As the Black Hawks regional military continues it's bloody conquest of other regions and reeking havoc on the nations in them the Democratic Republic of Naurobia has promised aid to nations that were most affected and are suffering from famine, internal displacement, shortages of medicine and other necessities. We will also send military advisers for free to help train your armed forces to better defend themselves from invasion.

First, the Gameplay aspect (Black Hawks raiding) and the RP aspect (everything else) are completely seperate entities, and neither has any effect on the other.
Secondly, posts offering aid to nations of actual RP wars and such would belong in International Incidents.
Third... I strongly suggest you read one of the many available RP guides that've been stickied somewhere in the RP section.

Aescentia's explanation is sound. If you want to discuss the gameplay aspect of TBH raiding, do so here, but the RPing aspect of your post should go in an RP forum.
