs, if you're open to it."

"Continuing on the station which would be constructing the ships, I believe we might just take you up on the asteroid field offer, as long as it meets mineral proximity requirements. Furthermore, the station will have protection in the form of point defence cannons, minimal missile capacity and of course warships docked there. HHECI has a private fleet and we estimate maybe a defensive squadron under normal standards, but this can rise to a flotilla in times of heightened piracy or war. The station's internal security should be taken by Mister Kazakov, BRAWN and HHECI have an understanding, we sell them ships at a reduced price, and we gain access to their PMCs and weapons."

Turning his head to Mister Kazakov, John Sevn nodded his head, which Kazakov returned before leaning forward.

"The estimated security personnel on board the station will be around nine hundred and fifty men, along with a couple hundred Bloodhound sentry units, and Raven hover drones for the construction sites in the vacuum of space. I can assure you the men are competent, well trained, and without a doubt, well armed. Questions?"

Most large Xiscapian corporations with exo operations possess them, so they are by no means prohibited or taboo. You understand that the Xiscapian Imperial Military is nominally required to protect all assets within our territory, but there are limits to its reach."

"The Kitsune Imperial Navy does not wish to be burdened with protecting an industrial station during times of combat when the instillation can be armed and equipped to defend itself," Tomoko interjected bluntly. "A squadron not assigned to guarding the factory is one more squadron free to be sent elsewhere."

"Exactly," the Chief Ambassadress nodded. "In any case, these plans seem to satisfy our requirements. I will have the list of suitable locations transmitted to you, Mister Sevn."

"You mentioned Private Military Companies," Madoka of the Asmira Conglomerate leaned forward, tail twitching, looking between Sevn and Kazakov. "I assume companies connected to the Battle Ready Advanced Weapons National exist to provide corporate security? What is the, ah, going rate for the hiring of such contractors?"

"Thank you for your consideration of our station." Mr. Sevn bowed politely as he settled back into his chair, the primary goal of HHECI achieved. AS John Sevn leaned back, Mr. Kazakov leaned forward to take his place on the new topic. Grumbling as he cleared his throat, Mr. Kazakov took a large swig of coffee, probably laced with alcohol, and began his speech on PMCs, something he was intimately familiar with.

"Correct. BRAWN uses PMC subsidiaries to provide security on stations, planets, or to act in a variety of other roles, such as escorts for VIPs, both civilian and military. For the vast majority, most PMCs hired are used on a defensive role, though military contracts have been considerably more... aggressive" Kazakov shot a smirk across the table to Colonel Grishim, who shot back another smirk.

"Yes, the Karaigian Military for example, uses PMCs for special qualities, but we'll return to that later." continued Kazakov. "The average going cost varies for private military contractors. But typically it gets more expensive as you hire more elite and well equipped PMCs, though that does not mean the cheapest PMC group is comprised of conscript level grunts, no, the majority of PMCs are composed of combat veterans, special operations, and such. So, especially under BRAWN listing, you'll find very effective PMCs for every price range.

"The cost comes in to forms, flat and in field. Flat is an upfront payment that covers the whole contract, so you don't have to worry about overtime later, though I will say, it is steep due to the line of work. In field, is pay as you go. So every time you have a PMC, say, blow up a bunker, typically you'll get charged for what was used in the explosion, and a small bit of hazard pay. In field may sound expensive, but on the defensive it is very cheap. Besides, PMCs have traits that are irreplaceable in regular combat formations. Due to their special qualities, PMCs will be payed always upfront, with the in field option being very cheap, compared to the flat payment.

"Now I bet you're wondering where the figures are, I cannot give them to you. It varies too much on the line of work, and the PMCs themselves. Infantry PMCs serving on the frontlines will be a lot cheaper than a tank force of the same size, as the latter has literally a higher caliber and more expensive equipment. So it's one of those prices that cannot be fore seen without all of the data out before you."

"Indeed..." replied Mr. Kazakov as he leaned back into his leather chair.

"What is next on the agenda?" the Vanadict inquired of their hosts.

"Well, let me see," Ambassador Breighton swished his finger in a motion over his datapad, selecting topics and data. He came across one that was big, but it was important to establish such things. Selecting it a flash of data shot up. Satisfied, he looked across the table to Ambassadress Vanadict.

