OOC: I wish to create a list of issues to be raised during the World Socialist Conference that I intend to hold. I've decided that we should discuss this before I create the thread. I will at that point allow non-members to put forward issues they want to be discussed and decide on the issues that will be discussed first. At the same time, I will be creating a list for those who wish to make a speech to the world socialist conference. But I digress.

Let us get back to the issues we wish to raise. I personally wish to raise the following.

. The decline of socialist influence on the NS world stage: why is it happening and what can be done to stop it.

. Third way systems: how do they affect the balance between socialism and capitalism?


I eagerly await the imput of my fellow members of this organisation on both the issues I intend to raise and on issues they would like to be discussed.

Preamble

Long has the working class come under assault from those who desire to exploit it. Those that desire to protect them, the followers of Communism, Socialism and other left wing ideologies, have been, at best, mocked and in many places persecuted for our efforts. It was inevitable that there would be a counter reaction and we are it. This Workers International will be formed, with the purpose of uniting Communists and Socialists in the mission of protecting the working class of the world from the attempts of those who desire to grind it beneath their boots.


Alliance Rules


Article One: Membership

[i]The alliance requires the following from those desiring membership.

- The state seeking membership is expected to follow in it's entirety the Charter of the Workers International.

- The state must be at peace with the members of the pact and must be ready to accept them as fellow members.

- The state must be an adherent to socialism or follow an ideology compatible with socialist principles, as determined by the Central Committee.

- The state should be capable of providing a sum of money equivalent to about one percent of their GDP to the Pact treasury. However, if a member is experiencing economic troubles and feels that they cannot pay this, they can ask for the sum to either be reduced or cut completely, depending on the circumstances of the member.

- The state must be capable of being an active member of the alliance.

If the state is incapable or unwilling to gain full membership, they can gain probationary membership. This is essentially a trial period. This type of membership gives them the protection of the pact, but they do not have voting rights and their behaviour will be under close scrutiny.

It is expected that the state submits a completed version of the following form to us as soon as possible.

Article Two: Basic Alliance Structure

[i]- The Workers International will have two ruling bodies. The first of these will be the Council of Representatives, which will serve as the legislature for the alliance and as the body of representation for alliance members. When making decisions, a quorum of two thirds of the full membership will be required to pass any motion, unless either it is the consensus of active members that this should not apply or if the Central Committee decides to override the prerogative of the Council. If the motion does not achieve quorum within two weeks, it will fail to pass and the Council will be expected to review why the bill failed to pass and makes changes to it based on their conclusions.

- Annually, they will elect the Speaker of the Council/ Deputy Secretary, responsible for maintaining order in the Council, and the Central Committee for the Workers International. This will serve as the executive body and will manage all affairs not under the directive of the Council of Representatives. Apart from the General and Deputy Secretary, each of the members of the Central Committee will have been appointed to manage the portfolio of one of the Commissions.

These Commissions are:-

The Commission for Internal Pact Affairs
The Commission for External Pact Affairs
The Commission for Pact Defence
The Commission of Economic Affairs

- The General Secretary will be the head of the Workers International and will be selected by the Federal Socialist Republic of Osea to act on its behalf as the leader of the Pact. Under the General Secretary will be the Deputy Secretary of the Workers International. The owner of this office will be selected by a general pact vote. In normal conditions, the Deputy Secretary shall the role of Speaker of the Council. If the General Secretary is absent, the Deputy Secretary will be expected to take over the duties of the General Secretary during the time of absence. If the absence is because of the death or incapacitation of the General Secretary, this period of replacement will last until a new General Secretary is appointed by the Federal Socialist Republic of Osea.






Article Three: The Defence of Socialism

- The members of the Workers International will defend any member of the Pact if they come under attack. However, if the rest of the alliance decides that the nation being attacked has either done something that conflicts with the principles of the alliance or that the attacker has reasons that can be justified properly to the Central Committee, the alliance can decide not to act in defence of the member being attacked. This rule applies to members attacking other members. Unless the attacking member either persuades the Central Committee that they have just cause for their actions or halts their actions, they will be expelled from the alliance and immediately considered to be a hostile nation.

