Cuba also requires guidance you may be aware of our sleeper cell and commando raid along the gulf coast yesterday, we have hundreds of cellls waiting to hit military targets throughout America we need to prioritise these attacks, when and where?
Also what is our policy on merchant shipping, Cuban subs are in position but yet to attack should we give the word to begin a anti shipping campaign?

Due to the detiriating situation in the Gulf of Mexico as of 2100 hours GMT Cuba will begin restricted naval warfare along the current conditions:
1. All Nato ships operating within the Gulf of Mexico will be cleared for attack. These attacks will come from the Cuban Navy and AirForce.
2. All Nato Registored shipping travelling through the straights between Cuba and Florida will be open for attack by Cuban Forces.
3. Non Nato shipping will be allowed to travel freely south of Cuba, any non registed shipping travelling south will be turned away if resisted the ships will be borded by Cuban Marines.
4. If the Cuban Navy encounters ships thought to be carrying war materials the discretion to engage remains with the ship captains.
5. Any ship bearing the red cross will be allowed to pass freely through international waters.
Are we all agreed on these conditions?

1) Destroy the orbital stations using killer satellites.
2) Use ground based missiles though these are vulnerable and may provoke nuclear retaliation as all missile launches are detected as nuclear
3) Air launched ASAT missiles
4) Raids on ground based control centres e.g Cape Canaveral.
Currently Cuba has a ceasefire with the united states, but we do have sleeper cells and commando's in place in the United States we are willing to designate these units under the command of our allies, this way Cuba has deniability yet the alliance has an ability to strike at the heart of our enemis satelite control, we could possible knock out everything from early warning systems and defence platforms to communications and GPS or even gain control over our enemies weapons. We leave this suggestion to the will of the council.

Cuba has managed to knock out at least one defense platform, committed a large strike against canadian forces in retaliation for their naval attack and has begun a counterattack against America on Cuban territory.
Now for an important notice it is the intention of the Cuban military to land troops on American soil as soon as our borders are secure. We ask the alliance to discuss a possible invasion plan involving the south American alliance and China and Russia with Korean aid, the Cuban military council will report shortly on possible plans but this operation requires much planning.
Good luck and long live RED STORM!
