yeah, a player like COPPAtilism has 4 win, but they are a reject, so they can also Wa lottery, in addition to giveaway lotteries.
I believe Dertarae and New Anarchisticstan also have multiple win, but they are also rejects too.

Edit : correction, my own record indicate that Tinhampton, Hulldom, Veltvalen, Allinburg, COPPAtilism, Apabeossie, Land Without Shrimp and Giraffalopolis all won 3 lotteries

right now, for exemple. Zophies beetles, one of my puppets has 1.827 billion of population. and all my puppets have pretty much an even bigger population, and honestly. it might be unfair to new players
