A black car pulled up outside. It was sleek and polished but also late. They flags flew from the front of the car slightly moving in the light breeze as the large jet black door flew outwards. A shiny black leather shoe hit the ground as a man in a white suit stepped out of the motor vehicle. He straightened his tie and looked down at the driver and nodded to him. He stepped away from the car up the stairs to the meeting area. The Jet black car soon zoomed away at a fast pace down the street, soon it was only an echo in the loud concrete jungle. He placed his hands on the door and swung it open looking around the lobby in the front to see a sign pointing the way to the meeting. He walked in through the door to see the conference had started. He took his seat and opened his mouth to utter words of apology.

"I apologize for being late, can somebody update me on what it is we are discussing?" He said

He took out his briefcase and placed it on the table. The grey leather was ripped and torn but still a small name could be made out, engraved into a metal bar on the case. He clicked open the case and took out a folder and set it by his right arm and placed the case down.

Standing up slightly, Minister Veshkhan cleared his throat. "I believe that the 'passing' of this trade policy has been rushed to the extreme. The signatures and approvals of 6 members of the United League of Nations does not, in any way, account for the opinions and interests of all member states."

Standing up completely from his chair, "I request that this "Trade Policy No. 1" be removed as legislature and subjected to the viewing of all member states so that it can be debated and properly voted upon." he said.

"Trolololistan for one, has some serious disagreements with this policy. It has flaws in how it is written, and from an economic standpoint, is altogether harmful to some nations."

"First off." He said, "The complete removal of tariffs from agriculture may be beneficial for some nations, but I am surprised and somewhat angered that no representatives attending this conference have taken into account the wellbeing of smaller, more agrarian member nations."

"I am sure you are all aware that most tariffs are protectionist in nature, and as such agrarian nations would have a tariff on imported agricultural goods to strengthen their own economy. If an agrarian nation were to be flooded with cheap agrarian products being imported from another nation their own farmers would be unable to compete at the markets and the nation's main source of profit would be completely destroyed leading to a massive trade deficit and reliance on foreign producers. In addition, a Nation's taxing of its own exports can only damage "

"My second issue is with condition three." Sakharov said, "A company has no control over a tariff, with some kinds corporatist states being the possible exception. Governments levy tariffs and I find it very unlikely that any producer would be able to export or import large amounts of anything without each nation's government noticing."

"Next is condition four. If a company is evading a tariff, then they are evading the tariff levying nation's taxes and should be subject to each individual nation's law. Dealing with individual companies would be a long and pointless process for the ULN's supreme court to undertake."

"With all of this said and done." The minister said, "I would like to propose a new draft for our first trade policy."

The Armed Republic of Trolololistan, in hopes of encouraging trade between member nations, wishes to propose a draft for the regulation of tariffs in regards to Agricultural Goods.

Conditions:

1. All able member nations must remove or lower prohibitively high tariffs on imported agricultural goods.
1a. An able member nation is one that is not primarily agrarian and can withstand competition from foreign markets without serious economic consequences.

2. The adjustment of tariffs should by no means effect the quality of goods imported. If a member nation does so, however, and their competition damages the importer nation's economy. They should be forced to improve their goods or withdraw from trade in that nation altogether.

3. Any member Nation discovered violating this policy will be subject to an investigation and will be tried in the United League of Nation's Supreme Court.

"I myself disagree with everything mentioned before me by the representative of Trolololistan. Amongst us here are some smaller Nations whom rely on agriculture as their economy and they have failed to either disagree or vote against this policy. Again, a Government cannot be in the minds of every single business in their Nation, unless of course your Nation is a police state or a 100% public sector. Removing the asset of a tariff on agriculture will not harm any Nation's economy in a way to result to economical downfall or a problem even more serious than just mentioned. I, myself, would vote against the Act you have just proposed." said Daniel Guy.

Mitaléf and Éntalrég exchanged words for a while and then Éntalreg started speaking.
"Regardless looking at what might happen in the future, we need to be careful about making these deals. None the less, it is the fault of the smaller nations for not attending, nothing out side of their own country is preventing them from doing so. We agree with Minister Veshkhan about this chance. However we think the wording is to vague and needs to have a more precise description when the tariffs are considered to high.

"I apologize for the vagueness of 'prohibitively'. Prohibitively would mean, in this case, that the tariff is high enough to make the importing of said goods into the nation cost more than they could possibly gain through selling them.", the minister said.

"I'm afraid you're misunderstanding me entirely." Minister Veshkhan said, "An 'able' nation would be able to easily cope with the lessened revenue from imported agricultural goods as well as the competition with their own agriculture which would allow agrarian nations to import their own goods and actually make a profit. This would not apply to a nation that could not withstand the competition or deal with the loss in tax revenue, however, so they are able to protect their own economy."

"Maybe we should make the tarrif drop optional. That way, nations that don't benefit from it don't have to abide by it and nation to whom it will be benificial can sign it."
