To try to minimise the damage caused and to stop people from running away, we have put ghettos around the country locking everyone in and not allowing anyone out until we take them to have individial meetings with the police and military to determin who is lagitimate and who is one of these criminals causing the problem. If we find they are innocent, we let them free, but if we find they are guilty, we will put them in custody, but unfortunattly, the custodies are getting filled up, we have to lock them up in real prisons, however the Judicial Minister of Kalaspia-Shimarata has requested that until the court case, they be given a bucket to use as a toilet, which a warden will come to collect them every hour as they may be filled, eat any food that they request, the layer of bars will remain open and so will the windo behind the stainless steel door and they not be leg carved to the door. She also said make sure that all prisoners with a low to moderate chance of getting found innocent go to custody and everyone is sent to a normal prison, and the At this stage, we need troops to walk around the ghettos and make sure the innocent are protected, people to walk around to tell the next person on the list it's time for their interview, troops to do the interviews, trainers and anyone who is caught breaking the law.

Basically, the troops will be sent in and asked individually about their training and experience. They will be assigned tasks according to those results. The peacekeepers are asked to walk around wearing a special wrist band which has a button they can press if they see anyone doing anything which will bring the troops who will come and collect the persecuters and law breakers and take them away to prison. The wardens will be taught how to treat the people who have been put in prison as a result of this war and are yet to have a court case and the other prisoners who were in there before the war/got proven guilty after their case regardign the war, as well as how to treat the ones in custody. Before anyone gets put in a cell, they must be taken to the head warden so he/she can map out where the people who have and haven't been proved guilty are so the wardens know how to treat everyone in each cell. The wardens will have 15 minute shifts and when it is over, the wardens will report to the head warden to recive the updated map, have a short break and start the next shift when the other wardens' end. The trainers will be trained how to train the foriegn troops. Thank You to the foriegn community!

We are willing to send Moscow Field Army under command of General Surash Khadka provided that we have a right to establish permanent military base in Kalaspia-Shimarata along with 4.5% of production of oil and uranium each year. If this is not acceptable, we will be equally willing to send similar force to the rebels, should you wish. Moscow Field Army consists of 55,000 soldiers with 5000 Armored car, 3000 Main battle tanks, 15 bomber aircraft, 15 fighters aircraft and 800 artillery at disposal.

If you wish to set up an army base in Kalaspia-Shimarata, you must prove that you will not use it against us
