Bad RNG or a bug?

For the past 2 or 3 days I've answered every issue on both this nation and my puppet, but I've received no card packs at all. I know that card packs have a 1 in 5 chance of appearing after answering an issue but I've answered more than 4 times that (including issues answered on my puppet), and I have the throttle set to 6 hours so I get issues as frequently as possible, and I allow receiving cards in my settings. Any ideas of what is happening and suggestions of what I can do about it?

Bad RNG. Card packs are randomly distributed; by way of analogy, your local area may be forecast to get flooded once every five years, but that does not mean that your area will be flooded every five years - perhaps it will be flooded for a few years in a row, or perhaps (as has happened here) you could wait for more than two decades without a flood.

It's probably 100% just superstition on my part with nothing in the code to back it up, and I acknowledge that, but usually when that happens to me I take a day off from farming and when I come back I seem to get more packs than usual. :D

No solid evidence for my idea. I have about a dozen farm puppets and one or two always seem to get either nothing or cards of very little value and others have got half a dozen legendaries in the same time. So perhaps certain nation ID's are more likely to get packs than others I know they say random but in a simulator there is no such thing as truly random.

Interesting. I thought it was most likely to be bad RNG, but it is weird how sometimes I've had card pack after card pack, but recently nothing. Maybe if you rolled a 5-sided dice this many times, you would get these sort of weird results?

In fact, every time you roll a dice you get the same chance to roll a specific number; this number might come a hundred times in a row, or never - but the chance is always the same...
