As a single nation I dont use scripts or such, therefore I dont know exactly how they work, but if those so-called illegitimate cards are undetectable by scripts (seen as real cards) and therefore storable and collectable, I´d say they only provide a new option for new collections (and they would be collected by some for sure), thus failing their meant purpose imo.
