Dear Representatives of the ODECON Regulatory Congress,

I am writing to you on behalf of the government and citizens of the Federal Union of Barrettstia in the sincerest hopes that you will accept an application by our nation to become a member of ODECON. Barrettstia is a nation which is eager to extend welcoming hands to the international community, however we recently withdrew from the World Assembly after it became the majority opinion of our senate that the organisation served little purpose. Since then we have sought to join another organisation which does positively contribute to the world at large and believe that in ODECON we have found such an organisation.

I understand that prospective members must undergo a screening process to determine our suitability and to make the process easier for you I will give you a brief overview of Barrettstia's international dealings up to this point and how they demonstrate our suitability for ODECON membership.

Like ODECON itself, Barrettstia is a nation which holds democracy very dear to its heart and has done so since its founding. Indeed, the only things our nation prizes more highly than democracy are individual freedom and the welfare of our people, as is enshrined in our constitution.

Article I of your Application Process requires that members have "shown a determination to safeguard freedom and democracy, protect the weak, and live in peace with their neighbors". Barrettstia is on good terms with most of the nations in its region, certainly, there are no ongoing conflicts with any of our immediate neighbours. An unpleasant diplomatic dispute with one of our neighbours, the Republic of Violataria, has now come to a close and we look at them as allies.

Sadly, the same cannot always be said for interactions between the neighbours themselves. There have been two near conflicts in the past where one nation threatened to invade another and in both cases Barrettstia was instrumental in ensuring full-scale war did not break out. During the Berethond Incident I personally proposed and hosted peace-talks which resolved the incident without bloodshed. Similarly, following the Collapse of Martiniel Barrettsia and its allies took swift action to assemble a blockade fleet which prevented the nations of Torall and Deketopia invading and persecuting the people of what had previously been the Commonwealth of Martiniel. We are now involved in peacekeeping operations in the area to ease the transit of power currently going on in the former-state. These incidents demonstrate Barrettstia's eagerness to find a diplomatic solution whenever possible and a desire to protect her allies and those who cannot defend themselves. Equally though we are not afraid to use force, or even the threat of force, to resolve a situation which absolutely calls for it.

Our economy is doing very well and we can certainly afford the 1% treasury tax required by Article III of the Application Process. Equally, we can also afford to introduce any changes to our economic practices to bring them into line with ODECON's Economic Articles. From a military perspective, we have already demonstrated our ability to protect our allies and act in coalition with them and our naval fleet will be able to contribute whatever is appropriate to the task of protecting our shipping routes against piracy.

My citizens, my government and I eagerly await the decision of your congress. I truly hope you will accept our application and this can be the beginning of a long and beneficial allegiance between all our nations. After careful consideration, by the Federal Council of the Federal Republic of Ostronopolis, and by the Department of both Defense and Foreign Affairs, the Republic offers another application to the Oceanic Defense Coalition, or which, is referenced to as ODECON. The Federal Republic recognizes that the stated goals of the alliance of ODECON, are close in nature to that of Ostronopolis, and such relation to ideology and beliefs between the coalition and the Republic grow closer with nearly everyday.

Ostronopolis also recognizes all articles and contracts entered into the engagement of said charter of the alliance of ODECON, including all economic, international and military requirements and obligatory laws, in which pertain to the membership of ODECON, such as in Article I of the Application Process section of the charter in which is states; "In order to be considered for ODECON membership, a nation must first undergo a screening process, ensuring that they have shown a determination to safeguard freedom and democracy, protect the weak, and live in peace with their neighbors", the Republic fully shows determination and adherence to such act and or acts.

And the Republic, is willing to supply economic, military and domestic aid, in the form of offering protection to refugees or victims of any conflict and or disaster that should occur in a member state of the Oceanic Defense Coalition, and we are also willing, to contribute the official Federal Diplomatic Hall, a building in the Northern area of The Federal District of Concord, to said meetings or acts in which the representatives from the member states of ODECON, and affiliated states wish to take place.

As can be seen, in several incidents regarding international affairs, including domestic and globally economic interests, the Federal Republic has only intervened should said nation require assistance, request assistance, or be in good standing, such as in a fellow alliance with the Federal Republic, and on this basis we pertain to the fact that Ostronopolis would, could and shall, should this union be accepted, be a well serving, and invaluable member within the coalition of ODECON.

I write to the esteemed Regulatory Congress of the Oceanic Defence Coalition as the due represensative of the Unitary Technocracy of Etoile Arcture to petition the Congress to consider the Unitary Technocracy for entry into your great organization.

For many years Etoile Arcture has enjoyed warm and cordial relations with many ODECON member states, expecially in the areas of trade and cultural interchange, these ties becoming closer with the passing of time. Also during this time the Technocracy founded the Free World Alliance as an international organization and military alliance with the aim of promoting and defending the core principals enshrined within the constitution of the Unitary Technocracy and echoed by the articles of the ODECON charter. Notably, respect for Human Rights, the Rule of Law, and the right to representative democracy is a pluralist political system.

With the dissolution of the Free World Alliance in the last few years the Technocracy has continued to promote our core aims through the application of our foreign policy. This has been achieved through our accession to the Theeb Accords, the creation of ad hoc coalitions and bilateral agreements between numerous nations to prevent gross violations of human rights and support defence against aggression and genocide, most recently in the Republic of Madurastan (formerly the Republic of Colstream), and the use of sanctions against states whose political ideologies run contrary to ours.

