Imperial Vanium Army General John Gacy along with his entire command, approximately 650,000 soliders, 3000 tanks, 50 attack helicopters, and 2 Destroyers from the Costal Defense Force.
His Majesty the Great Emperor Marcus I and his command staff are moving to the emperor’s safe house. All Loyalist forces are ordered to shoot at any rebel forces on sight and any citizen that are seen aiding them. The Capitol of New Haven is currently under Loyalist control. Major General William Martin is taking command of loyalist forces.

Dear Mr. Mills:

Our nation has not taken a position concerning your nations internal conflict, however, it has come to our attention that your nation has authorized the killing of civilians that support your opposition. We are disappointed and concerned that such an act was ordered. A government is for the purpose of protecting and serving its people.

We ask that your government seriously reconsider any acts towards civilians. Your order is a direct violation of international human rights laws, and we will be forced to address this issue with the international community if you continue this course of action. Our President Artuis Burrill has indicated that all options are on the table for the unjustifiable deaths of civilians.

We have miscalculated the amount of soldiers the traitor John Gacy has. The original estimate of 650,000 troop is wrong, it is only 350, 000. Three Legions of 100, 000 troops were undecided at first, they now honorably serve the Emperor. As to your letter His Majesty the Emperor wishes to inform you that no matter what the international community says, he will continue to order the killing civilians as long as they aid the rebels. This is a decision that all civilian and military advisors have made. We hope that you will see our side of this conflict; if not however, know that any action taken against the Emperor will result in war. We hope it does not come to that.

Dear Mr. Mills:

Our President Artuis Burrill has authorized the shipment and air drop-offs of food, medical supplies, and other resources for the pure purpose of the civilian population. These will items will be dropped by civilian aircraft and non-military relief aid workers. I hope we can be assured that our people that provide humanitarian aid will not be harassed by your military or anyone within your government.

As to lifting of the boycott, it will stand until we hear that the order to shoot civilians has been rescinded by your government. If these government sanctioned murders continue, Marcuda will have no choice but to take more aggressive matters to ensure the safety of the civilian population.

As to Mr. Gacy, we are willing to arrange peace talks between the parties in mediation bilateral talks to end this conflict. Please be assured that your emperor will be held personally responsible for the deaths of your civilians, and must be brought to justice in front of the international courts.

Our nation has not taken a position, nor are we prepared to officially support a particular side in the present conflict in your nation. However, our biggest concern is to stop the deaths of civilians by your current government. Therefore, we are willing to provide you relief aid in the form of food, medical supplies and water. Since we are not aware of your young country's politics and what lead to this current conflict, we cannot play judge.

However, we would support anyone who condemns the murder of your own citizens. As of now, we would be willing to mediate bilateral discussions between you and the current government. I believe ending this violence is in the best interest of both parties involved.
