When an embassy is open, you will be set as a level 1 unless specified otherwise.

Level 2: Travel Treaties and Free Trade Treaties available to discuss
Level 3: International business expansion through borders treaties available (Tax-Free)
Level 4: Full access Economical treaties available
Level 5: Full access Military and Political Treaties Available
Note: As long as you have an embassy flash meetings with our diplomats are always possible.
Any level relations can ask for any sort of treaties, but nations with a level 3 for example have an extremely high probability of a Tax-free treaty to be approved, more than a level 2 for example.

Be active in the NS and/or II subforums and/or Economics and Trade
Be not involved in any active war or hostilities with someone we are diplomatically connected with.
