Yah, the mercs'll be an issue, but give 'em some simple task, make it seem vital and difficult, and they'll waste all their time on that."

"But, like you said, I'm here to clean up." He smiled. "And the fastest way to do that, it seems, is to get to this briefing. Shall we?"

Archbishop William Laudner had managed to secure a conference room in the Goldmoth Hotel in Harbourtown in order to hold the strategic briefing. It was nerve racking; first of all both Monarchist and Congressional representatives had to be present, and the Monarchists had deeply resented holding the conference at the airport’s hotel rather than in territory they held. It had taken a lot of work, and he was exhausted and deeply grieved. Among the leadership—he knew these men and women. It grieved him to his very soul to see the hatred they casually bore for one another.

“Pahath-Moab?” Hesperinus had growled like his namesake, ‘The Animal’. “I’ll not have him, nor any of his baboons dealing with me directly as though they were men! You threaten me, Archbishop, with Pahath-Moab, that smug grinning trained ape, that insolent little bastard?”

“Hesperinus?” Pahath-Moab had sneered, staring at the Archbishop. “He’s not fit to command a tent. He’s not fit to command a troop of congenital idiots mounted on shopping carts.”

And in fact apart from cool nods when they arrived, the Monarchist and Congressionals barely spoke to one another, so that the Archbishop, his assistants and the humanitarian representatives were forced to do all the talking except for the briefing itself.

The room made it possible for people to all see the projection screen and the low stage where the New Edomites sat. The archbishop was weary but genial, Doctor Salt the most energetic and passionate, Hesperinus dour, Pahath-Moab serene.

“First of all,” Archbishop Laudner began, “I’d like to thank everyone for coming, from the bottom of our hearts. It is with deep gratitude that we welcome you to New Edom. You have risked your lives and given much to be here. Next, I would like to introduce Dr. Elizabeth Salt, of the New Edomite Refugee Council. She is a senior physician at Misericordia Hospital in Harbourtown and has been to every major refugee gathering point in New Edom.”

Dr. Elizabeth Salt was fair haired woman with a lovely and gentle face, that somehow carried a strength in it, as though from beyond her mere body. “Again, thank you for being here. We have a very difficult situation ahead of us. First of all, there are refugees on the A-3 highway that joins with major roads in Harbourtown along the eastern edge of the city, swings in a loop westward north of it and then proceeds up to Glasstower. While there are scattered groups that have been taken in by smaller municipalities, the gravest situation lies here in Padan, directly 25 kilometers northwest of Harbourtown in the direction of Glasstower, where nearly 36,000 refugees—possibly more by this time—are gathered into a large encampment. Because they nearly number the same population as Padan itself, municipal authorities with the help of Congressional forces have closed off the town to them. They lack fresh water, food, medicine and medical professionals.” Here her face grew deeply sorrowful but she struggled on, chewing her trembling lip a moment. “Our hospitals in Padan and Harbourtown are swollen with casualties already, and the few medical professionals we have in the camp are overwhelmed. Then there is this problem: from Glasstower to the north tens of thousands more are moving onto the A-3 from the north, as they are evacuated from the city, which cannot keep feeding and providing for them. We estimate another 20,000 will be moving through the military zones there. Finally there is the situation of Harbourtown itself. It is not so bad here as in Sterry out west (which will not be our concern today as other groups are organizing there as we speak) where infrastructure and utilities have broken down completely, but food distribution, maintenance of power and other amenities are…well, severely challenged, with rolling blackouts and damage to water systems, power and to roads due to the city having been besieged. We estimate that there are several thousand people in Harbourtown who may be without these amenities to any degree.” Dr. Salt glanced at her notes and cleared her throat. “Excuse me. We feel that urgency cannot be stressed in getting around obstacles to provide medical care, clean water and proper hygiene conditions as soon as possible. We are becoming concerned about incidents of dystentery, and the possible chance of cholera.” Dr. Salt seemed about to say something else, glanced at the Archbishop, and with an air of weariness went to sit down.

“Thank you, Doctor Salt.” The Archbishop rose, giving her a hand clasp. “General Hesperinus?”

