OOC: This is the sign-up thread for Fleet Week at Layarteb City 2011. Please read all of the applicable information below. Every year, I have done a Fleet Week RP on Nation-States (except 2010) to coincide with the real-life New York City Fleet Week. This year, New York City is hosting Fleet week from May 26 through June 2. This is a "fun" RP with parties, displays, demonstrations, and plenty of ego building. Registration can be done during the RP too, I don't mind but you can't participate unless you sign up here. Post any questions and let's get it started!

This year, the Empire of Layarteb will host its twenty-fourth annual Fleet Week at Layarteb City between Thursday, May 5 and Tuesday, May 10. Since 1987, Fleet Week at Layarteb City has been a spectacular event with displays, technology debuts, demonstrations, parades, fireworks, and air shows. This year promises to be all of that and more! In the past, the Imperial Layartebian Navy has debuted the Enterprise class supercarrier, Heretic class guided missile frigate, F-14E Super Tomcat, the Overburdened class battleship, and in 2006, the Emperor announced the realization of the Empire and the end of the Conquests, after twenty-six years of fighting.
The Empire of Layarteb's Ministry of Foreign Affairs cordially invites all countries of the world to participate in this year's Fleet Week at Layarteb City. In the past, attendance records have surpassed the one hundred million mark for this week-long affair with plenty of foreign nationals in attendance from dignitaries to naval enthusiasts to young women looking for handsome sailors. Pier spots remain open but time is crucial.
This year, the Empire of Layarteb shall debut the Macha class battlecruiser and the Norfolk class troop transport. In addition to the Empire, navies from around the world will be on hand to debut their own military technology as well as conduct demonstrations and participate in the weekend air show, which will run from Friday, May 5 through Tuesday, May 10. Exhibits, fireworks, parties, presentations, debuts, aerial aerobatics, and much more awaits you in Layarteb City this coming week.

Regulations wrote:RULES & REGULATIONS
Please read these rules and regulations to Fleet Week. These rules and regulations must be followed at all times and cannot, under any circumstance, be bent or avoided. Failure to adhere to them will result in immediate ejection of your party from the Fleet Week events without refund. If there is an issue with these rules and regulations, please advise the Ministry of Foreign Affairs before you arrive and accommodations may be made. The Empire reserves the right to deny any accommodations and entry as it sees fit. These nine rules are not the only ones in effect and the Empire reserves the right to change these at any time without prior notification.
1. The Empire stresses law, order, and security above all else. Any foreign dignitary who violates the laws of the Empire, can and will be subjected to expulsion, prosecution, or penalty, depending on the severity of the incident. The Empire reserves the right to detain, try, and sentence all foreign dignitaries and nationals should they violate the law of the Empire.
2. All naval vessels that arrive in Layarteb City Harbor cannot use their offensive weapon systems, due to health hazards. All weaponry must be stowed and all weapon systems must be on "SAFE" setting. Failure to adhere to these guidelines will result in immediate ejection. The Empire reserves the right to inspect all vessels in accordance with this guideline.
3. All aircraft that arrive cannot be equipped with weapons of any nature. Aircraft guns may be fitted but ammunition cannot be present in magazines. The Empire reserves the right to inspect all aircraft in accordance with this guideline.
4. Should it become necessary for an emergency evacuation of foreign nationals or dignitaries to take place, the Empire will not, under any circumstance, impede this evacuation. However, notification must be given to air traffic control staff, harbor masters, and/or police personnel to ensure a safe, timely, and unchaotic evacuation, as well as to not induce panic.
5. Acts of terrorism will be considered acts of war against the Empire and will result in immediate and overbearing retaliation.
6. Payment is to be made, in full, prior to May 4 or else all reservations will be forfeited.
7. All currency must be exchanged to Layartebian shingrots. The current exchange rate is §1.00 = $1.8993; $1.00 = §0.5265 and will remain as such throughout the entirety of this event. Price wages are fixed to avoid gauging.
8. The Empire reserves the right, at any time, to eject any personnel, regardless of diplomatic status or nationality, for any reason whatsoever. The Empire does not require that this reason be explained to the ejected parties.
9. Any accrued expenses must be paid prior to the egress of your party. Any expenses not paid will be applied to your respective treasury at an interest rate of 20% APR.
10. Any naval vessel with a draft in excess of 57.41 feet (17.50 meters) and/or with a displacement in excess of 200,000 long tons (203,209 metric tons) will not be allowed into Layarteb City Harbor and must remain out of the harbor. A specially designated area for these vessels will exist south of Staten Island.