During this we have noted the enromous strides made by ODECON towards combating these very same threats on the international stage. At the same time, the Technocracy has also been developing increasingly closer ties with a number of ODECON member states, not least of all through the transfer of military hardware. It now seems only natural that at this time the Technocracy now takes the final step of formally petitioning to join the ODECON as a full member. As such, I am fully authorised by the General Secretariat, the executive branch of our government, and the Assembly of Represenatatives, the legilsative branch, to agre to all terms of the ODECON Charter.

I am confident the Technocracy can contribution much to enrich ODECON, not least in the field of military technology and cooperation, but also through our strategic position in the Nova region, and politcally through our ties with the founders of the Delian League and Fegosian Union.

In conclusion I commend this petition for your due consideration, and look forward to learning the final decision of the Regulatory Congress as to whether to grant the Etoile Arcture entry into OEDECON. It is within the sincere views of The Commonwealth of Zoingo as well as its affiliates, cannot and will not stand for this 'allied-ship' with this poor excuse of an alliance that contradicts its own ideals and beliefs, while at the same time glorifying an imperfect system and deliberately harassing members of COMINTERN.
It can be shown that A White Hawk/Opola/Frasas/Burger King II and its alliance of CAPITERN have also harassed our very close ally Anemos Major, and SCUTUM; yet now they seek to be a "suck-up" to an alliance that is far more powerful and wields much more influence. The only people who could benefit would be CAPITERN, who could at a whim declare war on a powerful alliance and immediately draw into battle ODECON. To this end, the Zoingan populace would become quite infuriated to the point of complete disobedience at a war that cannot be justified with ODECON supporting itself. To the above, an "ally-ship" would only be a "kick in the ass" to ODECON, and as it stands right now, there is no need for any sort of partnership with any of the states from CAPITERN, or in the future.

Analyzing CAPITERN, it can be seen that the spelling and wording directly is meant to harass CONTERNIM, especially when it comes to slandering the communist ideology. This is obvious from the stiff and brutal relations the past Opola and Frasas had with dealing with CONTERNIM, particularly Stocklomolvi. Whilst the Commonwealth of Zoingo in no way endorses the communist ideology, we have developed quite a stable relationship with Stocklomolvi, and endorsing this alliance goes against the ally that we have made friends with. Endorsing this alliance would endorse the slogan "We see communists as a disgrace to politics because they are so ignorant economically.". Furthermore, the head of this alliance, A White Hawk, has expressed wanting members from alliances such as the CA, and ODECON's arch rival, the Imperial Fascists Alliance, into CAPITERN a move that would put ODECON endorsing an enemy that no one particularly likes...a deadly hypocrisy.

As such, it is within our opinion that the CAPITERN alliance is nothing but a puppet for A White Hawk to explicitly control using its member states' military power to wedge itself against CONTERNIM and other leftist nations. However, if the White Hawk leaders had any sense of ideological reason, they would realize that all modern democratic nations were formed from "leftist" ideals, and that allying themselves with a "leftist" leaning alliance would be contradicting their alliances beliefs.

As of right now, The Commonwealth's top diplomats are working in Kirav Proper to diplomatically persuade their government to withdraw its observer status from CAPITERN. And while it might pinch our merchants, the government of Zoingo has directly decided to embargo all CAPITERN nations; we also encourage other ODECON members to do the same for support for Amenos Major and SCUTUM. If any alliance with CAPITERN from ODECON is signed, Zoingo will take its goods, its navy, and its tax money and politely leave ODECON with much haste.

Noting the statements released by several fellow ODECON member-states,

The Armed Republic wishes to announce that, in light of previous hostile actions taken by the founder of CAPITERN toward members of the Oceanic Defense Coalition, as well as the broader international community, effective immediately all political and economic ties between the Armed Republic and any members of the CAPITERN alliance are to be considered severed. The rationale behind our decision will be provided, as a courtesy.

The establishment of democratic, free-market societies have long proven to be the only sure-fire way of anchoring the global community in stability and peace. When citizens are able to lead their lives, speak their minds and succeed in life based on their own merits they are happy, they are prosperous, and they are free. Denying them these rights is the foundation underlying many of the problems facing our world today.

The CAPITERN alliance, through its free and open associations with the Corporate Alliance and the Imperial Fascist Alliance, among other less than savory relationships forged by this organization, has placed itself squarely on the side of the forces aimed at nothing less than the outright destruction of the human race. Totalitarianism. Imperialism. Fear. Terror. The irrational hatred of anything and anyone that does not blindly submit to the whims of those who seize power for their own individual personal benefit and enrichment.

Such actions are so blatantly contrary to the foundation of the Oceanic Defense Coalition that to seek any form of political alliance with this organization can be for one reason only; as a tool of further exploitation for its own nefarious purposes. Whether it is in the hope of leveraging the member-states of ODECON into future wars of aggression, as certain members of CAPITERN have done in the past, or simply an attempt to acquire a veneer of respectability through association, the Armed Republic will not stand for such attempts to manipulate the reputations of ODECON, and of its own nation, toward the goals of others.

We are very pleased that the Coalition has spoken, and that no associations whatsoever will be established between the Oceanic Defense Coalition and CAPITERN. In the Armed Republic's view, ODECON has no business associating with an organization whose intentions are so nefarious as CAPITERNs' are. When nations and alliances begin implementing policies advocating 'at all costs' mindsets, those states quickly find that they have become the very thing that they advocate destroying. It is our sincere hope that the membership of CAPITERN realize exactly what they have signed up for, and depart that organization before it is too late.
