To answer your questions: Under my revised proposal, the Judges can be the Legislative representatives of the various member states if they appoint themselves. Alternatively they may appoint other people. Or not appoint Legislative representatives. Therefore they can choose how much work they want to do.

The Judges are the Jury in this proposal.

Leave that to me, I did disband the IPF but the Intelligence service has been merged into my nation (4 nations who just scan for issues)

What we mean is that the very freedom you give to members of issuing warrants whenever they learn of an entity breach, which is the same as saying whenever they want, their "bad" desicion will undergo scrutiny and it will take us back to point 1.
If Legislative bodies approve it, then it would be a useful clause.

Ah, I get it now. Yes, the judges we appoint at the meeting do have to approve the warrants first before we issue them. I'll put that into the clause, as it was under legislative representatives section anyways in the first place. But still, I'll put it in to reaffirm.

According to The Official Charter of the International Criminal Police and Peacekeeping Organization, Section 2, Article 4(a):

Judges of the Court of Justice shall be appointed at a general meeting for a term of one year at a time.

However, the current Court is in violation of Section 2, Article 12(c):

c) The Court of Justice is a trial by bench, where a 20-judge panel appointed by a majority at a general meeting, shall review the trial and make the final decision.

(Currently the Court only consists of three judges.)
