President Maximilian Roval, president of Augenstan for 18 years, has declared himself to be the emperor of Augenstan. This shocking turn of events was
announced after the Augenstanian Senate overruled him and voted to send a peace treaty to the country of Wartorn United States, who Augenstan was at war with. Frustrated at the senate and recognizing the massive popularity he had, he decided to achieve total power. With the assistance of a single contubernia, which was the Augenstanian equivalent of eighty men, he stormed the senate building and forced them to sign pass a law that appointed him emperor. Almost immediately after, he began to completely change Augenstanian society into a model of an ancient civilization Augenstanians knew as ''The Roman Empire''. A proclamation was announced in every city by the local governors outlining these new changes:

By the legitimate and divine authority of Emperor Roval and the iron will of the military, Emperor Roval has announced massive reforms to society. For years, the people of Augenstan have lived moral less lives, and do nothing to provide for their community or nation. As a result, you will be placed into a role in society. Do not oppose the authority of Emperor Roval, as anyone found to be disobeying this proclamation will be punished with crucifixion,beheading or hanging, which will be decided by a jury of their peers.

-The bottom ten percent of society shall be made soldiers, along with their children. Their wifes and women shall be sold off as slaves and housewife's to the rest of society, particularly the military.

-The bottom ten to twenty percent of earners shall be enslaved the rest of their lifes. This will give them the esteemed honor of serving their master and the Augenstanian Empire, instead of polluting the streets with their presence, stealing, and being a nuisance on society.

-The bottom twenty to forty percent earners of society will be left as they previously were, but every citizen above the age of 18 shall be given a personal slave, that will follow their orders. Should a slave be disobedient, the owner will have the right to choose the consequence, no matter how gruesome or horrible.

-The bottom forty to sixty percent earners of society, shall be left alone as normal, but can purchase additional slaves from the government should they wish to do so.

-The bottom sixty to ninety percent earners of society shall be given the same rights as mentioned above, but will also have the option of becoming Centurions in the Augustinian Military. They will also be allowed to gamble at casinos.

-The bottom ninety percent to ninety-five percent earners of society shall be given the exclusive right of purchasing women and young girls from the bottom classes of society, as well as the rights mentioned above. They will also be allowed to have as many drugs and alcohol as they please, as well as being allowed to open casinos.

-The bottom ninety-five percent to ninety seven percent shall be given the rights above, and will become the governors of Augenstanian cities, after the incumbent is crucified.

-The remaining three percent earners of society will be the ''Council of Elites'', and will meet with Emperor Roval daily to discuss domestic and international issues,effectively becoming a replacement to the old Augenstanian politicians, who have all been killed or managed to bribe Emperor Roval to keep their lifes.

-Also, gambling,drugs and alcohol are now illegal and being caught possessing them, even unknowingly, will result in being crucified on national television for the peoples enjoyment.

Emperor Roval stood on a balcony coming out of Roval Palace(which was previously the presidential palace). In front of him, was a large crowd of about ten slaves, with three contubernia standing guard. A large wooden platform was in front of the palace, with two rows of five crucifixes, each facing back to back. A small stand with chains on it was in front of the crucifixes, a Centurion named Adrian walked up to the wooden platform, pulled a document out of his hand, and began to read off of it:

''By the divine and valid authority of Emperor Roval, these ten slaves shall be put to death for crimes against the government. These crimes include, but are not limited to, possession of the illegal drug heroin, speaking against the Emperor, attempting to escape your owner, and theft. As decided by the glorious emperor himself, they shall be lashed with the whip two hundred times, before being crucified. Their bodies will be covered in pitch and lit on fire after their death, and their remains sent in an Urn to their closest of Kin.''

The entire process happened in front of state television, who were ordered to publisher the event as a sign of Emperor Rovals fair handed justice as much as possible. It was meant to serve as a lesson to those who might oppose the new government, and a sign to other countries that Roval would not back down, and would only grow more aggressive as their threats increased.

Dear Mr. Marcellus,

Our inquisitors will be more than happy to aid you in your psychological fight against any and all who wish to oppose the rule of law. Enclosed in this letter is a summary of what we will be teaching in regards to what you have requested, so you know what to expect.

To your first: The adequate methods of demoralizing enemy armies are vast, but are often time consuming. They require many men, especially POWs of the nation you wish to terrify, and an absolute will and lust for devastation. One method that has been used in the past by Realtas against invading enemies, albeit nearly 40 years ago, was very simple: Every thirty feet of a major thoroughfare, on fifteen foot spears place the heads of your enemies for all to observe, with the mutilate and/or burned corpse dangling or impaled beneath. A gory sight, and has even made our special forces woozy after a while. Pick men and women of the strongest stomach for such tasks. Further methods can be adequately taught as desired.

To your second: High resolution, even 3D, videos of these should be forcefully made viral via the Internet. Air these videos on all public channels, and show the act itself no less than twice on at least five different occasions. These acts will become an international sensation, and no doubt getting the world more than a little riled up. But really, that's the fun of the job.

To your third: The best torture is psychological. Drive them to where they are suicidal, and then make the suffering worse. We will teach many methods, but one is worthy of note despite being a fairly new innovation: Waterboarding. An extremely brutal method of psychological torture, it inflicts virtually no physical harm and can put the fear of God into the most atheistic soul. It can be used for a variety of purposes, but just for fun is always good.

To your last: Perhaps camps may be unneeded. Public impalement has been throughout history an excellent deterrent through fear.
