What determines the rank?

rarity should be read (how unique a nation is)
we don,t know exactly how rarities are calculated. We believe some badges (stats) have an influence on Rarity and from my point of view, seeing how Marnady got less badges then Fauzjhia, I can see why people think that.

Marnady has 19 gold badges and is ultra rare,
meanwhile Fauzjhia had more then 30, and was epic.

we also believe other like being Condemned / commended, founder, issues author and etc. might have an effect on rarity, but we do not KNOW exactly how it work.

right, now I decided to work on Rudeness and legalize cars. if I can both before s3, I would have 37 gold badges on 6 main nations.

I've obtained several more badges now and I think it's time for a reevaluation. I'm really hoping for epic but that's probably going to take a few more golds.

I think you've got Epic easily covered: Issue Authors have minimum Ultra-Rare status, and founder seems to bump a card around one rarity up, not to mention the gold badges you already have.

Yep you look like high ultra rare or low epic.
