South Benson "aids" Hartmore

It was evening, the soft lighting of the government house illuminated the wood panels. The room was decorated with lamps, old paintings of famous people, and various furniture items, mainly solid oak chairs. At the desk in the center of the room, sat Prime Minister John Anderson. Anderson was an old man, he was about age 60. He wore a sharp black suit, with the jacket buttoned up to his chest, contrasting with the white dress shirt and blue specked tie. He himself wore glasses, and was mostly bald, save for some gray hair on the sides. He sat there, his face expressionless, with a hint of exhaust. But he was not sitting for no reason, he was expecting someone, his foreign affairs minister, Andrew Blake. Finally, John heard a hard knock at the solid oak door. Knowing that 99 times out of a hundred, the people knocking on his door were important, he said, "come in." The door opened, the light from the brightly lit hallway pouring in. In the doorway stood Andrew Blake, the foreign affairs minister. He was a handsome man, he had black hair which was slicked, he wore no glasses, and also wore a sharp black suit. His face had moderately hard and defined features, when he was younger he was quite the womanizer. John looked up, "Hello Andrew, please take a seat, we have important matters to discuss."
Andrew maneuvered himself to the chair opposite John's, and sat down. "What did you call me here for?" he inquired. John spoke up, "Andrew, as you know, South Benson has never been interventionist since it has been an independent nation. And while we have averted wars, I am afraid conducting diplomacy, and growing our economy is difficult, while remaining fully neutral. Now, I have taken interest in a bordering nation, the nation of Hartmore. Hartmore, is resource rich, yet as a nation, it can only be considered 'second world.' Hartmore has what we need, it has vast reserves of oil and natural gas, which our nation lacks in sufficient quantities. And I am growing weary of having our oil come from nations outside our continent, or even our region! As such, I see a great opportunity to grow our economy, and expand our influence. I propose that through a series of calculated measures, Hartmore be brought under our control. And I propose we start by expanding our energy companies there, and offering a 'loan' which they will have difficulty re paying." The room was awkwardly silent, as John was proposing South Benson do what no other Prime Minister had done before, get involved in affairs of another nation. Andrew spoke up, "Sir, you know I am at your service, and furthermore, at the service of the nation. As such I am in no position to defy your request. However, I am afraid that this could be just the beginning, of a long hard road, many empires have fallen by getting involved in other nations, and I do not want that to happen to us. I would advise against trying to create a 'sphere of influence.' However, since I am only a minister, I can not defy you. I shall write to their government regarding investment, and the proposed loans. However, know that I disapprove of these actions." John looked towards Andrew, "It may be true great empires fall, but what about nations that have never done anything from the start?" There was another Awkward silence between the two, finally Andrew said, "Unless you have anything else to say, I will now go draft up the proposal." John stared, "get to it." Both men shook each others hands, as Andrew departed.

He sat quietly, thinking to himself a great deal, in the dim-lit office of the final government building to fall, the dictator's palace, looking at this message from his neighbor, South Benson. He adjusted the green plaid tie around his neck and pushed his blonde hair out of his dull blue eyes, as he, a man of only about 26, sat in a state of great responsibility. He gazed at the bullet shell-covered floors of the office, a reminder of all they had gone through to gain control of their fatherland. His followers expected him to pull them through this great crisis. he gazed at the surface of the large, royal-looking desk he sat behind and he then stood and turned to gaze out the window over the capital city. the war-torn country had finally gained their freedom but they lacked funds. He once more gazed at the message from his supposed "allie" and sat down. he hadn't much of a choice. He needed the money, and he needed it now. But he knew he hadn't come all this way through the revolution to once again be corrupted by an influential foreign government. He sat, and reluctantly began writing back to his friends when he heard a great outcry from the streets below him. his followers were on a parade through the streets, firing their AKM rifles into the air, and dancing on tops of the BMP's and T-55 tanks that rolled through the great downtown area. he knew they expected him to join their festivities and he picked up the nearest writing tool, the pencil near his right hand, and began to jot down the scribblement that he would send to his new-found friend, hoping this wasn't just some sort of a sly, politician trick to get them to forget the long road they taken to gain their freedom, and hurriedly finished the note to send back to them.

