Because sometimes even national leaders just want to hang out

It's both. Nations who want to give others a chance to bid on their discards are posting their ask list and nations who are cardies are looking at those lists to see if there are any they want to bid on.

For those unfamiliar with my proposal, a junk yard is a place where all junked cards are sent to for a few weeks, and whilst there, anyone can buy them at junk value (first in first served). If noone purchases them after a few weeks in the junk yard, I think it's safe to assume noone wants them

I do agree to a point, but since there are no limitations of how many farms someone could have, the game is rigged heavily in favour of the big farmers (which might be in the interest of NS, since more nations does show as more accesses).
Riemstagrad wrote:If you don't want to set up a large farm but you do want to collect certain cards, you can use the time other players spent on farming to your advantage by placing bids above junk-value. Those cards will quickly fall into your deck because the farmers pull them and sell to any serious bid.

...tempting offer; but since I´m collecting griffins, not trees...
(In my country and the language/writing system we use it´s very common to use "quotation marks" to highlite or emphasize something; or maybe simply the generation "before computer/smartphone" is still familiar with punctuation marks and their use. Remember the "grammar nazi" thread a decade ago ?)