Please find the attached travelers notice. It is a FAQ delivered with visas to the Empire in order to help foreign nationals better understand the laws and customs in the Empire. The last thing we or anyone wants is an international incident and this pamphlet is meant to serve as a helpful guide to all first-time visitors to the Empire.
1. The drinking age in the Empire is 18 years of age. Different locales have different last call rules but in Layarteb City there are none. The blood alcohol limit for driving is 0.04. Any BAC over 0.08 is a felonious offense. "Save lives, don't drink and drive!"
2. Non-prescription or medicinal drugs is illegal. Some examples of this include but are not limited to: marijuana, cocaine, heroin, LSD, ecstasy, and so on and so forth. Customs will inspect luggage and any person found to be smuggling illegal narcotics into the Empire will be arrested and tried to the fullest extent of the law.
3. "No means no!" Rape is a serious offense in the Empire and alcohol intoxication does not excuse or lessen the penalties. Rape is also considered a capital crime and can be punishable by execution.
4. Nude beaches are specifically designated and not for any persons under 18 years of age.
5. Courtesy is extremely important. The Layartebian people are raised to be courteous individuals and we trust our guests are equally as courteous to us as we are to them.
6. Business should always be discussed after scheduled meals have concluded. Asking for seconds is perfectly acceptable and often encouraged after everyone has been served. Please personally greet all guests at special meetings, introduce yourself, and remember to say "Goodbye" to everyone as well. The Empire's custom is a handshake with the right hand.
7. It is never a bad idea to ask if you are unsure.

Standard: Standard classification is the normal level of encryption. It uses 512-bit RSA encryption methods and has several key ciphers that change unpredictably.
Confidential: Confidential classification uses 1024-bit RSA encryption and several key ciphers within them that change unpredictably to ensure that message traffic is not hacked or decoded. Access to said messages would require heavy cracking software and significant resources but it is not "uncrackable."
Secure: Secure communiques use 2048-bit RSA encryption and multiple key ciphers within it to ensure that cracking it would take such a significant amount of time to accomplish that, should it be done, the message's usefulness would have already expired. Though anything is crackable, because of the methods employed, this level is often considered "uncrackable" by current capabilities. To ensure revolving protecting, ciphers and encryption algorithms will change unpredictably. This level is sufficient until 2030.
Encrypted: Encrypted classification uses 3072-bit RSA encryption and multiple key ciphers that change unpredictably. It can provide protection past 2030.
Maximum: Maximum classification is the highest level of classification available. It uses 15360-bit RSA encryption and multiple key ciphers that change unpredictably. It was previously experimental but now is recognized as maximum.

Well, you've been invited to attend the 24th Fleet Week at Layarteb City. It will be held immediately and it will be an international event with parties, fireworks, et cetera. I've done five of these already, this being the sixth, and they've been big hits. However, none of the RPs have ever been actually completed. Why don't you help me out and make this one complete. Now, when I say what days it will be held, that isn't a static date range. The RP will begin immediately (link to come later and will be posted below). Consider things fluid so if you register now consider really you having done it a month ago. This thread will remain open and as the OOC shows above you have to post here before you an RP.
I encourage you to take part in this RP and, in doing so, here are some ideas and requests. First and foremost, please provide pictures for all ships or aircraft you present, to spice up the RP. Please provide, if you have them, pictures of just about anything else. I love pictures in RPs like this. Actually just picture the thread up! Secondly, please don't spam this thread and also keep it to some sort of decorum. I will ask the MODS to delete posts if I have to, especially for n00bishness. Thirdly, please ask me if you're going to do something like "attack" someone or what not. I'd like to keep that out of the RP but, if you really want to do it, we'll discuss whether or not we're going to let it happen. This may be godmodding a little but it's a liberty I intend to use to make everyone happy.
Everyone is welcome, whether I like you or not. If you want, you can even RP as just average citizens of your own countries walking around, looking at displays or what not. Again, please use pictures in your posts, it really spices up the RP.
