An issue with any system to curb boring puppets is to remember that anyone who has boring puppets is unlikely to change anything they currently are doing.

Aka a lot of them will stay in their regions not opt in or out

That's a fair criticism. When I was playing without puppets I found the system frustrating, playing with puppets it's more grindy, but the dopamine from a good pull is still there.

This seems like a decent idea, but as a nation with 4 non-card-farm puppet storages, a "card farm" tag should be created instead of ysing the "puppet storage" tag.

Of course the main problem with above idea is that some card farming regions won't add a tag.

It doesn't have to be compulsory. Some people have made entire collections out of numbered puppets.
Noah's Second Country has a collection of every second puppet here

But even if, the opt-out option could at earliest be implemented with the beginning of season three (long time in the future). Otherwise, what would happen to all the cards already existing ? Would they simply disappear (out of collections maybe), or become even more sought after than "low-owner-cards" nowadays ? Would the "opt-out" be removable if someone decides otherwise over time ?
Why not leave the system as it is and junk those "uninteresting" or "unwanted" cards ? It might be somehow "boring", especially to some "farmers", but I wouldn´t like to miss all those "griffins" I´ve collected over times (from "protector puppets", all showing the same picture, because of "opting out"). And I guess, so wouldn´t other players, which are collecting those cards.
