Is there a NS-card generator website?

Basically, I'm wondering if there is a website or app for making custom NS-style cards and/or creating cards for nations that don't have one.

There's used to be a custom script that showed previews if how a nations current flag would look on an S2 card.
But it doesn't apply to S3 card design.
