Would this Empress be just another of His Imperial Majesty's 100 consorts? HM Queen Sophia is seeking an noble husband for her daughter, the Princess Royal, but would not consider such an match if her daughter will be nothing more than an concubine.

It depends, on both Her Highness' family and Her biography.

Her family is, we assure you of the most noblest order, with five direct descendants monarchs of Izzyshipper. However, say for the sake of this argument, that HRH is to His Imperial Majesty's taste, what would become of the 100 consorts?

The other consorts still exist as such; consorts. The only reason for this is to provide HM with the best heirs possible.

Then her Majesty must decline, as respectfully as possible.

It is understandable. If any other of your nation's noble women are intrested, or if you can pass this along, that would be most appreciated.
