It can be in either NS or II, and which forum one uses for such is really a matter of preference; you can RP conflict in NS. You can also do a conflict roleplay, of course, in II. Santheres is correct.
I wasn't saying he was wrong, I know you can. I just believe it belongs in II because on the Board Index, the description of International Incidents says: A staging-point for declarations of war and other major diplomatic events. [In-character]
whereas the description of NationStates states: Where nations come together and discuss matters of varying degrees of importance. [In-character]
The fact that the description for II states it is a staging point for declarations of war makes me feel like it belongs more in International Incidents then NationStates. Though I never disagreed with the fact that it is the players own personal preference.





I think perhaps my question has created a wee bit of confusion due to how I worded it. I don't want to restrict my roleplaying or "run" my nation based on what it says in the description. All I wanted to know was what this sentence means: "It is difficult to tell where the omnipresent government stops and the rest of society begins, but..."
To both of you guys, and sorry if I posted this question in the wrong area, I'm kind of a noob at this.
