As the main fighting in Padan province has been limited to bombing runs deeper into the province and otherwise to the coastal area around the city of Sterry, immediate emergency distribution of food and vital necessities, mine clearing and repair of utilities has begun. Due to recent brave actions by the Helladrian peacekeepers, the L.A.S.T. team is able to set up emergency mobile field hospitals in the area. There are approximately 2,000 injuries due to mines and bombing in the last weeks and due to power outages in the city the civilian hospitals were overwhelmed. In addition to this there have been unestimated numbers of illness due to water borne illnesses and malaria. The peacekeeping effort is an overall success in this area, where a demilitarized zone has been set up along the harbour and the commercial airport allowing humanitarian relief efforts to move in and out with relative ease. The cease fire between the naval units commanded by Monarchist Admiral Charles Rand and Congressional Commander Augrim has been maintained as a result of negotiations on both sides led by the Helladrian commander, General Montene.
Due to these actions approximately 25,000 people are able to be moved back into the city, while nearly 150,000 others who have been without clean water, electricity, food, medical attention and basic safety are now starting to get it. Realistically it will take some time before normalcy is restored to the city, but a great deal of hope has been established.
Because of the simplicity of this operation relatively speaking, it is a simple matter to request that General Montene direct relief efforts in this area.

- In this area Monarchists are entirely composed of various insurgency groups, unidenfied special forces units and possible groups of bandits claiming to be Monarchists.

In West Bara maintaining the cease fire has proved difficult due to numbers of insurgents who are not in contact with either side’s higher headquarters. In Harbourtown the accomplishment of cease fire zones is still underway as Hugoran and Helladrian forces establish necessary contact to maintain the cease fire. Wolfmanne ranger units came under fire by insurgents at the small town of Padan-Aran and were besieged by them for a full day until 15th Armoured Cavalry units from Lookinghaven were dispatched to relieve them. Wolfmanne and Hugoran air superiority fighters have established a no-fly zone over Harbourtown limiting flights to peacekeeping security and civilian transport. As yet no foodstuffs, water, shelter or clothing have been moved out of Padan airport or Harbourtown’s commercial port and international airport due to the lack of full establishment of cease fire conditions.
Conventional forces in the area of the Guards Division commanded by General Hesperinus of the Monarchist Army and of the 1st Congressional Militia Legion commanded directly now by General Abishai Hagar of the Free Congress have agreed to abide by the cease fire.
It is recommended that the peacekeeping mission in West Bara be led by General Ferde of Helladria, which again comprises the largest force in the area, with the Wolfmanne contingent’s commander leading forces in Harbourtown in particular.

Formal Requests
It is requested that no large bodies of troops be sent in haste. If possible we would like to consider and hear requests to send soldiers to protect humanitarian shipments or groups, but as there is a cease fire at this time we ask for the following:
1. Food. We ask that this be sent to the New Edomite Refugee Council at Padan in West Bara Province for the time being.
2. Medicine and ideally medical professionals.
3. Shelters.
4. Clean water or sanitizing procedures.
5. Specialists in psychological trauma would also be welcome.
