Idea: A way to add a descriptive text to a collection

Issue
One of the fun things to do in the Trading Cards game is build collections of cards. Some are easily described with a title and with most collections it's very clear what the collection is about when you look at the cards.
But sometimes you want to be able to add context to a collection that requires more text and space, especially for collection that are not clear at first sight. The only things you can do right now is make a factbook or dispatch on the same nation as the collection and hope people somehow get curious enough to find it when they found your collection. This is not really a good solution, especially when you also want to inform casual visitors of your collection.

Possible Solutions
There are a number of possible solutions, that also can be combined with each other:

  1. Allow each collection to have a link to a dispatch that is linked at the top of each collections page. Note: this is just a link to the dispatch using the dispatch name as text.
    This is a nice solution because it makes use of the existing dispatch features that already exist. This solution takes up the least space, but allows for less (direct) information.
  2. Allow each collection to have a World Factbook Entry just like regions one the first page of the collection. I don't think it would look nice to have this rather large element on all pages of the collection.
    This would allow a lot of flexibility to share important information, but also link to a multiple of other resources instead of just one, just link region WFE's.
  3. Allow each collection to have a list of dispatches linked, just like regions.
    This allows for more information then the first solution, but is less flexible then the second solution, the advantage is of course that you don't have a large WFE entry up top.

Note that the last two solutions make use of elements and code that are already integrated into NS on some level.
Of course it would be very possible to combine any of these solutions to make it even better. But I prefer the second solution for it's flexibility.

For those that worry about people creating hundreds of dispatches linked to collections and what that would do for the resources of the NS servers:
my idea here is that there would be an associated cost in bank with enabling any of the available solutions, not a huge cost, and not an increasing cost either like deck space upgrades. But this would lessen the amount of resources this would use, since people are not really into wasting bank, and it would function as another sink for accumulated bank, next to gifting and deck space upgrades.

Seems quick to code and cheap to implement. I support this idea.