The moustache bearing, squat muscular general of the Monarchists around Harbourtown rose and nodded for an aide to bring up a map on the large TV screens that hung in the conference room via a power point on his laptop. “Monarchist forces at present hold the Titanis Combined Arms Base southeast of Harbourtown and a position at Isle West Research Park in the southeast area of Harbourtown. This is the southeastern ORBAT:
1. Titanis Combined Arms Base: 12th Tactical Air Squadron (F-16), Royal 1st Cuirassiers (Tank Battalion)
2. Isle West Research Park: Iron Guards and King’s Own (mech inf) and the 1-6th Artillery battalion
3. Southport and the A-3 Highway commencement: Royal Griffon Guards

“Northeast of the city at Harbourtown commercial district and the Industrial Park are the Redwolf Guards regiment currently holding positions. The…Congressional…ahem…forces have destroyed areas of the road north of that position, requiring diversions along narrow roads. This area is held by insurgents we are…ahem…informed…that are being contacted by Congressional operatives. In the south around the Isle West Research park the roads have been mined, and road clearing is being undertaken. In addition to this RNES Constrictor, a destroyer supported by escort vessels and a frigate, Locathah, support our forces in the region. The harbour until recently has been disputed territory; both sides have withdrawn except for a small landing zone party held by Royal Marines.” Hesperinus coughed into his powerful fist and sat down.

Pahath-Moab stood as Archbishop Laudner began to introduce him. “The forces of the Free Congress hold Harbourtown with the 1st Congressional Militia Legion. In addition the 14th Cavalry supports them out of Padan.” There was a sense of vibrant pride and energy about Pahath-Moab. It was also clear to those who were perceptive that with inferior numbers and a brigade of volunteer light infantry that they had held Harbourtown for more than two years against a superior force in technology, equipment and manpower. “We control the airports in Harbourtown and in Padan at this time. One of the things we lack is the ability to quickly repair the A-3 where damaged—we may need some help with that. We can guarantee travel in the city in a days’ time once signals are guaranteed to have reached every zone held and patrolled by the 1st CML, but we cannot guarantee that along the A-3 at this time, so it may be necessary for small units of the 14th or CML to accompany peacekeepers until we can be sure that all insurgency units have been contacted. What we are doing in order to establish this is to send out signals which I will unfortunately be unable to reveal at this time. In cooperation with the Monarchist Party troops, we’ve established flight zones into Harbourtown to the commercial airport, and in an overflight path from there to Padan airport. It is possible to travel directly along a two lane highway from Padan’s airport in a loop about 15km to the A-3 north of where the road damage took place. From there it is approximately 50km to the siege emplacements south of Glasstower, which is territory held by the Monarchists.” Pahath-Moab, with a visible sense of swagger, went to his seat.

Hesperinus did not move, but his eyes were seen to dart in Pahath-Moab’s direction.

The Archbishop stood, feeling relieved that at least they had not tried to snipe at one another. “Thank you very much, gentlemen. I am informed by the, um, national weather service that we are expecting overcast skies for the next three days, 40% chance of light showers beginning at that time. Again, thank you all for coming, and are there any questions?”

Father Paul Morris looked in puzzlement at the enigmatic message that had ended up in the email folder of the Archbishop. He was a young and formerly idealistic priest, dismayed by the last three years of civil war, but nevertheless a devoted personal secretary to the Archbishop, a good administrative mind and very intelligent, but he could not figure out for the life of him who had sent this message, whether it was a joke or simply a clerical error or not. He decided to be polite instead.

A young New Edomite NRC official approached the attache and murmured, "We can quickly send you the minutes from the briefing if you'd like to refer to them or get caught up." The Q&A was about to begin but the Archbishop gave everyone a few minutes to stretch their legs before it began in earnest.

On the walls of the conference hall large posters showed advertisements for concerts and plays, suggesting that they had been going on even during the course of the war. One of the most recent was an advertisement for Aida to be performed by the symphony and a local opera company.

“What’s the threat estimate for the area?” He asked. “How many people are likely to have missed the memo about not shooting us?”