"I'd like to address the issue of tariffs on trade. Now it is to my understanding the The Kitsune Empire of Xiscapia and The Extrasolar Empire of Karaig do not possess free trade. This is reasonable as free trade only comes between very close empires. Now on that point, I'd like to negotiate lowering tariffs. This will give incentive to businessmen and merchants to sell products between the empires, and could increase the economies of both nations, as well as give each nation access to different resources."

"The Kitsune Empire practices free trade with its main trade partners," Vanadict confirmed. "However, because Karaig imposed tariffs on Xiscapian goods entering the nation, measures were likewise taken for Karaigan goods so Xiscapian companies could maintain a competitive edge. With an agreement to reduce tariffs to zero on both sides, we could eliminate all duties and fees and simply allow for free trade. If you desire, that could be done here today once the appropriate documents have been drawn up and reviewed, I have the power to sign such binding agreements. It was anticipated that this would come up." A small smile.

"Yes, the tariffs imposed on your Empire. I have to apologize for that, we have a policy when meeting new nations to keep trade limited until we know them better. This summit alone demonstrates the fact that we know you much better than before, and I believe Karaig would call you a friend."

"As for your proposed free trade agreement, I'd be more then happy, on behalf of the Empire, to accept this proposal. I believe this can only serve to strengthen the growing bond between our mighty nations. That's I believe it will take time for this to come into act, as the paperwork would be rather larger for trans-galactic trade, with the distance and all.

"That settled, I believe it i you turn to bring up an issue, if you wish?"

"Most excellent. And yes, we do have an item we wanted to address." Vanadict found Kazakov again, catching his attention. "Mister Kazakov? Major Katsu, Xiscapian Imperial Army."

Nodding, the slate-furred kitsune in a drab military tunic examined the representative of B.R.A.W.N. for a moment. "I am given to understanding that subsidies of the Battle Ready Advanced Weapons National corporation design and produce most of the small arms in use by the Karaigan military. In the Xiscapian Imperial Army there is a branch known as the Biohazard Corps which, in addition to operating in radioactive and chemically and biologically contaminated areas, also combats parasitic and pathogen-based life forms. This includes so-called 'necromorphs', better known by their layman's term, zombies. The Imperial Army would like to commission a weapon designed to destroy these beasts.

"Presently, the Biohazard Corps uses mostly Xiscapian weapons, which while effective are also highly inefficient against necromorphs, expending unnecessary firepower in their operation. Since most necromorphs can be neutralized with a single round to the head, we require a single-shot, high-powered rifle. Studies have concluded that the best choice is a bolt-action variant mounted with a scope, though we would wish for it to be able to accept other attachments, such as a silencer. The specifications we desire should be displayed on your datapad now," he indicated the computer. "Is it possible for a subsidy of B.R.A.W.N. to construct this weapon within the price range indicated in moderate numbers?"

Kazakov smiled as he scanned over the datapad, smiling as he went. though he was no sniper, he could see the order being one of worth; after all, the specifications of the rifle were perfect for its role. Might even make a good scout rifle, he thought as he set down the datapad.

"You want a lightweight, bolt action rifle, with a modest caliber range, high powered scope, wooden finish for flora camouflage..."the rest of the specifications trailed off as Kazakov left the room mentally, mumbling to himself, almost erratically. But that was to be expected, his voice was so low no one would be able to make out the words spewing forth from his mouth. He stopped suddenly, returned to the summit, and looking across at the representative from the XIA.

"It has been a while since BRAWN has received a design like this. The vast majority recently have been coming from a smaller faction in this galaxy; very fanatical about laser weapons over kinetic... shame, gauss weaponry is much more effective and interesting to mount as a weapon. You ask for a lightweight rifle, bolt action. This can be done, with the only real problem being making the rounds heavy enough to guarantee a kill and keep a good accuracy at long range engagements, but light enough to keep it lightweight. I believe a magazine of ten rounds organized into two columns should be fine... probably should use Lance X-3 DU penetrators." Kazakov mumbled off again as he thought of the munition styles he would use, knowing full well that it would have to be compatible with Xiscapian made bullets.

"Gauss propelled, power requirements should be minimal. Adding Depleted uranium will greatly increase the accuracy...., tell me what type of munition will you be using primarily for this weapon? Also would you find it acceptable for us to use synthetic wood? This will decrease weight and the synthetic wood is flame retardant and water proof." inquired Kazakov.

