Done. It still gets truncateed a bit on the card, and has badges superimposed as well at the lower end, but I think that you can now see enough of the acorns & pinecones to visualise the complete design whereas previously those 'charges' were completely out of the picture.

Layout looks good! I think it's a bit blurry tho - I've had better luck resizing on my end (bicubic sharper) to 321 x 413 (there may be a more precise dimension but that's working for me)

I didn't touch the size. That might have been simplest, but I was too wary about changing the proportions badly so what I actually did was _
1/ rotate the entire flag by 90^o right;
2/ rotate the cetral-bear's=paw by 90^o left, to restore its original orientation;
3/ redraw the division of the background into four quarters where rotating the bear's=paw had messed this up;
4/ copy one of the acorns, paste it, rotate it by 90^o left, to restore its original orientation, and "drag" it to place it across the pine=cone that's at the same height on the flag;
5/ copy the remaining pine-cone, and use the paste/rotate/drag process twice to place a copy across each of the original acorns;
6/ copy the already- pasted acorn, and paste & drag it so that it's across the remaining original pine-cone;
7/ clear away the scraps of the original acorns & pine-cones that had been left around their pasted replacements;
8/ recolour the four quarters so that each of the acorns & pine-cones is back on its proper background shade of green again.

Still a 'Legendary' here, despite having resigned from GenSoc.
Now I just need to change my flag into its 'flown vertically' version, to counteract the cropping, which isn't quite as simple as just rotating it by 90^o.

In all seriousness perhaps the amount of easter eggs you have, the amount of gold badges, your membership in the WA and achievements in the WA - if you're a staff member I reckon you get a boost too, but the variables are varying indeed.

Other details that are known to help are Issue authorship and being Commended/Condemned.
Being a Founder or Delegate might help, too, possibly depending on the size of the region involved, but I'm not sure about this.

They're issues, with special validity conditions, each of which you can receive only once.
