We would like to know what this new military branch is for? We will not support it if it is to be tossed around frivolously to free slaves that could easily be freed without violence or live lives that many freed beings would die to reach. Yes, it is true that in many nations slaves do suffer. Alevuss, however, has worked in the past with slave nations that we would define as civilized. By civilized, we mean that slaves are treated with the same respect, if not more, as freed citizens, given the same security and worker benefits, and (mandatory at all times except during war) ensured to be free from harm and mistreatment of body or wounds should anything happen. This includes maternity leave as well.

The Military branch is for those rare occasions when all of our other techniques have failed leaving military actions the only option. I can understand your worry that this branch may be misused and to prevent that a set of rules and regulations are being written for it. If you so wish to I would be delighted to take some suggestions from you for rules for the Military branch.

Under the newly established Act 506 of Commerce of the United Kingdom of Globexanter, all ships flying under the flag of the W.A.S.O. organization which enter the sovereign National Waters of the United Kingdom of Globexanter shall be classed as Pirates. This would require that any civilian, foreign or national, ships whom have detected a W.A.S.O. ships inside National Waters to immediately contact the Ministry Of Defense, for the said ships to be intercepted. Upon interception, the ships shall be raided by the Globexanterian National Forces (G.N.F.) Naval Sector (N.S.) Marines. If the ships holds any slaves, these shall be released. The crew shall be held in custody until the W.A.S.O. Administration displays the true reason for them being in National waters. If a W.A.S.O. ship docks in a Globexanterian dock, the same procedure shall happen.

If the W.A.S.O. ships chase a slaver ship into national waters, they will be permitted to chase the ship, but as soon as their mission is complete they are thereby forced to leave National Waters as quickly as possible. If the slaver ship docks, the G.N.F. shall take control in the situation. If the W.A.S.O. ships however enter Globexanterian waters in order to board and check foreign or national civilian ships, the said ships will be permitted to fire upon the boarding teams until the G.N.F. arrives.
The United Kingdom of Globexanter shall, however, not interfere with W.A.S.O. operations in International Waters. The Act 506 of Commerce is also in place for Vassal States and Colonies.
W.A.S.O. interference on Globexanterian land is, however, still banned.

So what do you suggest that the Empire does with the constantly rising number of reported cases of Sexual Molestation and other High Crimes within the Empire? Let them off with just some jail time? We have tried that in the past and it just plain doesn't work. Our prisons were among the most brutal in the region and yet the percentage of repeat offenders skyrocketed over the past 20 years. Therefore it was the decision of the leadership of our great Empire that a slave program be initiated for the most brutal crimes.
Who are you to judge us on our methods of rehabilitation for our Criminals? Unlike many nations out there, we do not believe that the Death Penalty works as a deterrent. We do though feel, through countless tests and studies, that this will work in dropping the number of criminals in our nation to Zero, especially for the number of Repeat Offenders.
You may call it "cruel and unusual punishment", but strict background checks are done and site visits are done by employees of the ISS on a very random basis to ensure that the slave owners, renters and leasers are following any and all necessary laws on Human Rights, save for WA Legislation as we are not members of the WA.
I will also note that as we are a corporation within the Empire, we are protected by the laws of the Empire. Under Imperial Parliament Bill #16-2709 an attack upon an ISS Vessel or Aircraft is an attack upon the Empire and will be considered an act of war against the Empire. I suggest you don't do anything stupid.

Vortiaganica will provide an IASEN-perspective response to question 2. To provide as little bias as possible, your response will come from a government body without links to the secret police. As such, we will attempt not to beat around the bush or try to find errors.

In the case of question 2, WASO has not to our extensive knowledge used peaceful means to try and improve the quality of life for those enslaved by IASEN states. IASEN itself holds a policy of associating only with slave states that follow IASEN's code of practice regarding slave states (OOC: Please see the OP of the IASEN thred), and IASEN is currently discussing possible measures to further enforce such practices.

Our relations with WASO are (OOC: Please note this is IC) for the most part cold, and tense. Our most recent dealings with WASO, off the top of my head, involve a debt-collection visit by Lyras, its close ally Lamoni, and a very significant cadre of completely unrelated WASO nations to Greater Tezdrian. We are not quite sure how that went down. (OOC: It might have been retconned, but from what I remember it was a fair curb-stomp)

We do recall an organization called OHTO, which was destroyed by a nation that itself had more people than the organization combined, and happened to use confidence tricks to wipe out and decapitate the organization, in WASO's own words.

At any rate, Vortiaganica, and possibly most of the veteran members of IASEN, would take coldly to any sort of 'diplomatic' lies and deceit by WASO, which is officially listed as a terrorist organization in Vortiaganica's internal records due to, among others, an Allanean arrest warrant for the Dictator and claim of jurisdiction over slaver waters.

In summary: We are not open to dealing with WASO as a nation, due to WASO. We cannot speak for IASEN as an organization which has always striven for the sovereignty of nations and the freedom to own slaves, and not the war WASO espouses so readily.

We invite your input, however, into a Vortiaganic recommendation to the Executive branch regarding IASEN humanitarian aid. Such has not yet become an issue for which we have begun voting on, but we are sure that such nations as yourself, Mount Shavano, would be interested in seeing how it pans out.

OOC: Underlined item 1: The OP of the IASEN thread only contains the following in terms of code of conduct.

IASEN Code of Rules:

1. All member nations must resign from the World Assembly
2. All member nations must defend shipping routes if threatened
3. All member nations must uphold the noble practice of slavery
4. All member nations must promote slavery in all its forms
5. All members must defend other member nations in times of trouble

(emphasis mine). This seems to suggest that all IASEN nations are required to support all slavery, regardless of humanitarian conditions and other factors. I assume there is another document you intended you point me at, but I don't know where to look for it, and were I a member interpreting the rules of IASEN I would seriously question whether it could supersede Item Four of the Code of Rules. Just my 2 cents - and if there is a guideline for treatment of slaves somewhere else, I'd appreciate a link to it.

The Anarchy of Mediterreania wishes to limit military action to the following situations:

1. The organization or its employees are being directly threatened by slaveholding governments, corporations or organizations.
2. A member nation or organization is under direct threat from slaveholding governments, corporations or organizations, and at least two of the following criteria are met:
   
   1. The aggressor is motivated primarily by slavery.
   2. Citizens of the defending nation or organization are under direct threat of enslavement.
   3. The aggressor has committed or has threatened to commit war crimes other than slavery.
3. A clear and present opportunity exists to free a large body of slaves without significant collateral damage.
4. A large body of civilians is about to become enslaved.
