The United Federation of Sovereign Countries

The United Federation of Sovereign Countries is an alliance of mutual protection and prosperity, aimed at providing greater security for member states, both politically and economically. The Federation also fosters a certain sense of community and kinship among the various States involved, no matter the political stripe or color. The Federation is an open alliance, in the sense that it is not exclusionary.

The Alliance is, currently, tilted to the left end of the political spectrum. However, right-wing ideologies are welcome, and indeed already present, to some degree. This inclusiveness is probably due to the close-knit nature of the Federation, allowing Peoples to connect across their borders, and see past their ideological and philosophical differences.

All applicant-states are required to read and agree to the following Constitution,the binding legal document of the Federation, the embodiment of its ideals.

The UFSC Constitution will be the formal legal pact which binds all UFSC member nations together in Union. This document will be flexible and can be amended as time marches on to best fit the world condition. May this document create and maintain a fruitful, powerful and just alliance in a world which often lacks these traits.

Amendments; These amendments will serve as the basic laws and regulations of all UFSC member states.

1. UFSC to be lead by an elected Centeral Committee and appointed Chairman (appointed by departing chairman), delegates will be as follows: Economic, Defense, WA, Justice and Recruitment. Additional delegate positions can be created or current positions removed only by a general UFSC vote. All delegates will be appointed in a general member election. Delegates and Chairman will rule until death, retirement or they are impeached.

2 For combined defense and security this document officially forms the Combined Action Force (CAFOR) a multinational military force which draws troops funds and equitment from the UFSC member nations. It will be managed by the Defense Delegate off the UFSC Central Committee and can be deployed through either a Committee vote, or Defense Delegate executive order, or a general member vote.

3 To facilitate prosperity and free trade all member nations will eliminate or severely reduce (90% minimum) all tariffs on goods from a fellow UFSC member.

4 The basic management of the UFSC will be handled by the Central Committee, any Committee ruling or act can be overturned by a majority (60%) general vote.

5 No UFSC state will declare war on another UFSC state, any conflicts between member states will be handled by the Delegate of Justice.

6 The UFSC will form a law enforcement exchange to help facilitate communication and relation between national police forces and law enforcement agencies. The organization will be called the Federal Justice Command (FJC) it will be led by the Justice Delegate of the Central Committee.

7 No UFSC member will aid or abet any known/suspected terrorists or terrorist organizations (includes funding, supplying and any form of assistance). An organization/person will be classed as terrorist depending on WA delegate ruling(ruling can be overturned by 60% vote).

8 Any UFSC state can be expelled by in a hearing of the UFSC Central Committee for violating any UFSC amendments or bilaws. Punishments will vary depending on the severity of the offense and the Committee's ruling in case.

9 War crimes or crimes against humanity (WC/CAH) in any shape, form or quantity will not be tolerated in the UFSC. After confirmed proof of a state commiting, supporting WC/CAH or sheltering perpetrators said state will be placed on immediated suspension from the UFSC (all benefits tempoarily revoked). Pending trial by the UFSC Central Committee, states may be expulsed or otherwise punished by the UFSC. If the crime is considered severe enough, the perpetrating nation will be reported to the WA War crimes Tribunal.

10 While nuclear power and proliferation is a state's soverign right, all UFSC members are subject to FJC Atomic Energy Division supervision and inspection, of any and all nuclear power and weapons facilities to make sure they meet international saftey and environmental standards. The discovery of any undeclared nuclear weapons in a state, pends immediate review of the state's mmbership by the UFSC Central Committee.

Willful killing without the conscent of a legitimate and recognized government entity, which does not otherwise violate the UFSC Constituition, or causing great suffering or serious injury to body or health

Murder, cruel or degrading treatment and torture

The World Assembly has no place in International Incidents. I don't see the point of having a WA delegate. What exactly is the purpose of the Justice delegate?

giving the Defense Delegate the power to deploy them through an executive order gives too much power to one nation. I don't want to send Uiric men off to fight, just because the Defense Delegate ruffled the wrong nation's feathers.

Oh great, more bureaucracy. Why don't you suspend their membership and let them battle it out, or assign the job of mediating conflicts to a delegate?

This doesn't seem useful unless you have members which share borders.

Crimes against humanity? Please explain how someone could perpetuate a crime against a whole species? War crimes? There is no law in war. It is an awful disaster where only the strong and armed survive and those who refuse to fight get killed or nearly so. Half of those who fight still end up dead with their children crying. War isn't pretty so claiming that there is such a thing a a war crime is preposterous.

So in other words, you are controlling nuclear weapons and subjugating them to your standards, as if this wasn't arbitrary enough. And you are forbidding war, too. This effectively renders the militaries of all member states useless and your precious CAFOR too.

CAFOR is the UFSc's centeralized military, it is made up of land, air and naval elements contributed by member nations. ALL UFSC members are encouraged to contribute fiscally or militarily to CAFOR although it is not mandated. CAFOR has been deployed several times, normally on humanitarian or peacekeeping missions. CAFOR also aids any member state if they should be invaded or attacked.

As the current Defense Minister, i have only ordered 1 Operation to stop a Genocide and the only troops sent were from my own nation and a Battalion donated by Jakra. CAFOR is a solely member donated force, so if you dont want me to send your troops off to fight because some other member got in a war than simply dont send any to CAFOR.

The Central Committee is each of the Delegates. Each delegate handles a set area of the Alliance, and the Alliance Head has the ability to Veto any of the Delegates actions. Or by a vote approved by 60% of the members

What this means is that a Elected Committe will decide which faction was at fault, and punish said faction as needed, ranging from Ejection and suspension to a full out declaration of war.
