Cards are basically like baseball cards, but for nations. They are worth different amounts, usually depending on things like age, delegate status, if you're a moderator, etc. They are used for looking at because they're cool - they're for collecting and trading only. You can get more by answering issues (which has a chance of giving you cards) or buying them with bank. You can get more bank by junking cards for a low price, or selling them for a higher price.