- The defence of socialism is a pillar of what the Workers International stands for. To protect our socialist ideals from counter-revolutionary and anti-socialist forces, member nations will allow their fellow members to intervene in their internal affairs if the legitimate socialist government is under threat from hostile forces. In this, Osea wishes to remind those reading this that there have been instances in the past of nations with reactionary governments financing the overthrow of legitimate governments, which is why this measure is necessary. It is the ultimate guarantee against attempts by anti-socialists to try and cause the overthrow of governments that they do not like.

- Given the need for the Workers International to react quickly to changing situations and unexpected event on the international stage, members of the Workers International will agree to allow the Central Committee to create strategic bases in the territory of member states where it is deemed necessary by the Central Committee.

- The Workers International must be capable of conducting more than defensive actions if it is to defend Socialism. If deemed necessary, the Workers International can issue declarations of Hostility upon states or entities that are hostile to the organisation. However, this can only be done through a unanimous decision by all the full members of the pact. It cannot be done by any other way, even by the Central Committee. Naturally, member states retain the ability to make war at their own discretion, but they cannot claim it to be a project by this organisation if no declaration of hostilities is issued by the Council of Representatives.


[align=center]Article Four: Solidarity Between Members

- The Workers International must be capable of representing itself in a unified manner on the international stage. This task will be given to the Commission for External Pact Affairs. This Commission will be structured like the foreign nation, but with alterations to account for the multinational nature of the Pact and will be headed by the Commissioner for External Pact Affairs. The diplomats will be initially from the Federal Socialist Republic of Osea, with diversification of the diplomatic corps created as diplomats are recruited from other member nations.

- Workers International members will agree to the construction and operation of an Internal Political Commission, for diplomatic and administrative purposes, in its political capital. These are to be funded by the member nations which the Commissions are based in, unless the member is incapable of supporting their Internal Political Commission branch. If that is the case, the Internal Political Commission will be funded by the Workers International.

- The Federal Socialist Republic of Osea has long maintained a programme which allows the citizens of other nations to go to Osea to receive education in the schools and Collages constructed as part of Osea's program, the International Education Program (IEP). For this program, there are specially constructed education centres, though many are still sent to normal Osean educational centres. This applies to all who seek university level education, as the creation of new universities is considered to be unproductive. In the Workers International, the Osean programme will be linked to other such programs through the Association of International Educational Programs, so that they can coordinate their efforts in making the best education opportunities be available to the citizens of all Workers International Nations.

- It is important that the members of the Workers International stand together in all areas of life. Considering this, the Workers International will allow member nations with troubled economies to apply for an economic package from the pact to enable an economic recovery. The member nation will not have to pay back the package. However they might have to agree to undertake economic reforms before they are allowed to receive the package. There is also a application form that members have to fill in before a decision can be made by the pact. If the request is due to sudden events, unconnected to the actions of the nation's government, like a natural disaster or terrorist attack, there is a second, alternate form for the member to fill out in place of the first form.

Brief Biography:

Born outside of Moscow in 1964, Vladimir's parents were both Civil Service Employees. The constant Party Purges that were a product of the mid 1970 fears of stagnation elevated his parents to highers posts in their respective Commissariats, prompting a move to first Minsk and then Leningrad.

Amongst his favorite authors (outside of the usual Marx and Lenin) was Machiavelli and Nietzsche. OOC: I must apologize for my stark absence from this alliance. I must say I do feel quite bad. For the last few months I have been occupied with other RL matters and regional matter, (as my regions delegate, cartograpger, and a coordinator of events). Only recently have picked back up with Rp duties, and in addition alliances. I do hope to be more active, but I doubt I'll put forward people for positions. Instead I'll help out in a non-official capacity doing and helping do what needs to be done. So, just to round out the post I agree with the new charter and hope to interact more with the people of this pact soon.

OOC: I also apologize. Truth is, I had lost interest in NS for quite a while, a great deal of which had to do with the fact that many RPs simply never got finished, plus trouble in Forum 7...it just snowballed. But I'll try and see if I can get more involved again.