Beside him, Ms. Barton was bust making notes, jotting down numbers of refugees, major problems, etc. For the most part this seemed to be mainly for the military men, so she kept her head down and her mouth shut.

King was immediately alarmed at what the police officer said. No fighting in Raith Immel? How was King supposed to convince the people of Vici Minerva's strength and power, without an enemy to demonstrate on? He looked around calmly, and smiled. Of course, this was a false smile, for his honest feelings were that they were a bunch of primitive druids who stay diluted in this forestry along with their demented visions of a "God". But still, there were some admirable traits.

Unlike most peoples outside of Vici Minerva, they were relatively well in shape. Their body figures and overall appearance was either very good or very decent, so at least he knew that they didn't suffer any genetic defects. Despite the fact that they've seemed not to really advance as much as Vici Minerva, they at least were sensible to the environment. Vici Minerva was often proud of its both progressive technological advances, and environmental preservation. And of course there was that pretty girl he saw...

King tried to get his head out of these thoughts. He had to think quickly; odds are they alerted their HQ and that would ruin one of the key elements to a Sun Tzu's three basic strategic laws: Deception. King was planning to attack Glasstower without any forces knowing of his arrival, just in case the Royal Marines weren't too accepting of their "liberation". King had to think of a new way to attack them... He remembered seeing a lot of logging materials... perhaps he could find an alternative route yet... He'd discuss his plans later with his officers.

"Oh.... is that so? Well I'm at least glad to hear that your province hasn't suffered from the horrors of war. Well, we're on our way to Bara for humanitarian aid. We've been driving for miles, is it fine with you if we take the rest of the day to rest and refuel? We'll station our vehicles on the outskirts of your city, and I'll be sure that we won't be a bother..."

Major-General Hesperinus gave Colonel Pahath-Moab a look as eloquent as a schoolkid saying "Yeah!" Pahath-Moab seemed to have all the facts at his intelligence officer's fingertips though; Major Faz showed him a little ipod like device, scrolling with a blunt finger. The Colonel nodded. "We estimate that there are 4 groups that have acted as insurgents in the area, and we have stated that contact will be established in 2 days when the green light will go up. The groups consist on average of 15-50 per group, so we're looking at between 60 and 200. They're armed mostly with small arms and some squad automatic weapons, but probably all have RPG-16s, stolen Armbrusts or other such rocket propelled weapons, light mortars and of course demolitions. Easy enough to make demolitions for anybody."

The police officer opened his mouth, and then closed it. "On your way to Bara? Well...at the rate you're going you will probably get there in about 5 hours or so. Bara is the province south of Raith Immel; Bara and Haran are where the fighting has been going on...but haven't you heard? There's been a cease fire, and well...no one is starving or anything here." his voice trailed off a moment, looking down at the column of war machines that stretched past the town and disappeared around a bend in the road. "So probably," Captain Zim went on, "While your troops halt I should put you in contact with someone in Fineberg who can let you know what's going on."

As they were talking another group of people were arriving. One of them was a tall Elwe man who wore a headress of feathers and flowers, a robe of deep blue hummingbird feathers, carried a carved staff and wore a mantle of dappled hide. People parted respectfully for him and a group of ceremonial longbowmen, handsome young men in their prime, their upper bodies bare to show their sleek muscles and claw mark tattoos.

"This is the High Prince of the Elwe, Findi Lamat." whispered the police captain. "He has come to honour your arrival."

"On behalf of the Elwe of Raith Immel," said Findi Lamat, who startlingly had a germanic sounding accent--doubtless from a foreign school--"I welcome you to New Edom. I hope that you will do me the honour of dining with me and my family tonight, Field Marshal."

Under a nearly full moon, a C-17 escorted by a pair of new Silent Eagles approached the Titanis Combined Arms Military Base. With his usual sense for dramatic flare, General Ferde came over the radio at exactly midnight. "Titanis, this is Lt General Teimo Ferde, leader of the Helladric mission to New Edom. We request permission to land."

