As the main fighting in Padan province has been limited to bombing runs deeper into the province and otherwise to the coastal area around the city of Sterry, immediate emergency distribution of food and vital necessities, mine clearing and repair of utilities has begun. Due to recent brave actions by the Helladrian peacekeepers, the L.A.S.T. team is able to set up emergency mobile field hospitals in the area. There are approximately 2,000 injuries due to mines and bombing in the last weeks and due to power outages in the city the civilian hospitals were overwhelmed. In addition to this there have been unestimated numbers of illness due to water borne illnesses and malaria. The peacekeeping effort is an overall success in this area, where a demilitarized zone has been set up along the harbour and the commercial airport allowing humanitarian relief efforts to move in and out with relative ease. The cease fire between the naval units commanded by Monarchist Admiral Charles Rand and Congressional Commander Augrim has been maintained as a result of negotiations on both sides led by the Helladrian commander, General Montene.

Due to these actions approximately 25,000 people are able to be moved back into the city, while nearly 150,000 others who have been without clean water, electricity, food, medical attention and basic safety are now starting to get it. Realistically it will take some time before normalcy is restored to the city, but a great deal of hope has been established.

Because of the simplicity of this operation relatively speaking, it is a simple matter to request that General Montene direct relief efforts in this area.

The West Bara peace mission has been understandably more complex, as the area affected is larger and more populous. Approximately 15 million people live in this area, one of the most developed in New Edom. It comprises much of the industrial sector of New Edom as well as the largest area of production for petroleum, agriculture and fisheries. It is estimated that at least 1 million people live in starvation conditions by this time, and at least 1.5 million are without basic amenities such as clean water, regular supplies of clean food, electricity or the most basic aspects of sanitation. The New Edomite Refugee Council estimates that approximately 110,000 people have died as a result of the Civil War in this region who are noncombatants.

In West Bara maintaining the cease fire has proved difficult due to numbers of insurgents who are not in contact with either side’s higher headquarters. In Harbourtown the accomplishment of cease fire zones is still underway as Hugoran and Helladrian forces establish necessary contact to maintain the cease fire. Wolfmanne ranger units came under fire by insurgents at the small town of Padan-Aran and were besieged by them for a full day until 15th Armoured Cavalry units from Lookinghaven were dispatched to relieve them. Wolfmanne and Hugoran air superiority fighters have established a no-fly zone over Harbourtown limiting flights to peacekeeping security and civilian transport. As yet no foodstuffs, water, shelter or clothing have been moved out of Padan airport or Harbourtown’s commercial port and international airport due to the lack of full establishment of cease fire conditions.

Conventional forces in the area of the Guards Division commanded by General Hesperinus of the Monarchist Army and of the 1st Congressional Militia Legion commanded directly now by General Abishai Hagar of the Free Congress have agreed to abide by the cease fire.

It is recommended that the peacekeeping mission in West Bara be led by General Ferde of Helladria, which again comprises the largest force in the area, with the Wolfmanne contingent’s commander leading forces in Harbourtown in particular.

Formal Requests

It is requested that no large bodies of troops be sent in haste. If possible we would like to consider and hear requests to send soldiers to protect humanitarian shipments or groups, but as there is a cease fire at this time we ask for the following:
1. Food. We ask that this be sent to the New Edomite Refugee Council at Padan in West Bara Province for the time being.
2. Medicine and ideally medical professionals.
3. Shelters.
4. Clean water or sanitizing procedures.
5. Specialists in psychological trauma would also be welcome.

24 February, 2011: More than 35,000 civilians have been forced to flee after an outbreak of fighting in West Bara, reports from various NGOs in a press release dated 25 Feb. These people reportedly fled after the government launched a fresh military campaign on Feb 12 in the Harbourtown region. The campaign is aimed at the disarmament of the Congressional Forces and their local militia allies

Since March, the civilian population of West Bara has become increasingly victim of looting, extortion, killing and rape, according to MSF first situation report dated 19 May covering the province Following the announcement of impending military operations in the province by the Congressional Forces against the Royal Army. the protection of civilians has become a major concern, adds the report.
At least twelve large-scale attacks were registered since January involving killings, rapes, burning of houses, extortions and pillaging. The most deadly attack occurred in Ironbeck (north of Glasstower), on the night of 10 to 11 Feb. Approximately 77 persons were killed with swords, axes and knives or burned alive, and more than 700 houses were burnt. According to reports Congressional militia allies have also been responsible for pillaging, confiscations of harvests and food rations, destruction of houses and extortions and has perpetrated numerous rapes.

Chambers, the elected governing body of the empire, has recently been notified of the horrific nature of events in The Free Land of New Edom. Consequently they requested that the Peacekeeping Forces of the Strategic Air Command be deployed to assist in establishing order and safe conditions for those currently enduring the great hardships.

The peacekeepers would not be performing a military role, but a humanitarian one. Three refugee zones, each capable of housing 2,000 refugees, would be created. Here they could live in a safe environment - provided food, shelter, electricity etc. - and cared for by some of the world's best medics until the crisis has been resolved. Priority will of course be given to any imperial citizens, who will be flown home as quickly as possible, and then those who are most in need regarding medical condition, family status etc.

The Peacekeeping Forces will be deployed regardless of an official response, the world can not merely stand by and wait, however it would be appreciated if we could be directed to the areas that are currently in most need yet have suitable terrain for our operations.