Listening quietly, Katsu had to smile. Though his job was mostly to convey the data about the required weapon, he had had a part in drawing up the specifications, so he knew a good bit about the rifle's background. It was a bit of an odd order, which was why the decision had been made to come to B.R.A.W.N. with it, both because it was figured they would be able to make the request into reality, and, unofficially, as something of a test. This was something the HHECI had already passed in its joint project with Nakamoto Dockyards on the Mizu Hebi, and one of the chief reasons why that corporation was gaining entry into the Motherland with such relative ease. Should B.R.A.W.N. pass satisfactorily, it too would find previously closed doors open to it.

"Power and range is not as important to the weapon as durability and ease of use," he told Kazakov. "Given what it is made for, we project its usage will be high not only in the Biohazard Corps but also in the hands of militias, law enforcement and civilians, who are often the first to respond to a necromorph threat. Since they may be isolated and cut off from supplies and spare parts, the rifle should be long-lasting and not take a great deal of training to use. Considering that necromorphs are essentially unarmored opponents, hollow-point rounds would be used against them with the highest frequency, though we would wish for the weapon to accept other ammunition types as well, including armor-piercing, incendiary and high-explosive, perhaps in a variant model meant for heavier use. As for the materials of the stock, synthetic wood is acceptable, it is the camouflage scheme that matters more than the composition."

Kazakov look another scan across the datapad, re-affirming his thoughts on the weapon, and making a final run over the schematics. Truth be told, the Xiscapians had developed a substantially impressive weapon, a jack-of-all-trades platform when one looked close enough. Though the had primarily designed it to counter zombies, which they dubbed necromorphs- something totally different, the rifle had potential to be used from a scout rifle to a light support weapon. A waste, but to them, it filled their needs, and that was what mattered.

"Well, the munitions shouldn't prove to be a problem, we can easily use standard sized rounds for this weapon. That way the weapon will be able to use most ammunition, and for the shots that its standard barrel cannot support, we will devise a breach, that once opened, will allow the removal and replacement of the barrel. This is standard among our designs, so if the barrel were to be damaged, say by tank treads, you could replace it with no effort. The platform will be able to support a variety of barrels for specialist munitions that require a different system, such as drone rounds, or larger caliber depending on the user's preference. Do you believe there will be a Karaigan market for the weapon as well? There is no reason for it to be exclusively an export item, the specifications leave quite a bit of room for modification." His tail flicked. "We like versatility."

Leaning forward, Captain Amstres finally entered the summit.

"Well seeing the schematics Mr. Kazakov has forwarded me, I believe that the military, at least the men in the field, would enjoy a lighter sniper. After all, the use of a scout rifle is always helpful, and currently we are using older M-5 VPRTTH rifles. They were good for there time, but as of twenty years ago, they are obsolete. This really only leaves the TRMNTR-100, and that's far too unwieldy for scouting operations, even if it does pack a lethal punch. General, what's you take?"

"Well, I agree that the army needs a new rifle," began General Hammond. "With the recent funding increases we should be able to integrate them into the army, seeing as the Captain believes they could be of great assistance, and I trust his judgement. But, we will not be able to purchase them for two months as the budget is being allocated, or reserved, for higher priority equipment."

Kazakov turned back to the Kitsune. "Well there is your answer. The rifle seems to have attracted interest of the army, so It will definitely have a market in the military and industrial complex. Though I cannot speak for the masses of civilians, save myself."

Kazakov let out a low laugh as he took another sip from his vodka laced coffee.

"Is this rifle so popular that multiple parties want it before it is even in pre-production? It would seem that BRAWN has a very good year ahead of it. regardless of the rifle, it has been a pleasure doing business with you Major Katsu. That settled let me send the order to a facility nearby BRAWN."

With that Kazakov retreated into himself, tapping away on his datapad, making the necessary orders, requests, and time frames. With that settled, it was Karaig's turn to lay something on the table. To this end,General Hammond spoke out.

"Major Katsu, it is to my knowledge that the Xiscapian Military is quite proficient at subterranean warfare. The Karaigian Military is likewise, though probably not on the level you are yet. You see, Karaig has a substantial military wing devoted to underground warfare to breach enemy positions, sap incoming attacks and form protected logistics lines. Now, speed is always a very big force in the underworld, and as such, digger will dig kilometers upon kilometers of tunnel each day. Now as you know, sound is absolutely lethal underground, it can prove to be the end of any team. That said we have machinery able to dig tunnels fast, but these are loud. So we only use them behind our lines to quickly make logistic lines and support canals. My party was wondering if you have anything in stock that you would be willing to sell to us. We need something to speed drilling, but we need stealth. Suffice to say, pickaxes don't get the job done."
