Legendary cards usually have lots of 1% stat badges from issues. The following things also seem to boost the rarity:
- WA endorsements/influence;
- WA delegate;
- Region founder;
- Issues/WA resolution author;
- Easter egg issues badge;
- Commendations/Condemnations;
- Other types of rarer badges to get, such as Forum/Game Mod, Issues Editor, Roleplay Mentor, etc;

I'm not sure whether population plays a role (since nations with extremely high populations aren't always Epic or Legendary: there are some Rares and URs among those), but it might be a factor too.

Note: these are just guesses coming from a player. The exact card rarity formula is unknown, and most likely only [v] knows it.

Having a founder badge is a guaranteed uncommon, a Wa resolution is a guaranteed rare, and a C&C is a guaranteed epic, also looks like being a mod makes you instantly legendary.

Population, like the other NS stats, does play a role. Although... a rather small one. You will have to look at nations like Undivulged Principles who has amassed a massive number of stat badges. Though of course, other factors like being a Founder also helps. One of my cards went to Rare from a perceived Common solely because it's a founder.

Being in the top 250 for deck value will evidently affect card value for S3 (and you cannot change your card category for S1/S2 as they've been released)

Val is right that population doesn't do much besides being a singular stat. But nations that have been around longer are more likely to have spent time answering issues and are more likely to have tried at some point to improve their stat badges.

You can even be commended, an GA author, SC author and have an Easter egg and still be Ultra rare too. Just like someone I know.

The downside of having your own card as legendary is it's harder to get a copy of it for yourself.

To become legendary, just pick the most extreme choices on issues consistently and purchase many valuable cards.

Also helps if you go back in time and join as the game just started.