We also would like to send a mine-clearing team, equipped with drones designed to disarm mines. We intend to deploy approximately 2,400 soldiers to guard the supplies and aid workers, delivered mainly by air through a mixture of parachute and helicopter landings and regular transport aircraft. Accompanying these forces will be APCs, IFVs and some air support, mainly helicopters and VTOL aircraft. This force will not fire unless fired upon or given clearance by their officers, who will or course coordinate their efforts with local commanders.

The situation in your country certainly caught the attention of our country and our compassionate citizens, and as a leader to this nation I could not help it but feels the sorrow of your people and the heavy load that you sir are probably experiencing. Thus, seeking friendship, let me take of some of that load off your shoulder, in return all that I ask is that New Edom is to give the people of Redzon a chance to a make a difference in this world.

My first thought was to send in relief humanitarian force straight into New Edom, however my advisors advised me against it considering the volatile situation which is still currently on going. Unfortunately, the recent cease fire does not convince my advisory council to allow me issuing a decree.

The safety of our people is the utmost priority however.

Yet, rest assured, Redzon will not simply abandon those who needed assistance, especially when our First Kingdom hold so much potential and capacity in doing so. Sir, if you would allow our nation observer to make and independent assessment to the true state of being in New Edom, we would be happy to do more than just sending humanitarian aid.

As your reading this letter, I am happy to tell you that a small humanitarian flotilla and a small task force from our own Royal Redzoni Navy is sailing toward your harbor and expect to arrive in within a few days duration. And with it,:

1) 200,000 tonnes worth of food, water, basic necessities and medical supplies.
2) 1x Fleet Escort Hospital Vessel from our Royal Navy to provide more advance medical support.
3) 146x Royal Redzoni Ranger peacekeeper/observer

Furthermore, should you allow this, the First Kingdom of Redzon, would also like to accept refugees from the affected states. If your people would like to seek better place to live, away from all the on going conflict, then by all means our borders are open. I've instructed the flotilla to process any group of refugees who may want to come and live in Redzon for the time being. They will be treated as our guest, and when the situation in New Edom has improve we would bear the cost in sending any refugees back home to New Edom.

In light of the circumstances the Holy Empire hereby mobilizes four M.H.U.'s (Mobile Hospital Units) and two teams of army engineers. The humanitarian units will be departing in six C-130J Super Hercules, one for each M.H.U. and one for each team of engineers. We request information on airports in the West Bara Province and the Province of Haran, so we land land the supplies as close as possible. We will not be sending peacekeeping forces as we feel this would only introduce more tension into an already tense situation. The hospitals will be set up at refugee camps and anywhere they're needed, the engineers will help set up housing for the displaced peoples and help in the planning of reconstruction.

I am having a general intelligence report prepared regarding West Bara Province for you. Other humanitarian efforts are to be made in the area and information has been posted publically to that effect. Forces of the Monarchist 3rd Brigade as well as support and logistical units are operating in the area, as well as the 1st Free Congressional Militia Legion, the 14th Congressional Cavalry Regiment and the 19th Regiment of Light Troops (Congressional Special Forces) are operating in the area.

Padan Commercial Airport north of Harbourown as well as Harbourtown International Airport are available for landing, as well as the large industrial and commercial port at Harbourtown. Sterry in Haran has a large commercial airport which is held by Royal Marines of the Monarchist Government.

What might be most suitable would be having this force land at Harbourtown Industrial Harbour, though we advise ALL naval units to coordinate with Free Congress and Monarchist navies as certain harbour areas may be mined. As the peacekeeping/humanitarian organizations coordinate the logistical needs can be more clearly established. Thank you very much for your participation.

General Communique

On behalf of the New Edomite Refugee Council, the General Mediation Council of New Edom, and empowered to speak for both the governments of the Monarchist Party and the Free Congress, I am sending out a general message asking for assistance to the nations of the world. As I speak approximately (though numbers are merely an estimate) 100,000 people in New Edom are displaced or in areas without adequate amenities for clean water, power or regular medical attention. The New Edomite Refugee Council, which consists of a number of groups operating under a general administration, has exhausted efforts to provide medical attention, food, shelter, clothing and hygiene. What follows below is general information I hope will be helpful to those nations which might consider aid.

The General Status of New Edom

New Edom is in the third year of a civil war. A recent cease fire has enabled negotions to begin in the nation of Cantr, though at this time the parameters of this council are still being discussed by diplomats. The cease fire is generally being applied, but the details of it are also in the works; there are in some areas units that have been out of communication with the main body they are attached to, as well as paramilitary, partisan and local militia units. Strongest efforts are being made to reach all units. The civil war is between the Monarchist Party headed by King Mark Obed from the city of Fineberg and the Free Congress headed by President William Touchstone from the city of Lookinghaven.

Areas of Concern

There are two general areas of concern where humanitarian aid would be of greatest urgency. First of all in West Bara Province there is the area of the A-3 Highway between the cities of Harbourtown and Glasstower, where approximately 36,000 refugees are in camps run by local organizations. These are people who have fled the fighting in Harbourtown. North of that area closer to Glasstower itself are about 15,000 refugees who have not yet been properly organized into camps. Due to lack of administrative assistance hygiene is an increasing problem; concerns about malaria and cholera are growing according to medical reports.

The second area is to the east of Bara in the Province of Haran. This is desert country where thousands of refugees have recently fled military actions in the city of Sterry on the coast. According to recent reports there were nearly 120 casualties from mines that had been fired onto the road to attempt to harass Congressional troops retreating from the city.

Well, they are transported by sea, then they are unloaded and driven to the camps.
