Wait so some nations hold more cards then their deck capacity.. I haven't reached deck capacity befor so I am curious how does that work?

Nations over their deck capacity are unable to open any packs nor be gifted cards. However, they are able to still purchase cards from the market, which is what a small number of dedicated users have done to acquire large-scale collections (like this one).