"They fell for it," said John to Andrew. Andrew was unmoved, he was weary of this move, both as an anti imperialist, and a humanitarian. "Well, what do you want me to do now?" asked Andrew in an almost condescending voice. "Send a reply, simple as that," said John. Andrew pulled out a piece of paper, and began writing.

We are glad you have accepted your offer. The agreement for the loan is being sent as we speak. The loan is being offered with a 1% interest rate, quite low. As for the Oil and Natural gas, right now the minister of the economy is consulting with energy companies on sending in the workers and beginning to construction of oil wells, which should take around six months. The presence of foreign workers should also boost the local economy.

He straightened out his suit jacket, and looked down towards his sleek black shoes, and back up towards his assistant and most loyal follower, leon reynolds. this was the man that had stuck by his side like an exceptionaly loyal dog from the uprising in quanah to the fall of the capitol city, and the man he would make every public appearance of his future career with. "do you think i made the right choice leon? i do not trust these big time politicians and i hate selling out the people. how are we ever going to repay this huge debt we are in now?" leon spoke to him in his usual cool, collected, encouraging tone that he never heard him out of any time he talked to him. "well sir, if you play your cards right and cleverly time when exactly you want to play them, you can earn back enough money to pay back these sly politicians and then some. don't worry. you're doing a fine job." he was uplifted by these calming words from his assistant. he wished he had the calm swagger of his assistant, who he knew would be a great replacement for him once he retired and an excellent public speaker. he and leon were on their way to the constitutional hall, were they would make history, discussing the ideals for their new, free nation. as he watched some of the foreigners walking down the streets, he felt disgusted with himself, but he pushed through the revolving doors and into the constitutional hall with leon close at his side, and began speaking. "today, under this roof, in our nations capitol of oakley, we discuss and record the ideals for our new, free, unoppressed peoples republic..."

He awoke, rubbed his eyes, and slid out of bed, landing on his feet and tiredly shuffling along the soft carpet floors of the newly rebuilt capitol building into the bathroom. he looked into the mirror, noting the tired look in his eyes. he splashed some water on his face as he thought back on the events of the past few days he'd been leader of the people of hartmore. the people seemed happy, not effected much with the agreement between themselves and their neighbors up in south benson. as he slipped into a flashy, red suit with a blue checkered tie and sat back on his bed for a moment, he turned on the news and a story about the resource agreements was on, just like yesterday. he payed little attention as he jumped off the large, fluffy bed once more and walked out into the halls. he stepped to the left, knocking on the door beside his as leon reynolds stepped out, still looking rather tired. leon spoke in a sleepy, quiet tone. "yes, sir?" "leon, take the day off, i don't think i'll need you much for today's affairs. nothing special going on." "thank you, sir." He continued on his way down the halls and quickly ascended the grand stair case which filled much of the lobby of the building he'd moved into, and stepped out the door and into the rebuilt capitol city of oakley. the foreigners had become a rather overwhelming sight, and he hope that this phase in the nation's history was over soon, because he felt very uncomfortable with letting these people come into his country and pocket well over half of the cash they gain from mining OUR natural resources. he knew very well they wouldn't exactly be willing to pull out any time soon, but he hoped something went wrong. but he wouldn't consider a little "accidental" malfunction of any of the wells. not yet anyway, that would cause an outrage. only maybe, if the situation got out of hand.

He stood on the grand oak balcony of the large mansion used by the dictator before the revolution, looking down at the rather angered crowd below him, ready to hear his response to the outrage that faced the country's economy now. He expected they wanted to hear exactly what he was going to say about this economical problem,as he knew the people well. His assistant stood behind him just like he always had, and he looked down at the crowds before him, and began speaking. "The people of Hartmore have had quite enough! Our neighbors to the north have been taking advantage of us and our natural resources, for the advancement of their own agendas! well i say no more! I am sending a peaceful request to the government in the north, asking them to let us pocket more of the funds and to begin hiring local citizens, or our forces are perfectly willing to set fire to the damned international wells that now spot the countryside of our great republic!" The crowd released a loud roar as he waved to them, stepping back into the mansion like building, sitting back at the desk he usually sat behind. He picked up an ink pen, and began writing a letter to the South Benson government.

This has become an outrage! We hope to avoid any kind of conflict with this letter, but if not, we are perfectly willing to start a war with your nation! We simply request you let us pocket at LEAST 40% of the money you make for OUR natural resources and start hiring local workers.