With the all clear, Helladria's first troops to New Edom touched down, and after clearing the runway, the first women and men of the 17th mechanized battalion immediately began unloading equipment. When he stepped off the plane, General Ferde was greeted in person by a plain clothes-ed officer.

"General Ferde." It wasn't spoken as a question.

"General Hesperinus, I presume? It wasn't necessary to come out here to greet me."

"No sir. General Hesperinus is indisposed at the Humanitarian Briefing. I was informed of your imminent arrival, and asked to bring you up to speed."

"I'm Lieutenant-Colonel Grummel," the man explained. "Thank you for coming." In the background the Helladrians could see that the base was a large one; to the south was evidence of a naval pier, including cranes and other heavy lifting equipment. Immediately east were hangars, warehouses, barracks and other buildings. North of them lay the airfields; immediately west they could see over fields defensive emplacements for anti-aircraft missiles and artillery. However a lot of activity was also going on. There was a heavy rumbling sound; a thousand meters away or so down a main road the Helladrians could see a column of tanks, bristling with reactive armour, lumbering down the road. From farther down the airfield a flight of F-16s were clearly being readied for takeoff.

Over all the noise, the officer shouted, "If you'll come into that quonset over there, I'll brief you."

“Fire in the hole!” came a scattering of shouts. In succession explosions tore through supply depots. Much of the fuel was busy being loaded onto a train heading south; the rest would be fired as the base was, finally, abandoned.

People were being herded away from the chainlink fence at the main entrance, some of them holding up documents to show their importance.
“I’m representing the Mayor!”
“I’m the Consul-General of Gloria Regis, damn it!”
“Let us through! What’s going on?”
“Get back!” shouted a young MP corporal, raising his pistol and firing into the air. The crowd gasped in dismay and roiled back, a few people falling. There were some screams.

Watching from inside the HQ, Major Weber drew in her breath and turned to the Adjutant. “Sir, with all due respect, this is a clusterfuck. We should have calmly informed the citizens of something. Now they’ll panic, and we’ll look like we’ve abandoned them.”

The Adjutant was busy packing his cigars into a suitcase. “Well, we are abandoning them. Welcome to the real world, Major. I’d suggest you get busy if you are so very concerned about these precious civilians,” he sneered the last word, “While we need to defend the NATION. The nation, Major.” The man stared into her eyes, his jaw firming. “We need to be strong now. Experience will teach you that.”

She realized she had never liked the Adjutant. He had always had an air of “What’s a sweet little girl like you doing in this big man’s army?” about him. She said gravely, “Of course, I’ll do my duty sir.” She glanced round at the paperwork that clerks were hustling to boxes and onto dollies that they wheeled down the hallway.

“Your orders, Major. You help the citizens begin their evacuation, and withdraw when the signal comes from GHQ in Fineberg.” He smoothed his moustache. “I will be going down to make my report personally.”

There were four C-130 hercules on the base; all of them had been warming up for takeoff. The Adjutant intended to be on one of them, she saw.

She suddenly couldn’t take anymore. “Will that be all, Sir?” she asked quietly.

He looked up, saw her serious dutiful face, and nodded. “Carry on, and good luck, Major.”

She saluted and left, clattering down the stairs and outside, where the sounds of the shouts of the crowd, vehicles on the move and the heavy thunderous banging of the train as it was starting to move could be heard. A smell of bitter smoke was in the air.

We as a whole are capeable of humanitarian aid. We are also members of The Transnational Relief League, Prefix Of Branch: Lutvikkia Assist Supplemental Team L.A.S.T. We have six (6) dedicated vessels standing by ready to steam your way. Included but not limited to are MASH units these purpose built conex box systems hold all the facilities of a hospital, but allow for ultra quick set up and break down. Large evac helicopters, and transports for dropping supplies. Our 'soldiers' are combat traind medics. This precaution was implemented due to several relief projects comming under attack and thereby loosing valuable doctors.
If these conditions are not favorable to your country we will understand. Also if you have recieved enough aid and assistance from fellow nations, we will also understand. Please note however we stand by to assist you. Please give the permission to steam into your harbor. Thank you.
