Constitutional Matriarchy of Reloria

To whomever it may concern,
Reloria has been in a state of isolation for the last two or three years, but it is good to see that the international stage remains much as it was before - chaotic, and depressing.
Rather than 'export' these individuals to nations which may mistreat or otherwise harm them, which would seemingly contradict your claim to 'non-violence', the Relorian government would like to offer a counter-proposal that would, hopefully, solve your problems and protect those people from further harm.
Should they be willing, and subject to necessary background checks, these people can be offered conditional Relorian citizenship. We shall cover any travel costs and help them to make a new start in our fertile lands, giving them the opportunity to live our their days however they may choose. We cannot offer to punish, mistreat, 'reprogram' or otherwise harm any of your homosexual citizens, but we can make this offer as a long-term arrangement - saving you the cost and trouble of dealing with them in the future as well, and hopefully averting any bloodshed which may arise over the issue.
Reloria is more than large and wealthy enough to accommodate as many immigrants as a nation of your size may require, within reason, so there is no real upper limit in terms of numbers. If you, or any other nations, require dialogue on this issue, Reloria offers herself as neutral ground for such discussion.
