[SUGGESTION] Card Collection Descriptions

Collections are the dichotomous key of cards. I hope we all know that. But I noticed that collections don't have descriptions, which is a problem, because the name itself may confuse a user about what a specific collection is for.

SO, my proposal is to have (optional) card collection descriptions. Why optional? The user may be in a hurry to create the description of the card, or just decide not to create the description whatsoever, so that's why. There should be a character limit of 199, with only bold, italic, underlined, and striked BB code.

To be honest, it would be almost useless if fits less characters then the title itself, which seems to be 199 characters. But this does depend on where the description is shown, if it's only on the collection page I'd also wanted to be able to use some BBcode and allow for about the same length as a WFE. If it's shown underneath a collection on the deck page then 199 might be the max and no styling besides some bold/italic.

the title of a collection has a 200 character limit so a description should have the same limit if not more
