If the would-be assassin managed to elude capture - which is extremely unlikely - it depends on the details. Chances are good that Megatron would boldly stand outside his mansion with his fusion cannon in the ready position and blast whoever was stupid enough to try to challenge him.

If the intel indicated that the attempt would use a cowardly method, Megatron would take normal security measures like making sure his Energon hadn't been sugared or watered-down, his oil hadn't been polluted with sand, and other common-sense steps.

The Duma (elected body) would temporarily take over as a Democratic government until the situation can be properly assessed by Ivan's cabinet. After the situation is put under control by police and Axiom riot police, the cabinet will then vote on who will succeed Ivan (one of the six cabinet members) and if they cannot come to a resolute conclusion within two weeks after being told to vote, government power will permanently be given over to the Duma.

All Axiom agents would be put on High Alert and all Mesa Verde and Ether Sphere forces mobilized to counteract the threat with subterfuge and black operations before word gets public. If the assassination is due to occur and the Premier is exposed, Axiom riot police will evacuate the area and get the Premier to a safe location before continuing subterfuge operations to eliminate the assassination threat.

Most of these are classified. The Mesa Verde: Axiom Division as well as the Onyx: Blitzkrieg Division deal with day to day operations defending the Premier (Onyx' main job is to defend the country - Premier Ivan comes second) and satellites as well as spies and black operations are used to detect assassins before actual assassination plots are put in motion.

If he was assassinated, multiple citizens/guards probably would shoot the assassin within a couple seconds of seeing the weapon. Our citizens are fairly heavily armed. Then the vice president would take over until the next election.
