Stop taking JEFF nations patriotic flags.

We are not stocking up on those. We are using them to ward off people wanting to steal our uranium. If you keep stealing from us, it will just end in a back and forth competition without any gain.

I don't think people will stop doing that since that's just how the game works, nothing is literally stopping them from taking the flags.
